Someone asked me for a tute a while back. Here's somewhat of a tutorial. With detailed images like this, it's all about supplies, practice painting and drawing a lot, and start with blocking in basic colors. I do the backgrounds with polish, check a few posts back for the colors. I do the characters with acrylic craft paint. I've used folk art and Anita's. You can use a basic brush kit from @winstonia_store or @bornprettystore for the larger areas of color, the silver brush I have is from @stylishnailartshop.
