Versova-Bandra Sea Link Project by Reliance Infrastructure: Amazing Facts You Didn’t Know
A colossal country stands to be akin to a hustling cruise ship. The direction may be undecided, the gushing smoke, the lives of many, centralised in the hands of few. India being the agricultural hub is pacing fast to urbanize in a way that would put most of the developing countries to shame. And then, there are the men behind the mission who have been spearheading the endeavour in a fashion like there’s no tomorrow working day and night towards the development of the infrastructure of the country. One of such men is Anil Ambani. Recently, his company Reliance Infrastructure of Reliance Group conglomerate bagged in the Versova-Bandra sea link project. It is a Rs. 7000 crore marquee project of R-Infra which was bagged from the Maharashtra State Road Development Corporation (MSRDC).
The Particulars: The VBSL is a marquee project with the Sea Link having a length of 17.17 km, which is three times the length of the Bandra-Worli Sea Link of 5.6 km. The Sea Link will cut down the commute time of the travellers from 90 minutes drastically to 10 minutes. To be developed at an estimated Rs 7,000-crore budget, the project is estimated to be delivered in 60 months from the appointed date of June 24, according to its exchange filing. The Versova-Bandra Sea Link was planned with a need to develop a peripheral road that could help ease traffic from north to south and from east to west of the city. As per the salient features of the Versova-Bandra Sea Link project, the length of the main sea link would be 9.6 km with 4+4 lane. The Bandra Connector would be 2+2 Lane, Carter Road would be 3+3 Lane and Juhu Koliwada would be 2+2 Lane and Nana Nani Park would be 3+3 Lane. These connectors, according to the MSRDC, will help ensure fewer jams at the points where vehicles enter and exit the corridor. The MSRDC was appointed as the nodal agency for the project by Maharashtra government on 19 December 2009. For the project, Reliance Infrastructure has completed the works related to soil investigation in partnership with Fugro Ltd, and engineering design in partnership with Dar Al Handasah. The corridor would also serve as an extension to the existing Bandra-Worli Sea Link. The company asserted that their partner in the project, Astaldi S.p.A, is the world's third largest player in bridge construction. This is the second leg of a 20-kilometre coastal road from Malabar Hill in south to Versova in the north.
As per Punit Garg, Executive Director and CEO of Reliance Infrastructure, “This project will further propel Reliance Infrastructure as a premier Engineering and Constrcution company in India. Our partnership with Astaldi S.P.A, the third biggest construction player in the world in bridges, will help us create a truly world class mega infrastructure project for Mumbai.” He further added that will be able to save drastically in their fuel expenditure as well as enjoy "eco-friendly travel with minimal carbon footprint".
Furthermore, the sea link comprises the northern part of the Mumbai coastal road from Bandra to Versova. Also the commuters travelling to the south of Mumbai from the western suburbs could avoid the Western Express Highway once the new route becomes operational.

Studio Fuksas has proposed to develop a sea link from Versova to Bandra in the suburbs of Mumbai. The Versova Bandra Sea Link is a sea bridge starting from the Bandra end of Bandra Worli Sea Link (BWSL) and terminate at Versova (Near Nana Nani Park). The VBSL will be located approximately 900m to 1800m from the Coast, with a lenght of approximately 10 km, with dispersal points at Juhu Koliwada and Jogger’s Park. The sea link will have 4+4 lanes on both the sides. Actually, there is no open space available for the expansion of the existing roads. The congestion leads to delay in travel time, so there’s a great need for the alternative faster transportation system, which will be achieved by this proposed link. Stamp Duty on Property increased to 6 percent in Mumbai
The Maharashtra Government on Tuesday issued a notification introducing an additional one per cent of stamp duty to be collected as surcharge on property transactions in Mumbai. The reasoning behind the move is Maharashtra Government needs funds to finance major infrastructure projects currently underway in the Mumbai city, especially the Metro. The extra duty will be charged on all property deals from February 8.
The stamp duty in Mumbai will now increase to six per cent of the property transaction amount, which means real estate / property will become even more costlier in Mumbai city. Maharashtra Government expects to generate more than Rs 1,000 crore in this way. This revenue will be collected by the Stamps and Registration Department and passed on to the Mumbai Metropolitan Region Development Authority (MMRDA), via the Urban Development Department.
The MMRDA used to earlier sell lands in Mumbai and generate funds. With this land bank drying up, Maharashtra Government Assembly cleared an amendment in the Mumbai Municipal Corporation Act that authorises the Brihanmumbai Municipal Corporation (BMC) to levy an additional one per cent on stamp duty as surcharge.
A senior officer of the Stamps and Registration Department said the notification was issued on Monday and is effective from February 8. Hence, a recovery will be done for all documents registered on February 8.
The Maharashtra Government is currently facing a financial crunch. It has begun work on expensive projects in Mumbai, such as nine Metro routes, and the Versova-Bandra Sea Link (VBSL), which will cost more than Rs 1lakh crore. Moreover, recently, the MMRDA told the Mumbai Port Trust to share the cost of the Metro 4A, as it would service the area to be developed by the port trust.
Our views is that it will be now difficult to recover the additional stamp duty for all documents presented on February 8, and there will be legal disputes. The department should have released the circular and given a later date for implementation. This would have also helped many real estate / property buyers. This increase in stamp duty will further impact property sales in Mumbai.

Mumbai: Versova-Bandra sea link gets state government approval

Mumbaikars may soon be able to cut down travel between Versova and Bandra thanks to the government of Maharashtra which gave its nod to the Versova-Bandra sea link (VBSL) project on Monday.
The move comes eight years after the state cabinet committee on Infrastructure (SCCI) gave its approval. According to official reports, the SCCI had cleared the project on August 18, 2009 after which the state government took another four years to get the Coastal Regulation Zone (CRZ) and environment clearance from the Centre.
The estimated cost of the entire project amounts close to Rs 7,502 crore as stated in a government resolution. The approximate length of the project is estimated to be about 17.17 kilometres. The government has approved the design plan at a height of 900 meters from the coastline. The main four-lane bridge of VBSL will be 9.60 kilometres. The cable-stayed bridge will be 0.30 kilometres long and the Balance Cantilever Bridge will be 0.10 km long.
The Versova-Bandra sea link will have connectors at Bandra, Otters Club, Juhu Link Road and Versova Link Road. Toll plazas will be located at Bandra, Carter Road, Juhu-Koliwada and at the Nana-Nani Park.
Commuters will have to pay toll rates similar to the ones applicable to the Bandra-Worli sea link. The concession period shall be up to 2052. In case of any future change in the toll tax policy, the concession period will be revived as per the toll tax policy prevailing then.
Two separate contractors shall be appointed for toll collection, repairs and maintenance of the VBSL.
