The thing about Chris is... I came into this game wanting to like him. I know he's popular, some friends of like him and post good art and meta and also, personal note, he's very hot. A big buff man in a black turtleneck and beard, like I'm only so strong.
But god he's annoying in Resident Evil 8. That's the thing like the Lords are evil and your enemy, but they're cool and interesting and the game acknowledges when they're being unreasonable dicks (which is most of the time) so it's just... you have enemies trying to kill you. While Chris comes across as either incompetent or grossly negligent! He gets constantly in the way while claiming some sort of superiority over Ethan (and by proxy the player) despite all the very obvious evidence proving otherwise, and Chris does a dodges pretty much all his part of the responsibility for this entire mess except for some more guilt that doesn't seem to change his behaviour and a bit of chiding from his teammates.
Antagonists come in many different forms and some you're supposed to feel sympathy for or entertained by or love or love-to-hate while Chris is just... a pain, an incoherent mess of a character because he was written in such a way his behaviours are totally disconnected by his supposed motivations and what we're told to like about him because I don't think the writers knew he was in the wrong and... URGH!

But you hit it on the head tbh. Chris is just...lackluster and incredibly annoying in RE8. He wasn't particularly exciting in RE7 either but at least that was DLC and at least he wasn't actively making my life more frustrating as a player. In RE8 he's just...his writing is terrible, and messy, and it destroys his previous persona as this cool-headed, really moral guy. I'm not against them taking a route with Chris that says "20 years of fighting bioweapons has broken him and he needs help and he's fucking up without meaning to"--but the games seem incapable of really admitting he's fucked up. It's one thing that drove me bonkers in the ending of RE8, when his team finds a bioweapon BSAA sent, and Chris is all like "somebody has to pay!!" and it's like.... How about you Chris? You’re the one who fucked this up in the first place.
A lot of this also comes down, I think, to this weird in-between Capcom has found themselves in. A lot of the fans of RE7/8 are new to the franchise, and they wanted a semi-clean restart on the series. But, they also wanted to appeal to older fans, and so threw Chris, and Chris alone, in there--which leaves us in this weird space where he’s not the character we know and his actions don’t make sense, bc we who have played the older games know he has allies who should be checking him or helping him. I’ve lost my mind about this before in previous responses, but putting everything else aside, Jill is also a founding member of the BSAA. It is fundamentally against her character and against her established relationship with Chris that he’d bounce from the BSAA and she wouldn’t go with him or search for him or aid him. 
Chris has a close friend on the BSAA founding team. He has other friends who still work for the BSAA that were STARS members--Rebecca, Barry, etc. He has a sister working for an independent bioweapon-prevention nonprofit. His sister has friends who work for the DSO he’s also met & worked with. Chris has so many options if the BSAA really has gone to shit that he could reach out to for help, so his actions as a ‘lone wolf’ in RE8 fundamentally don’t make sense.
In trying to appeal to old fans without confusing new ones, Capcom has irrevocably fucked up and broken Chris’s character--they’ve transformed him into a condescending, two-dimensional, annoying asshole version of his previous self. A lot of new fans to the franchise don’t know what to make of him. And for those of us who have played even some of the old games, we’re sitting around like “Dude just call Jill?? Call Claire?? Call Leon?? Call Rebecca?? Call anyone??? Why the fuck are you doing this and why are you suddenly so bad at your job???”
