"Okama" is kind of a shitty word for Mina to have used tho :/ especially in this context and it being around 1992. Since the homophobic stereotype she is trying to invoke here is this
(This is Homooda Homoo (pronounces Homo-da Homo), a FujiTV sketch character who’s a caricature of a gay man who was very popular at the time and cemented this as being the stereotype of "a man who is acting feminine while not looking feminine in the slightest")
Honestly if they want a translation of the word "Okama" the way Mina is using it without actually using a slur but want to emphasise that Mina is making a point about "a male cat with a female name and I am using it to insult him" I don't know why they don't just settle on "Some drag-queen cat" or something similar. Gets the point across without actually being insulting.
Incidentally, in the 2003 version, she refers to him as "cross-dressing cat" which kinda works better.

All that to say that Sailor Moon is very pro-LGBT in both it's story and its characters, but there are unfortunate markers of the time period it was originally written in. Luckily I can think of like.. .... .2. Tops. In the entire franchise. And this is one of them. (and the other one was just a setup to having Usagi question her sexuality anyway so it doesn't exactly count but out of context doesn't look great when usagi tells a girl giving her a love letter to give it to a boy instead. But again, in context it was to set up her situationship with Seiya so it's more ironic foreshadowing than actual homophobia)

OOOOHHHHHH yeah, this is EXTREMELY contentious in the fandom, lol.
You're looking at the Miss Dream translation, where Minako straight-up drops the f-slur.

By contrast, here's what the oldest fan translation says:

You can read a (very long) explanation here that involves input from Miss Dream translators, but basically this was a very poor translation. In the original Japanese, Minako uses the term "okama," which basically just means "a gay/effeminate man." The discussion I linked goes into it a lot more.
The Eternal Edition definitely has the best translation imo. Because Minako's not really being homophobic, she's making fun of Artemis for having a girly name (which.... okay, can kinda be considered homophobic BUT STILL)

I don't think other Miss Dream translations veer into the fucked up like this, but yeah, it sucks that this was one of your first impressions of Minako :/ She's, like, aggressively bisexual and not a hater, lol.
