Loid is trying to stalk Donovan Desmond because of these so called “war plans”, yes?

Could-

Could Anya (Espers) be that war plan?

Create the best espionage agents by creating Ostanian spies that could read minds and deploy them to Westalia?

Could Anya be a prototype of that experiment? Cause from what I gather Anya was part of a governmental experiment who escaped. Those scientists couldnt have had that much budget independently.

What if Donovan Desmond was responsible for Anya being an esper?
