The Carmelite May 16th, 1928, Carmel-by-the-Sea California
Later in his life, after the 1906 earthquake and fire which devastated San Francisco, James Franklin Devendorf used his power as a developer to offer artists lots in Carmel-by-the-Sea for a mere ten dollars (about $3,550 in today's money) down and "whatever they could pay per month, often at no interest" according to an article by Barbara J. Klein published by the Traditional Fine Arts Organization at https://www.tfaoi.org/aa/5aa/5aa300.htm
