I'm like 99% positive this is Rey's bread and how they did it lol. Apparently it's a super old school japanese candy called karume-yaki (aka "grilled caramel" if I had to take an educated guess).

Basically colored rock sugar is boiled with water. Once it reaches a certain temperature, baking soda is mixed in vigorously. I'm guessing for tfa they tweaked the recipe a bit to make it puff up a bit more with less required agitation.
