to me what makes tenrose so special is that rose absolutely knows that the doctor loves her. she knows how loved and needed she is by him. her asking the doctors what the end of that sentence was isn't because she didn't know, it's because she did. she didn't wonder for years what he was going to say, she knew. we see her nod in doomsday before he gets ready to say it. she knew.
rose and the doctor are so impactful because she never sees herself as beneath him, they are on the same level. they have a connection so strong that it is beyond words, it just is.
she never doubts her importance in her life except for school reunion, which is when we see him almost say he loves her. so it's not that he cannot say it, it's that he was actively restraining himself from saying it because the pain of losing her someday would have killed him, and she knows that.
rose doesn't have to hear the i believe in her speech to know it's how he feels ("he's not. and even if he was [dead] how could i leave him? [...] i'm gonna wait for the doctor, just like he'd wait for me.") she doesn't have to see how lost he would become in s3 to know it's true ("on your own?") rose's sadness when donna asks if they were together is because they were, and now they're not anymore. because she has been without him so long, because she misses him. because she just watched him die.
tenrose is not a seperate relationship from tentoorose, just like tenrose is not seperate from ninerose. tentoo saying i love you is what seals their ending because rose already knew what he was going to say on that beach. that's the whole point.
she kisses tentoo because sometimes it does need saying, just because it's nice to hear it. especially when someone is offering to grow old with you.
