I fixed one of my old old Conlangs with the help of peope from my Discord server today! Arguably one of my first ones -- and made it... not suck. I think. I might tinker with the orthography more tomorrow but I am content with how it sounds for now!

The goals were:

Sound vaguely Norse & Germanic (and preferably more German)

Be borderline decipherable to English speakers -- kinda like how Beowulf is almostttttt understandable to us today!

Act as an intermediary language between my Ancient Language that I use as the root of some of my words AND my two modern languages, Nouveau Thuillean and Saegen.

Be rhyme rich to easily write poetry and songs.

Originally, Old Thuillean was nonesense words that was vaguely English and sounded Norse and Germanic. But it wasn't a very good intermediart language and certainly wasn't that rhyme rich.

And it was also just ugly to look at and sounded bad out loud. It sounded like what an American THOUGHT German sounded like without ever hearing it XD

I mean, look at this:

Now, here's the new one:

So yeah, the orthography needs a little work BUT reading it aloud already is so much better. Zaolr could be Zaulr and Colishe should maybe be Cauliche or Kolich and that "camlavh" is a little weird looking next to "die firnitian"...

Maybe "die Camlavh Fierhnaten?"

But the SOUNDS are correct in my head now. They are vibing together. It's definitely closer to German and still has some Nordic with J/Y sounds. You can recognize some of the words when I say them out loud. And it certainly rhymes more (or at least has near-rhymes!) -- colishe and zishe, ier, thar, and diar... 🥰

Reto 3 - Sistema de indicadores de los ODS en una administración cercana

La evaluación y análisis de resultados es clave en cualquier proceso, pero lo es más aún cuando se trata de estrategias fundamentales para el desarrollo y bienestar de todos. En la Administración no importan los beneficios económicos, sino el impacto de las medidas implementadas, por lo que se utilizan indicadores; también se usan en el marco europeo para la monitorización de los Objetivos de Desarrollo Sostenible por parte de cada país firmante de la Agenda 2030.

Antes de mencionar ejemplos y casos particulares, hablaremos del tipo de indicadores que, bajo mi punto de vista, podrían utilizarse para analizar el impacto de la implantación de los ODS, aparte de los 248 indicadores específicos establecidos por Naciones Unidas, cada país, a la hora de implantar los ODS, debería tener como base los siguientes indicadores:

INDICADORES DE GESTIÓN (por orden de importancia con relación a los ODS):

De pertinencia: miden si los programas están alineados con las necesidades y prioridades (alcance de los fondos europeos, etc.).

De eficacia: miden la capacidad de los programas para lograr los objetivos previstos (recaudación tributaria, cumplimiento del presupuesto, etc.).

De coherencia: miden si los programas se integran con otras políticas (seguimiento de la ley de estabilidad presupuestaria, etc.).

De eficiencia: miden cómo se utilizan los recursos para lograr los objetivos (periodos de pago a proveedores, coste de personal, etc.).

De valor añadido: miden el impacto de los programas en relación con su coste (impacto de los fondos europeos, etc.).

INDICADORES DE RESULTADO (por orden de importancia con relación a los ODS):

De resultados: miden los cambios inmediatos y directos de los programas (cantidad de beneficiarios, número de viviendas construidas, etc).

De impacto: miden los cambios a largo plazo y más amplios, a menudo relacionados con el bienestar social o económico (mejora del nivel educativo, creación de empleo, etc). Generalmente, sus resultados se incluyen en los informes de seguimiento, fundamentales para que, en el caso de la Administración pública, se cumpla el principio de transparencia. Los informes suponen una herramienta de mejora continua hacia la consecución de objetivos.

En España existen indicadores ODS de diversas características a nivel estatal, autonómico, provincial y local. Este enfoque asegura que el seguimiento y la evaluación del progreso hacia los ODS en España se adapten a las necesidades y realidades de diferentes y territorios.

En el caso particular que me ocupa, el del Ministerio de Hacienda, es un órgano que emplea diversos sistemas y herramientas para la gestión y evaluación de sus políticas y servicios, por ejemplo:

SIECE (Sistema de Índices de Eficiencia, Calidad y Eficacia): implementado en 1985, es una herramienta clave para evaluar la actividad y gestión de las Delegaciones de Economía y Hacienda (DEH). Permite medir y comparar la eficiencia, calidad y eficacia de estas unidades mediante indicadores objetivos y comparables a lo largo del tiempo. El sistema se elabora de forma participativa con los usuarios y los centros directivos, y está sujeto a revisión permanente para adaptarse a cambios normativos o de gestión.

- Fortalezas: evaluación objetiva, versatilidad (se puede adaptar a otras unidades y programas como los ODS), participación de usuarios (contribuye a la objetividad y a la mejora continua), etc.

- Debilidades: requiere precisión y actualización de los datos para que estos tengan calidad, su implementación es compleja (la adaptación a otras entidades requiere definir y valorar multitud de parámetros), se necesita formación específica del personal, resistencia al cambio por parte del personal.

Evaluación del Desempeño en la Planificación por Objetivos: el Instituto de Estudios Fiscales (IEF) ha desarrollado un modelo práctico para evaluar el desempeño en el marco de la planificación por objetivos y estratégica de las Administraciones Públicas. Este modelo busca mejorar la gestión pública mediante la implementación de sistemas de objetivos y la evaluación de su cumplimiento.

- Fortalezas: alineación entre el desempeño y las metas, rendición de cuentas, motivación del personal, puede servir para gestionar el talento del personal, etc.

- Debilidades: riesgo de subjetividad, de centrarse demasiado en los resultados cuantitativos, desmotivación del personal si no se aplica adecuadamente, coste y carga administrativa (en tiempo, formación y recursos), poca versatilidad si no se hace una actualización adecuada (los objetivos se vuelven obsoletos).

En cuanto a su actualización, el SIECE se actualiza anualmente, lo que también se podría hacer si se adapta el indicador a los ODS. El sistema utiliza una aplicación que recopila datos estadísticos, lo cual permite hacer seguimiento continuo, aunque la evaluación de indicadores suele hacerse en ciclos anuales o semestrales. Por su parte, la actualización de la evaluación del desempeño en la planificación de objetivos depende del diseño del sistema de evaluación. Generalmente, en instituciones públicas, se realiza de forma anual, aunque puede tener revisiones intermedias (trimestrales o semestrales) para monitorear el avance hacia los objetivos.

En mi opinión, sí son indicadores que podrían medir la sostenibilidad de diferentes órganos estatales y que se podrían adaptar al seguimiento de los ODS, ya que cuentan con puntos en común, cubriría los objetivos y metas y aportaría información relevante sobre la implementación de la Agenda 2030.
