DHS Admits 600,000 Foreign H-1B Workers in American Jobs

U.S. employers keep roughly 600,000 foreign H-1B visa workers in jobs throughout the United States, according to an unprecedented report released by the Department of Homeland Security’s U.S. Citizenship and Immigration Services agency.

The total number of resident H-1B workers has successfully been kept secret for decades, mainly because Fortune 500 companies do not want voters to recognize the massive outsourcing of jobs for themselves and their college graduate children.

But President Donald Trump has allowed his pro-reform deputies to release the data, likely to boost his June 22 reform plans.

The DHS agency studied the shifting number of H-1Bs working in 2018 and 2019. The resident population usually declines in September as the foreign workers go home or get green cards. For most of the year, the number of working H-1Bs was about 600,000, says the report, titled “H-1B Authorized-to-Work Population Estimate.”

The USCIS report admits that “no unique identifier exists for all H-1B petitions in the USCIS electronic [system of record, so] we use a methodology of statistical inference.”

“There is no count, so they had to estimate,” said John Miano, a lawyer at the Immigration Reform Law Institute. He said:

The whole thing is astounding. For years, [DHS] has deliberately not stored [visa worker] information into their databases. They only enter selected information into the computers. That was deliberate so that no one could know what is going on. We have sent in all kinds of [Freedom of Information Act] requests, and often the response is ‘we don’t keep track of that.’

The calculation is poorly explained, so “the estimate would be much more believable if that whole process had been explained carefully,” said David North, an expert with the Center for Immigration Studies. “Close to a quarter of the records — dealing with workers who often make $100,000 a year or more — there is no SSN,” he added. “What an admission!”

The failure to track legitimate H-1B documents and workers — or to punish groups for using fake H-1B documents — is routine. For many years, business advocates have kept legislators in the dark by splitting and subdividing oversight of the visa-worker economy between the Departments of State, Homeland Security, and Labor, he said.

This fragmentation has helped to minimize awareness of the scale among journalists and the public. For example, very few reporters describe the scale of the H-1B population to their readers, and most rely on talking points from business advocates who say the program brings in 65,000 or 85,000 “high skilled” workers each year when companies cannot fund U.S. workers.

In reality, up to 85,000 H-1B visas are given out to companies each year, while roughly 15,000 are provided to non-profit groups, including hospitals, research centers, government agencies, and hospitals.

The new USCIS report does not estimate the number of fake H-1B documents in circulation despite myriad cases of fraudulent work permits and made-in-China green cards. For example, Indian-owned subcontract companies duplicate valid H-1Bs to provide work documents for illegal immigrants because the U.S. managers at the prime contractors “don’t check anything,” said an American who migrated into the United States as an Indian H-1B worker.” It happens all the time.”

However, USCIS officials working for President Donald Trump have released much information about the huge Optional Practical Training (OPT) and Curricular Practical Training (CPT) programs. Those programs keep up to 500,000 foreign workers in the economy, many for up to three years.

Officials at the Department of State have provided little data about their visa programs, including the J-1 program, the huge L-1 program, or the potentially massive abuse of the B-1 business visitor program that allows foreign employees to visit the United States for up to six months at a time.

In 2016, for example, the department provided Indians with 51,981 L visas (including multi-year L-1A and L-1B worker visas), 236,851 H visas (including three-year H-1Bs), plus 563,202 B1/B2 visas.

The Indian company allegedly cheated American graduates by importing Indian workers under B-1 visas. The B-1 visas are provided to company employees for short-term, non-work visits, such as training or inspections. By quietly flying in Indian workers with the B-1 visas, the company saved itself the cost of hiring American graduates for American work in American work sites.

Many additional Indian and Chinese workers are kept as bonded labor in the so-called “green card backlog.”

The number of people in the bonded workforce s displayed on the USCIS website. The Department of States’s Visa Bulletin shows the length of each line for green cards. Together, those two sources show that roughly 60,000 Chinese nationals and roughly 420,000 Indian nationals are still waiting in line for green cards.

But about half of the bonded workforce are the foreign-born spouses or children of H-1B workers. In addition, some backlog people are living in their home countries, and some have L-1 work visas instead of H-1B work visas.

However, some of the backlog people are likely included in the 600,000 headcount, said Miano, especially if they get into the backlog before their initial H-1B visas expire.

Also, many of the bonded spouses are allowed to get work permits, dubbed Employment Authorization Documents. The spouses carry H4 visas, so their work permits are dubbed H4EADs. USCIS shows that at least 100,000 of the spouses get work permits while they wait for green cards.

A March 2020 report by the Congressional Research Service (CRS) says 568,414 Indian workers and their Indian-bor dependents, plus 59,034 Chinese workers and their independents, are still waiting for the cards promised by CEOs in exchange for work.

Federal regulation allows this “green card backlog” population to stay in the United States, long past the expiration of the six years allowed to most H-1B workers, So the regulation allows CEOs to create a vast bonded workforce by dangling green cards in front of desperate Indian graduates who really do not want to go back to their underdeveloped, corrupt, and caste-ridden country.

The CRS report predicts the bonded workforce will grow to 1.3 million Indians by 2030 as Fortune 500 CEOs dangle green cards to imported Indian workers instead of paying cash to American graduates.

These bonded workers are not legal residents of the United States until they officially receive a green card. Once they get the green card, they can apply for citizenship in five years.

Overall, the number of legally resident, white-collar, foreign contract workers is at least 1.3 million.

Vietnam EB5 to Become Oversubscribed in April 2018

In the Visa Bulletin for April 2018, the U.S. Department of State (DOS) explained that the Vietnam Employment Fifth preference (EB5) category will become oversubscribed in May 2018 [PDF version]. This will result in the establishment of a final action date for Vietnam EB5.

For one, approved EB5 petitions for nationals of Vietnam will be subject to a final action date starting in May 2018 and for the duration of the fiscal year. Second, because this was caused by high demand in the Vietnam EB5 category, this trend may continue going into the future, causing Vietnam EB5 petitions to face sometimes long wait times before visa interviews abroad or being able to apply for adjustment of status within the United States.

Filing an EB5 petition and applying for an EB5 visa is a complex and evidence-intensive process. EB5 petitioners are well-advised to consult with an experienced immigration attorney for case-specific guidance.

TSA says air marshals don’t follow ‘ordinary’ travelers. Some ordinary travelers beg to differ

Taylor Usry’s routine work trip in July began like any other.

She chose a comfy dress and sandals to ease her travel anxiety, and arrived early at the airport, where she passed through security--her body scanned, searched, and patted, her belongings swabbed and sent through an X-ray machine.

Usry, a 39-year-old social media manager for an arts-and-crafts company, recalls buying a chicken biscuit and a Diet Dr Pepper while she waited in the terminal for her flight to Florida for a meeting at the Home Shopping Network.

She had no idea she was being watched during her humble meal--watched the entire time, in fact.

A team of armed federal air marshals was shadowing her every move--recording whether she touched her face or sweated, where she went, how she looked, and other seemingly minor details as she made her way through the Charlotte airport. The air marshals even flew with Usry, closely watching her until she left the Tampa airport, according to records reviewed by the Globe.

After the Boston Globe revealed the program, officials agreed Monday to brief Congress this week.

The documents show that Usry was swept up in the Transportation Security Administration’s Quiet Skies program that morning, one of roughly 5,000 US citizens subjected this year to extensive monitoring under a controversial domestic surveillance initiative designed to catch potential or unknown terrorists.

Since the Globe first reported on the program last month, TSA officials have repeatedly asserted that Quiet Skies doesn’t monitor ordinary travelers.

“I would say to the American public: Ordinary citizens don’t need to worry about Quiet Skies,” TSA administrator David Pekoske told USA Today. “They don’t.”

But such claims seem contradicted by Taylor Usry’s experience of being watched and followed, along with numerous other apparently ordinary citizens identified by the Globe as having been subjected to Quiet Skies scrutiny for reasons that mystify them.

“I’m not a terrorist,” Usry said upon learning that she was followed by air marshals. “I don’t do anything subversive. . . . I work from home.”

Usry, a mother of two from Williamsburg, Va., was targeted because she had recently flown to Turkey for an arts-and-crafts course, a country that is a focal point of the program, according to documents and air marshals with direct knowledge of Quiet Skies.

In addition to Usry, other targets identified by the Globe include star WNBA player Courtney Vandersloot; a working flight attendant; a business executive; and a law enforcement officer for another federal agency, according to documents obtained by the Globe and air marshals with direct knowledge of the surveillance.

The findings underscore concerns that Quiet Skies is infringing on people’s privacy for reasons that are unclear and may yield little gain--to date, air marshals have put roughly 5,000 people under Quiet Skies surveillance but none deemed worthy of additional scrutiny.

Several air marshals have told the Globe that Quiet Skies surveillance routinely includes passengers who pose no threat whatsoever. They said the program is misguided, pushes the boundary of law, and is a waste of time and resources.

According to an internal TSA bulletin, the program may target people who have spent a certain amount of time in one or more specific countries or whose reservation information includes e-mail addresses or phone numbers associated with someone on a terrorism watch list.

The bulletin does not list the specific countries, but air marshals have been advised in several instances to follow passengers because of past travel to Turkey, according to people with direct knowledge of the program.

The Quiet Skies program began in 2012, but officials broadened its scope in March. Since then, teams of armed air marshals have followed passengers not on any terror watch list and collected extensive information on their actions, such as whether the person chatted with others, or appeared sweaty or fidgety, agency documents show.

Several civil liberties groups and members of Congress have raised concerns about the legality of the program, as well as other issues regarding privacy and profiling. The Department of Homeland Security’s inspector general also opened an investigation.

The TSA, in defending Quiet Skies, has said the program should be of no concern to ordinary travelers. But Usry, who makes greeting cards for fun and has online profiles brimming with motivational sayings, recipes, and photos of craft beer, said she is as ordinary as they come.

“Honestly, I’m not unique, I don’t do anything special,” she told the Globe. “I have two kids, a cat, and a dog. I drive a Suburban.”

Knowing now that she was tracked by TSA leaves her deeply unsettled.

“The whole thing makes me uncomfortable and really, really nervous,” she said. “I’m from the South, where you smile at people, hold the door and say ‘please’ and ‘thank you.’ And now I’m paranoid.”

Records obtained by the Globe outline the criteria that flagged Usry: She carried US travel documents, was between the ages of 16 and 50, has a non-Turkish name, and booked a one-way ticket to one of 13 Turkish airports, with a stay of seven days or more.

Usry said she traveled to Istanbul in May for a product-testing event for her company.

“I sat in a training development center for a week and painted things,” she said. “I did arts and crafts.”

She said her husband booked one-way tickets on Expedia because it was easier and less expensive. Following her international trip, Taylor applied for TSA’s pre-check program, which she thought would help ease her anxiety and waiting time at airports. By June, she had passed a background check and been approved for the program, she said.

The TSA didn’t apparently deem her a threat. Yet, the same TSA division that vetted and approved Usry for pre-check also carries out the Quiet Skies program, documents show.

What happened between June and her July flight?

“Nothing,” Usry said. “It’s ridiculous.”

Nonetheless, she got snared in Quiet Skies on July 9.

Within 72 hours of her trip to Tampa, air marshals received a “special mission coverage” package including Usry’s name and photo, her birthdate, her eye and hair color, as well as an identification number. Air marshals were then given seats near Usry on her flight.

That morning, the surveillance mission was on.

Air marshals were required to follow Usry and take notes: Did she reverse or change directions during her stroll? Did she use the reflection of storefront windows to peer behind her? Did she go to the bathroom?

Today, Usry can’t recall all the details, but the air marshals likely can. Their detailed reports are filed and collected by the TSA.

“I’d like my government to explain to me why my tax dollars are best spent surveilling completely innocent citizens, violating their privacy, and making ordinary people feel as though they’ve behaved in a manner that invites skepticism and scrutiny,” she said. “Are the inherent, guaranteed rights of American citizens something to be thrown out because we feel like it? And why does no one have to answer for that?”

It’s not just occasional travelers who find themselves snared by Quiet Skies.

Courtney Vandersloot, a star point guard in the Women’s National Basketball Association, was recently followed by a team of armed air marshals during a domestic trip, according to documents reviewed by the Globe.

Vandersloot, who was born outside Seattle, also played hoops in Turkey for the last three seasons and was approved in 2016 for Global Entry, a federal program that allows expedited clearance for pre-approved, low-risk travelers.

Yet on domestic flights with teammates earlier this year, Vandersloot was pulled out of security and boarding lines with regularity. She recalled “pretty extreme” searches in which TSA agents asked, among other things, about her underwear.

“There has to be some other way,” said Vandersloot, 29.

She noted the US government knows well why she has spent time in Turkey--she has a work visa and a residence permit to play basketball there.

News of the surveillance program also riled Chicago Sky owner Michael Alter, who noted several members of his team also play in Turkey.

“I would like to believe the government has more important things to do with their time and money than follow WNBA players around the country or any other person for that matter,” Alter said.

» Carrying Copies of Passport and Visa

We have been informed by Public Security Bureau that policemen are being sent to different locations like supermarkets or streets to check people's passport and visa. We would like to remind our community that carrying a copy of your passport and visa in your wallet is recommended so you are fine if you are checked. Please note that the policemen will show you their working ID when they stop you. If they don't, please ask. If you forget to carry the two copies, they could take you back to their office. In this case, we suggest you contact your employer who can confirm your passport and visa information. They may also stop unaccompanied students so I would recommend that you review this procedure with them as well.

Whenever you or your family members receive new residence permits, work permits and/or passports, please be sure to send copies of your new documents to the Admissions office, in the Welcome Center (1st floor High School). » No Bicycles for Children Under Age 12 on Public Streets - Shanghai International Schools Association (SISA)

The following information regarding bicycle riding in Shanghai is shared in an attempt to be helpful to all its member schools. For safety purposes, the regulations in Shanghai allow for bicycles to be ridden on public streets only by children age 12 and above. This regulation is strictly enforced in Puxi, but is unevenly applied in Pudong. The immediate danger is that families may assume that local protections for bicycle riders may be the same as in their own country, but they are not. It is important to be aware that if a child under 12 is involved in any kind of accident on a public street or crossing, the parent may be held responsible. Sidewalks and bicycle paths along public roads are considered part of the public roads. In addition, as accident insurance is relatively new to China and there are not many precedents with these situations, your own accident or medical insurance company has the right to refuse cover in the event of violation of the local law. We hope that better understanding will result in better safety for younger children.

» HOS Christmas Message, 2017

It's Christmas!

The excitement is in the air around the campus. Christmas concerts, Santa hats, Christmas cookies and holiday cheer has begun. The snowflakes in the PC Commons remind us of the celebrations that occur around the world at this special holiday time. For many reasons, it's a joy-filled time of the year. We have our plans in place for what to do over the Christmas and New Year's break. I look forward to hearing stories from your various travels.

If your home looks like ours, there is a Christmas tree (or two) in it right now. We love our Christmas trees and we spend the extra money to leave the lights on all night long. The lights are beautiful. In the early mornings when I walk our dog in the dark, I can see the lights from one of our Christmas trees through the windows. Those sparkling lights brighten up an otherwise dark apartment building.

So it is with LIGHT! Light shines in the darkness and brings us a glow of warmth during this special time of the year. Let's celebrate!

» HOS Christmas Message, 2017

It's Christmas!

The excitement is in the air around the campus. Christmas concerts, Santa hats, Christmas cookies and holiday cheer has begun. The snowflakes in the PC Commons remind us of the celebrations that occur around the world at this special holiday time. For many reasons, it's a joy-filled time of the year. We have our plans in place for what to do over the Christmas and New Year's break. I look forward to hearing stories from your various travels.

If your home looks like ours, there is a Christmas tree (or two) in it right now. We love our Christmas trees and we spend the extra money to leave the lights on all night long. The lights are beautiful. In the early mornings when I walk our dog in the dark, I can see the lights from one of our Christmas trees through the windows. Those sparkling lights brighten up an otherwise dark apartment building.

So it is with LIGHT! Light shines in the darkness and brings us a glow of warmth during this special time of the year. Let's celebrate!

» Carrying Copies of Passport and Visa

We have been informed by Public Security Bureau that policemen are being sent to different locations like supermarkets or streets to check people's passport and visa. We would like to remind our community that carrying a copy of your passport and visa in your wallet is recommended so you are fine if you are checked. Please note that the policemen will show you their working ID when they stop you. If they don't, please ask. If you forget to carry the two copies, they could take you back to their office. In this case, we suggest you contact your employer who can confirm your passport and visa information. They may also stop unaccompanied students so I would recommend that you review this procedure with them as well.

» New Residence Permits, Work Permits or Passports?

Whenever you or your family members receive new residence permits, work permits and/or passports, please be sure to send copies of your new documents to the Admissions office, in the Welcome Center (1st floor High School). Or, email soft copies to Admissions. Keeping your children's files up to date helps us keep in compliance with Chinese governmental regulations.

» No Bicycles for Children Under Age 12 on Public Streets - Shanghai International Schools Association (SISA)

The following information regarding bicycle riding in Shanghai is shared in an attempt to be helpful to all its member schools. For safety purposes, the regulations in Shanghai allow for bicycles to be ridden on public streets only by children age 12 and above. This regulation is strictly enforced in Puxi, but is unevenly applied in Pudong. The immediate danger is that families may assume that local protections for bicycle riders may be the same as in their own country, but they are not. It is important to be aware that if a child under 12 is involved in any kind of accident on a public street or crossing, the parent may be held responsible. Sidewalks and bicycle paths along public roads are considered part of the public roads. In addition, as accident insurance is relatively new to China and there are not many precedents with these situations, your own accident or medical insurance company has the right to refuse cover in the event of violation of the local law. We hope that better understanding will result in better safety for younger children.

Visa Bulletin for April 2018

Introduction

On March 9, 2018, the U.S. Department of State (DOS) published the Visa Bulletin for April 2018 [PDF version]. The April 2018 Visa Bulletin contains filing dates and final action dates for the family-sponsored and employment-based preference categories in April 2018. On March 13, 2018, the United States Citizenship and Immigration Services (USCIS) determined that those seeking adjustment of status in the family-sponsored preference categories must use the filing dates, whereas those seeking adjustment of status in the employment-based preference categories must use the final action dates [PDF version].

Family-Sponsored Cases in April 2018 Visa Bulletin

Eligible applicants for adjustment of status based on an approved family-sponsored immigrant visa petition must use the filing dates from the April 2018 Visa Bulletin. The filing dates are more favorable to adjustment of status applicants than are the final action dates.

In order for the beneficiary of an approved family-sponsored immigrant visa petition to file for adjustment of status in April 2018 (provided that he or she is otherwise eligible for adjustment of status), the applicant's priority date must be earlier than the filing date for his or her preference category and chargeability area. For family-sponsored cases, the priority date is generally the date on which the visa petition was properly filed with the USCIS.

Employment-Based Cases in April 2018 Visa Bulletin

Beneficiaries of approved employment-based immigrant visa petitions must use the final action date charts from the April 2018 Visa Bulletin to determine whether they are eligible to apply for adjustment of status in that month. In order for the beneficiary of an approved employment-based immigrant visa petition to file for adjustment of status in April 2018 (provided that he or she is otherwise eligible to apply for adjustment), his or her priority date must be earlier than the filing date for his or her preference category and chargeability area. In employment-based cases where labor certification was required, the priority date will generally be the date on which the labor certification was approved by the U.S. Department of Labor. In cases where labor certification was not required, the priority date will generally be the date on which the petition was properly filed with the USCIS.

News and Notes from the April 2018 Visa Bulletin

First, the DOS imposed E1 final action dates for China-mainland born and India. This was necessitated by the high demand for E1 visas from nationals of China and India, which caused the countries to reach their per-country limits under the Immigration and Nationality Act (INA). The DOS stated that there may be future movement during the current fiscal year in the E1 final action dates for China and India if there is a decline in worldwide demand for E1 numbers.

The DOS had expected to impose a final action date in the Vietnam EB5 category. However, this move has been delayed until May. Please see our companion blog post for more information [see blog].

Finally, the DOS continues to expect to reach the annual fiscal year 2018 limit of 50 Special Immigrant Visas in the SI category early this year. For this reason, the DOS is maintaining an April final action date of April 22, 2012 in the SI category. The SQ Special Immigrant Visa category for certain Iraqi and Afghan nationals employed by or on behalf of the U.S. government in Iraq and Afghanistan remains current and is unaffected by the limited availability of the SI category.

Conclusion

Those waiting to apply for immigrant visas based on approved preference petitions should monitor the monthly visa bulletins in order to have an idea of when they may be able to apply for a visa. This is especially important for those who intend to seek an immigrant visa through the adjustment of status process. It's Christmas!

The excitement is in the air around the campus. Christmas concerts, Santa hats, Christmas cookies and holiday cheer has begun. The snowflakes in the PC Commons remind us of the celebrations that occur around the world at this special holiday time. For many reasons, it's a joy-filled time of the year. We have our plans in place for what to do over the Christmas and New Year's break. I look forward to hearing stories from your various travels.

If your home looks like ours, there is a Christmas tree (or two) in it right now. We love our Christmas trees and we spend the extra money to leave the lights on all night long. The lights are beautiful. In the early mornings when I walk our dog in the dark, I can see the lights from one of our Christmas trees through the windows. Those sparkling lights brighten up an otherwise dark apartment building.

So it is with LIGHT! Light shines in the darkness and brings us a glow of warmth during this special time of the year. Let's celebrate!

» Carrying Copies of Passport and Visa

We have been informed by Public Security Bureau that policemen are being sent to different locations like supermarkets or streets to check people's passport and visa. We would like to remind our community that carrying a copy of your passport and visa in your wallet is recommended so you are fine if you are checked. Please note that the policemen will show you their working ID when they stop you. If they don't, please ask. If you forget to carry the two copies, they could take you back to their office. In this case, we suggest you contact your employer who can confirm your passport and visa information. They may also stop unaccompanied students so I would recommend that you review this procedure with them as well.

» New Residence Permits, Work Permits or Passports?

Whenever you or your family members receive new residence permits, work permits and/or passports, please be sure to send copies of your new documents to the Admissions office, in the Welcome Center (1st floor High School). Or, email soft copies to Admissions. Keeping your children's files up to date helps us keep in compliance with Chinese governmental regulations.

» No Bicycles for Children Under Age 12 on Public Streets - Shanghai International Schools Association (SISA)

The following information regarding bicycle riding in Shanghai is shared in an attempt to be helpful to all its member schools. For safety purposes, the regulations in Shanghai allow for bicycles to be ridden on public streets only by children age 12 and above. This regulation is strictly enforced in Puxi, but is unevenly applied in Pudong. The immediate danger is that families may assume that local protections for bicycle riders may be the same as in their own country, but they are not. It is important to be aware that if a child under 12 is involved in any kind of accident on a public street or crossing, the parent may be held responsible. Sidewalks and bicycle paths along public roads are considered part of the public roads. In addition, as accident insurance is relatively new to China and there are not many precedents with these situations, your own accident or medical insurance company has the right to refuse cover in the event of violation of the local law. We hope that better understanding will result in better safety for younger children.

(CWEF) to provide YEP Scholarships for students in rural China. CWEF works with the high schools and education officials to provide high school scholarships to vulnerable (poor, female, handicapped, minority, etc.) and well-qualified students (good character and grades). The Chinese government provides free public education through grade 9, but tuition must be paid for high school. Many rural families have little access to affordable student loans or financing, consequently many high-achieving female students cannot pursue a high school education.

» Carrying Copies of Passport and Visa

We have been informed by Public Security Bureau that policemen are being sent to different locations like supermarkets or streets to check people's passport and visa. We would like to remind our community that carrying a copy of your passport and visa in your wallet is recommended so you are fine if you are checked. Please note that the policemen will show you their working ID when they stop you. If they don't, please ask. If you forget to carry the two copies, they could take you back to their office. In this case, we suggest you contact your employer who can confirm your passport and visa information. They may also stop unaccompanied students so I would recommend that you review this procedure with them as well.

» New Residence Permits, Work Permits or Passports?

Whenever you or your family members receive new residence permits, work permits and/or passports, please be sure to send copies of your new documents to the Admissions office, in the Welcome Center (1st floor High School). Or, email soft copies to Admissions. Keeping your children's files up to date helps us keep in compliance with Chinese governmental regulations.

» No Bicycles for Children Under Age 12 on Public Streets - Shanghai International Schools Association (SISA)

The following information regarding bicycle riding in Shanghai is shared in an attempt to be helpful to all its member schools. For safety purposes, the regulations in Shanghai allow for bicycles to be ridden on public streets only by children age 12 and above. This regulation is strictly enforced in Puxi, but is unevenly applied in Pudong. The immediate danger is that families may assume that local protections for bicycle riders may be the same as in their own country, but they are not. It is important to be aware that if a child under 12 is involved in any kind of accident on a public street or crossing, the parent may be held responsible. Sidewalks and bicycle paths along public roads are considered part of the public roads. In addition, as accident insurance is relatively new to China and there are not many precedents with these situations, your own accident or medical insurance company has the right to refuse cover in the event of violation of the local law. We hope that better understanding will result in better safety for younger children.

» Parent Directory Privacy Policy

At Concordia, we are very protective of family information and data. The school emails only information that is important and directly related to the school and student issues. Internally, we carefully monitor what is emailed to parents and ensure it is appropriate. The use of email addresses from the parent directory for non-school related or commercial reasons is a severe misuse of the directory.

» Submitting Community Bulletin Items

The Community Bulletin is a bi-weekly newsletter. Please submit text in final format by Wednesday at noon in Arial font (maximum 100 words or 5 sentences in paragraph form with a headline) to marketing@concordiashanghai.org. Based on the schedule of the next bulletin, submissions may be included the week they are received or the following week. Any submission received after this time on the week scheduled for publication will be included in the next bulletin in two weeks.
