Cool analysis!! Something I have noticed is that most of my favourite operators are ones that have no filler skills, or at least 2 unique ones. Of the 6 stars I have built, some of my favourites to use are magallan, dorothy, lee, virtuosa, and reed alter.

I will say though, as a frequent magallan user, her s2 is actually good. Situational, but good. I find I use it more in team comps if I don't need the cc, where her s3 is for soloing. s2 is great for stationary enemies with high hp and low res, which was really helpful for me in episode 6 for example. The invisibility the drones get at e2 means that you can put her down in a safe area, charge the skill, put the invisible drone where you need to kill everything in one tile, and then immediately use the skill. I also use it when I need extra arts damage in front of a laneholder. Her s1 is still my go to, but i think all three have their unique uses, which is part of why she's my favourite operator!

I was curious about how many operators actually use all of their skills, or more than one. For example, when I say Silver Ash you think of Truesilver Slash. You might not even know what his other skills are or do (Power Strike Gamma and a defensive stance), so he practically only has one skill. To this end, I went through my roster of raised operators and judged them. I only went through these operators, because I have experience with them. I can't judge someone like Texalter on her practical skill count, because I've never used her. I went through my 6, 5 and 4 star operators. 3 stars only have one skill. I ommitted Amiya, because she has 3 skills and is a 5 star. She uses all three of them, but usually S2 and S1 only rarely.

The 5 and 4 stars are very even about it. For both groups there are (roughly) as many operators that use both skills as there are that don't and those that don't tend to have a Filler S1. 6 stars usually have two worthwhile skills. I expected something like this. But compared to their 2-skill counterparts, they much more often have one skill that just doesn't see use and it's usually S1. Magallan is an example of an unused S2.

So why did I do this? I was thinking about operator design and "power budget" or something like that. I had just thrown together an operator concept for Ulšulah as a 5 star Phalanx Caster and gave her 2 talents, as I always do for 5 stars because they deserve it. And that got me thinking that with generic skills becoming much less common, lower rarity operators tend to just functionally have the same amount of skills as 6 stars, since their S1s tend to just not compete with the power that their other two skills have. S1s tend to be "simpler" or afk skills while S2s (non6s)/S3s are "The Big Skill". For 6 stars, S2s kinda fall in the middle. They're sometimes a bit of an oddball skill - recent example that comes to mind is Entelechia who has a very basic S1 that you never have to use, a very powerful oddball S2 and a basic "Big Skill" S3 - sometimes they're an infinite afk skill (Blaze, Salter, Ulpianus, Mountain, SilverAsh, others).

You could cut the third skill on most 6 stars and they generally wouldn't be any worse. But it's fun to have three skills, because you can put more expressions of that operator's character into their kit that way. Doesn't always happen though.
