I mean, the whole reason the rule of two exists in the first place is because the sith tend to the most backstabbing lying bitches that have a back up plan from A.2. to Z.99. to ensure their own power, so of course the rule of two is never taken that seriously by any of them.

I mean look at palpatine with his little gaggle of maybe apprentices and dark side aligned lightsaber users.

And on top, isn't these differences in how they approach rules kinda the biggest way jedi and sith differ? For jedi their codex, their rules are more a moral guidance system. the whole "don't attack unarmed people" doesn't just exist because they want to be accepted by the republic, but also because going against this rule is going against the very core of what the jedi are supposed to be. Meanwhile the sith rules' are mostly about the survival of the sith as a whole and gaining as much power as possible.

so the transgression of breaking or bending rules is entirely different
