2018 is nog een onbeschreven blad. Ongeveer net zo blanco als die muur die ik in het reces heb geverfd. En tegelijkertijd is het nieuwe jaar ook al bijzonder begonnen. Als tegengeluid tegen de nominatie van enkel mannelijke bestuurders voor bestuurder van het jaar heeft DWARS een nominatie van enkel vrouwelijke bestuurders opgezet. Ik ben een van de tien genomineerden. Brabant doet het goed, met drie van de tien nominaties. Maar wat staat er in 2018 op stapel?

Met volle energie vooruit Energie wordt het belangrijkste thema van 2018. Er staat veel te gebeuren. Bijvoorbeeld in januari is bekendmaking van de winnaar van de ideeënprijsvraag Energy Meets the Arts. In februari hopen we de eerste convenanten met gemeenten te tekenen om elektrisch rijden verder te versnellen. Ik verwacht bovendien dat de elektrische deelauto dit jaar zal beginnen aan een opmars, zeker ook dankzij de inspanningen van vele betrokken Brabanders die dit een warm hart toedragen. En in 2018 beslissen we over de komst van 10 waterstofbussen in samenhang met een nieuw waterstoftankstation.  Provinciale Staten besluiten begin dit jaar over een lening van vele miljoenen aan gemeenten in Zuidoost-Brabant om zonnepanelen op woningen te leggen. In maart zijn de gemeenteraadsverkiezingen. Als dan de gemeenten massaal kiezen voor energietransitie, kunnen we echt vaart gaan maken. 

Later in het jaar verwachten we de eerste boring naar geothermie. Zowel Provinciale Staten als diverse gemeenteraden zullen in 2018 beslissen over plannen voor windturbines. Daarbij is het van groot belang dat de gemeenschap mee kan profiteren van de opbrengsten. Sociale innovatie noemen we dat. Voor het provinciaal windproject langs de A16 is dit een randvoorwaarde. Verder lopen er nog de omgevingsvisie, energiebesparing bij bedrijven, energie-opslag, regionale energie strategieën, sociale innovatie, energielandschappen, en nog veel meer. En niet te vergeten: in 2018 gaan we ons energiebeleid 2018-2030 opstellen.

Boer en burger verbinden Vorig jaar leek het alsof er alleen maar tegenstellingen waren rondom veehouderij. Gelukkig werd er, vaak achter de schermen, ook veel samengewerkt. In 2018 gaat het accent liggen op verbinden. Dat doen we zeker met We Are Food, wat we in maart aftrappen met de maand tegen de voedselverspilling. Verder worden nieuwe vormen van veehouderij steeds beter zichtbaar. Nieuwe stallen die beter zijn voor de dieren, de boer en de omgeving. Soms zul je aan de buitenkant het verschil niet zien - en gelukkig de stal ook niet meer ruiken - zoals bij het systeem van De Hoeve. Soms zal het verschil juist heel zichtbaar zijn door nieuwe ontwerpen of varkens die buiten lopen.

In 2018 geven we ook een impuls aan plantaardige teelten. Want Brabant is ook groot in aardbeien, asperges en suikerbieten, om er maar een paar te noemen. Maar wat telen onze boeren over tien of twintig jaar in Brabant? Want het klimaat verandert, de vraag naar voedsel verandert, de biobased economy groeit en de druk om milieuproblemen zoals waterkwaliteit en CO2-uitstoot aan te pakken, neemt steeds verder toe.

Bestuur Meest in het oog springend in 2018 zal waarschijnlijk de Arhi-procedure (gemeentelijke herindeling) van Nuenen worden. Maar er staat meer te gebeuren. Haaren zet de Arhi-procedure voor splitsing van de gemeente in gang. Woudrichem, Werkendam en Aalburg hebben herindelingsverkiezingen. De vijf gemeenten in het Land van Cuijk beslissen over hun fusie, de mogelijke fusie tussen Landerd en Uden zal onderwerp van gesprek zijn en de vijf gemeenten in De Kempen zullen tot een richting voor de bestuurlijke toekomst komen. Verder verwacht ik dat een aantal samenwerkingen tussen gemeenten die nu in de opbouwfase zitten, verder zullen doorgroeien zoals de samenwerking op de Brabantse Wal. Wij blijven gemeenten stimuleren om aan hun bestuurskracht te werken. Dit voorjaar komen de resultaten van het thema-onderzoek energie, waarin wordt gekeken hoe de bestuurs- en slagkracht is van gemeenten en enkele provincies op het gebied van energietransitie. En in het kader van interbestuurlijk toezicht gaan we aan de slag met externe veiligheid langs het spoor. Ook houden we aandacht voor onze eigen manier van werken. Kan dat anders en beter? En het betrekken van jongeren is een punt waar we blijvend op letten.

Zomaar een greep uit een aantal zaken die in 2018 te gebeuren staan. En dan ben ik nog vele mooie initiatieven van onze samenleving die wij een steuntje in de rug geven, vergeten te noemen. Het belooft weer een boeiend en betekenisvol jaar te worden!
