my lore brain is all scrambled from my unironic 'c!wilbur did nothing wrong' phase and this was something i never got (but now i am seeing the light of c!dreambur), but why do you think dream wanted to revive wilbur in prison? was it just a threat, or did he actually have reason to rely on wilbur? i'm behind on the dreblr analysis of this ๐Ÿ˜ญ
this won't be the best answer ๐Ÿ˜… but i think it's important to remember that when c!dream was making the decision to revive c!wilbur, he was in a very very desperate place. this was about a month of daily torture because of c!Quackity, a few months of solitary confinement in horrid conditions. the actual decision was made very quickly, and he pivots from at first holding ghostbur hostage to try and get himself some leverage (because well he's very noticeably lacking in any leverage whatsoever in the prison, sam VERY literally owns him) to reviving ghostbur when he realizes that no one's going to budge.
as far as what he was expecting, well. having c!wilbur back, from his pov, was definitely a plus compared to just ghostbur being around. c!wilbur, before he died, was in an active allyship with c!dream. one of c!wilbur's last words is how proud he is of c!dream for carrying out his part of the plan. c!dream quotes c!wilbur multiple times, down to referencing the unfinished symphony, over the course of his actions post-nov 16th to his imprisonment. without many options in a literal torture box, having c!wilbur around as a potential ally was better than nothing. so i'd say that's part of what's the easiest stuff to quantify--c!wilbur was someone that dream worked with, there were never any betrayals on either side after they started working together post-vassal, and c!Dream would've revived c!Wilbur from death--something he reasonably might've expected to earn him favor from c!Wilbur
but of course, there are things that are. worth questioning, about this reliance! why the hell was c!dream expecting c!wilbur specifically to have any success in breaking into a max security prison when this guy has like zero gear to his name and like, even if he DID, no combat skills to actually fight? what abt the ways that c!dream and c!wilbur talk about their dynamic (especially post-revival), and what does it mean for the two of them? why was c!dream listening to c!wilbur in inconsolable differences? and while i have my uh c!dreambur demons (out of the c!dreamburians ik im probably the most c!wilbur negpilled, sorry anon) but i definitely encourage you to consider some of these questions for yourself :] bc believe me these two are WEIRD abt each other
