Voters were observed collecting these envelopes and slips before heading into the school to cast their ballot.

It was not until July 1943 that the torpedo “experts” finally were convinced that it was not the operators at fault. In that month Lieutenant Commander L. R. Daspit, commanding USS Tinosa, stopped Japan’s biggest tanker, Tonan Maru No. 3, with four hits in her stern. Here was a submariner’s dream—an unescorted, 20-000-ton ship dead in the water. Daspit took his time, closing to 875 yards on her beam. Over a period of several hours, he methodically fired eight torpedoes, one at a time, with laboratory care and patience. None exploded, although several were seen to climb up the side and splash back. He saved his last one to take home for an autopsy. In a February 1972 letter, Rear Admiral C. O. Triebel wrote me the sequel: "We cut the weight of the firing pin in half, a ten-minute, fifty-cent job on any lathe. Then finally, our torpedoes exploded pretty well.” Triebel should know, having used the modified “fish” to sink 14 ships; 58,837 tons, about 9,000 tons more than the entire Asiatic submarine force of 28 operational boats accounted for in the first critical four months of the war.
