WIP! Self indulgent little thing to finish off the year! I'm excited to draw the background (you can see the beginnings of it already). Missed drawing them.
I understand the pose looks suggestive but. They're robots. They're smooth as dolls. Sun is also wearing pants, which you can't see here but. He is.

1) I’m like, 90% sure those quirk-be-gone bullets will be being held offsite at another location- they're too valuable and unique to be stored with everything else in the room, and much like the varied implications that Ujiko has a 'lot' of property around how that are hiding his various mad scientist labs and experiments like freaken Hojo and the lab underneath the sector 7 slums, it make sense for the crazy-prepared scientist to keep his various labs and projects separate unless in case of
2) emergency- he probably had backups of the quirks that were being stored there held in storage in offsite locations. I’m pretty certain the reason why shiggy and the nomu were being treated in the same location was because of convenience and the similarities between their various modifications- Ujiko needed to be close by to the hospital before he found Twice’s quirk and therefore had the freedom to spend as much time down there as he wanted, so it makes sense for the nomu main facility to be
3) underneath there, but I see that as the cutting-edge lab where he honed his nomu-making to an artistry, and once he repurposed it to fixing up Shiggy, the high-ends became useful backup bodyguards in a pinch. However, the quirk erasure bullets are more likely something completely separate form all his work thus far, and since he’s been busy making Shiggy 2.0 they’re probably stored somewhere else for analysis/reproduction for stage 2 of the plan. I’m betting something along the lines of,
4) mass-producing the bullets and distributing them to the undercover agents of the PLF in various cities, arming people and crooks with the means to permanently depower heroes with the pull of a trigger, as well as police, enabling the lower-rung mooks to be a serious threat whilst the higher ups get stuff moving for the next big event- it’d be a bit like those gauntlets the fizzy pop dude tried to use against Bakugou and Todoroki, only if it had hit it would have been the end of them as
5) heroes, and I’m betting a similar self-destruct mechanism will be built into the guns and bullets to prevent the heroes being able to reverse-engineer this particular weapon.

the tidbit from chapter 259 about him setting up “multiple orphanages and nursing homes nationwide” is definitely noteworthy, and they almost certainly do have other facilities out there since this is already the third hideout we’ve seen counting the two in Kamino. it’s also worth noting that the PLF almost certainly had mass production facilities giving Detnerat’s operations! so all in all this is a pretty reasonable possibility.
however, there are a couple strikes against this theory which I can think of, as well as one alternative theory that I want to put forth as well. so here goes:
1. I feel like this is something Hawks would definitely have made a priority to learn about, if there was anything actually to learn. the fact that he doesn’t seem aware of any plans for a “phase two” of the villains’ grand scheme which involves the quirk bullets leads me to think it’s less likely.
2. from the League’s standpoint, I actually don’t think it makes that much tactical sense to mass produce the bullets. or at least, not with the intent of distributing them to the PLF. the thing is, I don’t think Tomura and his group ever necessarily trusted the PLF. consider all the trouble they had with the last group that they “allied” with. I think it’s more likely that they simply joined forces with them because hey, free army (and more importantly, free food lol).
but mass producing weapons which permanently remove quirks and giving them to a bunch of quirk supremacists would be a really dicey move, especially when said group so recently tried to murder you and your friends. I mean, would you trust them in Tomura’s position? I sure wouldn’t. I’m more inclined to think they joined up with them with the intent of eventually stabbing them in the back once all was said and done. at best, they were just a means to an end, and I can’t see Tomura ever entrusting them with tools which could just as easily be used against him as the heroes.
3. lastly, another thing to consider is that Ujiko may have seen an entirely different potential in those bullets than what Overhaul saw. this is what I’m really worried about, actually. because the bullets were made from Eri’s DNA, right? i.e. her blood and stuff, i.e. Overhaul is a vile p.o.s., but anyways, my point is -- how exactly does Ujiko extract quirks, anyway? in theory, couldn’t any source of DNA potentially be just as good as a corpse or a live subject? so what if, rather than seeing this item as a quirk-removing weapon, Ujiko saw its potential in the sense of extracting the quirk itself? and, idk, maybe giving it to his so-called masterpiece, the person he just fucking turned into an AFO-wielding “transcendent one” or whatever the fuck.
(orrrrrrrr, what if... he extracted it and put it somewhere for safekeeping to give to a certain someone who’s currently holed up in prison in his useless husk of a body. granted this last one is seeming more and more wildly unlikely because one AFO user is bad enough -- I can’t see any way that the heroes could possibly stop two of them. but I just wanted to throw it out there that it is technically a possibility! Rewind is precisely the quirk AFO has been seeking this whole time -- something which could restore him to his former glory. so if Ujiko realized all that? shiiiiit.)
anyway! so just some things to consider. granted, that third possibility would make the already overpowered-as-fuck Tomura even more overpowered-as-fuck (although that is the way he constantly seems to be trending though), and I’m not at all convinced it’s a good idea, writing-wise. but the fact remains that they had the bullets, and from the villains’ standpoint it would be the logical play IMO. so who even knows what’s gonna come of that, but whatever it is, it almost certainly won’t be good. but what else is new lol.
