TALLINN (Reuters) -Russia detained a Greek-owned oil tanker on Sunday after it left an Estonian Baltic Sea port, the Estonian Foreign Ministry said, adding it had alerted NATO allies to the incident.
The Liberia-flagged ship Green Admire was leaving Sillamae port using a designated navigation channel that crosses Russian territorial waters, the ministry said in a statement.
"This is definitely connected to the fact that we have started to harass Russia's shadow fleet", Foreign Minister Margus Tsahkna told Estonian broadcaster ERR. He also said he had informed allies of the event.
Western sanctions on Russia since its invasion of Ukraine in 2022 have led to a vast "shadow fleet" of tankers crossing the sea to help Moscow keep its crude oil exports flowing.
Only last week, Estonia said that Moscow had briefly sent a fighter jet over the Baltic Sea during Estonia's attempt to stop a Russian-bound oil tanker.
The West has imposed a series of sanctions against tankers that transport Russian oil, resulting in transport by vessels typically with opaque ownership structures and without top-tier Western insurance or safety certification cover.
Baltic Sea nations are also on high alert after a string of power cable, telecom link and gas pipeline outages.
The Green Admire had departed Sillamae port on Saturday at 18:40 GMT, and on Sunday afternoon was at one point anchored near Russia's Hogland Island, according to Marine Traffic, a website that tracks vessels.
A Greek government official said the ship had manoeuvred in Russian waters to avoid shallows and that the Russians had intercepted it and moved it to a safe place to impose a fine.
Shipping data showed the vessel’s operator was Athens-based Aegean Ship Management and one of its key insurers was listed as Norway-based Skuld. The companies did not immediately respond to requests for comment.
The ship was bound for Rotterdam with a load of Estonia's shale oil, the Estonian Transport Administration said. The tanker with a maximum capacity of 700,000 barrels, was almost fully laden, LSEG ship tracking data showed.
The navigation channel out of Sillamae through Russian territorial waters has been set up under an agreement between Estonia, Finland and Russia to avoid shallows in the Estonian waters, the administration said.
Vessels sailing into and out of the port will now be guided through Estonian territorial waters, it added.
NATO did not immediately comment on the incident.
A Greek coast guard official said that, since the vessel was not Greek-flagged, the Greek state had no authority on it.
However, a Greek government official said Greece was aware and was monitoring the case. The official said Athens had stated its availability to assist, though no request to do so had been submitted.

The bench of Hon’ble Mr. Justice Girish Kathpalia & Hon’ble Mt. Justice Rajiv Shakdher allowed the Writ and set aside the demand notice dated 04.02.2019.
The Respondent were directed to allow credit of TDS deducted by his employer for the Assessment Year 2013-14 to the petitioner vide judgment dt. 04.01.2024.
Background
The petitioner-Harshdip Singh Dhillon has prayed for setting aside demand letter dated 04.02.2019 qua outstanding tax liability pertaining to the Assessment Year 2013-14 and for allowing credit to the petitioner against the Tax Deducted at Source (TDS) for the assessment year 2013-14 by his employer.
Respondent entered appearance through counsel and filed counter affidavit.
Facts
The petitioner was employed with Tulip Telecom Ltd. as Associate Vice-President during the period November 2011 to May 2013 and he resigned from service on 07.05.2013 with effect from 09.05.2013.
For assessment years 2011-12 and 2012-13, the employer of the petitioner deducted Tax at Source (TAS) on the salaries paid to petitioner but the deducted tax pertaining to the assessment year 2012-13 was not deposited by the employer with the Income Tax authorities.
The employer of petitioner also failed to issue the requisite TDS certificate, so the petitioner informed the concerned Income Tax Officials about the default, but no action was taken.
The petitioner filed a petition seeking winding up of the employer company by way of Company Petition under Section 433(e)&(f) read with Section 434 of the Companies Act, in which liquidator was appointed.
Instead of granting credit of the TDS pertaining to the assessment year 2012-13, the respondent issued intimation dated 03.12.2015, thereby raising demand of Rs.15,77,240/- against the petitioner towards outstanding tax liability.
The petitioner made various representations to the respondent/revenue informing them about the defaults on the part of his employer. Ultimately, the respondent/revenue issued the impugned demand notice dated 04.02.2019, thereby again raising a tax demand of Rs.15,36,220/- against the petitioner. Since the respondent/revenue did not clarify the situation despite being approached by the petitioner, the present petition was filed.
Submission of the Respondent
The respondent/revenue in its counter affidavit did not dispute that the petitioner had received salary after deduction of tax.
The amount due to the petitioner towards salary for the months of December 2012, January 2013 and March 2013 was not actually paid to the petitioner by his employer, so the employer had no obligation to deduct tax at source and consequently the respondent/revenue is under no obligation to allow credit of the same.
Issue
Whether any recovery towards the outstanding tax demand can be effected against the petitioner in view of the admitted position that the tax payable on his salary was being regularly deducted at source by his employer who did not deposit the same with the authorities.
Observation of Court
Since the petitioner accepted salary after deduction of income tax at source, it is his employer who is liable to deposit the same with the revenue authorities and on this count, the petitioner cannot be burdened.
We find no substantial question of law to be considered by us in this appeal.

Brazil moving ahead with 2G, 3G shutdown

Brazilian telecom regulator Anatel opened a consultation process to collect observations on plans to shut down 2G and 3G networks and transfer spectrum used by those technologies to 4G and 5G.
The process was launched Tuesday, as published in the country's federal gazette.
Operators from other countries in the region, such as Puerto Rico, Colombia and Chile, have already begun this shutdown process, as reported by BNamericas.
At the same time, the Brazilian watchdog vows to curb the certification of cellphones and other equipment made to run only on the legacy technologies, a request that has been made by both operators and chipset manufacturers such as Qualcomm.
