No, it would not have made more sense for Percy to remember Sally or even Grover in the Styx. Yes, they are a trio with Grover but they also have to have a relationship outside of Grover (same as Grover and Juniper have a relationship outside of Percabeth). And yes, Percy is a mama's boy (and Annabeth loves Sally too), but ultimately Percy and Annabeth are meant to have a relationship and a connection that's also just about the two of them growing up and living lives that are slightly removed from their parents.....it's a very normal part of growing up.
The Styx moment is specifically about him thinking about wanting to live and he thinks about all of the people he cares about including Sally and Grover. But ultimately the life he wants to live is a life with Annabeth. No one is denying that Percy is a mama's boy or that Grover is his best friend, but eventually people do grow up and make lives of their own. That's the natural progression of life. That's what Sally wants for Percy. She tells him as much as early as TTC when she encourages him to go after Annabeth and she also tells him as much in Chalice when he gets nervous about leaving her when pregnant and she encourages him that he needs to live his life.
Sally and Grover will always be big parts of Percabeth's lives, and they love them just as much as they love each other, but Percy is not Oedipus, nor is he interested in building a life like that with Grover. When he thinks about his future he thinks about Annabeth. Sally and Grover will be part of that future always, but the main part of that future, the marriage, kids, experiences and growing old with the person he loves has always been connected to Annabeth which is why she was the manifestation of his anchor in the Styx.
And it's also heavily implied that the reason he recalls her in Son of Neptune is connected to her being his anchor in the Styx. It isn't because he loves her more than he loves his mother or Grover. It's because she's the literal manifestation of his anchor which Hera herself couldn't erase.
The only reason people try to say it should have been Sally or Grover in the Styx is because they hate whenever importance is placed on Annabeth as someone Percy loves and the Styx is a gigantic moment for that. We have several moments that are just about Percy/Sally and moments that are just about Percy/Grover. The Styx moment was mainly about Percy's connection to Annabeth and that's more than OK. It does not diminish the importance of Sally or Grover in the same way that his connection with Sally and Grover does not diminish his connection with Annabeth. They are the three most important people in his life. Just in different ways (maternal, friendly, romantic).

Au where Poseidon does not know he made Sally pregnant. Percy grows up, and he knows to keep the hell away from water. Attention from his father will only be dangerous.
He helps with the Lightning Bolt quest, but sticks to the sidelines, letting his questmates talk to the gods. That trend follows throughout the war, and the Gods are content with ignoring the green-eyed demigod, as is with all others. They do not pay attention to the half blood who takes on the role of Camps General, who leads attacks on Krokos as they are busy with Okeanos/Typhon.
They offer him a half-assed reward, let him have immortality and some small spot to guard like Heracles. He declines, and even better, they won't have to look at this minor gods kid. They swear to claim their kids and they promptly forget about the now-adopted son of Hestia.
They assume the Big Three prophecy will come into play during the Giant War.
Hera brings him to Camp Jupiter, announcing him as a legacy of some nymph who agreed to help her. Camp Jupiter meets this minor legacy who fights like the devil, feral like a wolf. They fear him and respect him equal parts.
Then the Gigantomachy happens and everything is going well until someone wrestles the sea from Poseidon, using it as their weapon. When he looks closer he can recognize Sally Jackson is the boy easily. Except he does not fight as of the sea, because Percy Jackson went through Tartarus as an irrelevant demigod and came back with blood and poison as his domain.
Percy Jackson isn't really his son, not anymore, not in the way it matters.
He uses the water but it's stranger, a last resort, unfamiliar in his grip.
His Siren Song is stronger than the most basic water manipulation, something that should be his default. The ground shakes beneath their feet and it's not only Gaea who causes it. Percy has his eyes glow like the elder gods, like Nyx and Okeanos, he bares his teeth like Lupa or Zagreus, he threatens with his Scythe like Thanatos.
He recognizes Sally in the boy, but not himself.

when i was in my chemistry classes i was told that most decisions, most thoughts, most movements and most pains are caused by electrical currents going through our nerves.
i repeat.
everything your nerves do is electricity.
jason could, if he wanted to, tap into that. he could make you feel the most excruciating pain in the world without giving you a MINUTE to stop him. he could manipulate every thought you’re ever had and every movement of your body and you wouldn’t even NOTICE.
and that’s just talking about electricity and nerves. he controls wind and air too.
percy’s cool and all with his “70% of your body is made of water” but how about “i’ll take every atom of oxygen away from you and watch you rot faster than a dead body”? how about choking you despite the air being totally fine around you? taking away every bit of air in your bloodstream?
and what about air pressure? maybe i’m pushing it, but the way he saved piper in tlh speaks volumes on his control on the air around him. what if he can make your entire body implode on a whim by making the pressure around you exponentially higher?
jason has so, SO much potential.

so its been 4 years since i posted the first chapter of my very first fic (The Request Revolution) on ao3. thank you so so so much to everyone who's read it or commented on it or gave it kudos <3333 i love you all !!!!!

"I … I don't get what I’m meant to do. I just throw my food into the fire and ... talk?" James, a son of Hermes asked -- Percy could recognise those blue eyes and elfish facial features anywhere.
Percy grinned, "Yeah, that's pretty much it."
James hesitated before looking down at his feet, "But ... Hermes has a lot of children more powerful and more popular than me. What would I even ask him for? It's not like he cares."
Maybe it was because Percy was reminded of that promise he wrangled from the gods at age sixteen, but one moment he was looking at the younger camper, and the next he was throwing some of his food into the fire and asking Poseidon for some Disneyland tickets very, very loudly.
But even though he wasn't quite sure how it happened, the small, shocked laugh that James let out made it worth it.
Or
Percy sees that some of the newer campers don't feel 100% comfortable with requesting stuff from their godly parents, so he decides to rectify that the only way he knows how -- dramatically.

something i feel like we don’t talk about nearly enough is the fact that percy is healed by water.
it’s so normal to us because it’s one of the first abilities we discovered he has. and it makes complete sense. but like… he’s the only demigod with that ability. jason doesn’t get healed by a gust of wind. hazel doesn’t get healed if she touches a diamond. nico doesn’t get healed if a skeleton gives him a hug. annabeth doesn’t get healed if she walks into a library.
like percy could be stabbed in the chest multiple times, he could break every bone in his body, he could be slammed in the head resulting in a crushed skull and hemorrhaging, but get him to some water fast enough and not only is he good as new in no time, but he’s stronger and freshly rejuvenated.
it’s insane when you think about it. no one else can do that. do you know how hard it is to kill percy? even if he’s not near the ocean, he can be healed by rivers and lakes and streams and ponds and all sorts of water sources. water recharges him. it makes him immediately stronger.
that’s a huge reason why i argue percy is the most powerful demigod. yes, he’s shown he has incredible super strength and super speed. yes, he’s a legendary sword fighter - arguably the best one alive. yes, he has control over air, land, and sea. (deadly hurricanes with heavy winds and thunder and lighting, huge volcanic eruptions, earthquakes, tsunamis, floods, etc.) yes, he’s capable of mass destruction. yes he can single handlely cause natural disasters and mass casualties. and yes, he’s capable of controlling people’s bodily fluids, including their blood and saliva. he is terrifying
but even if someone manages to beat him, he dips one toe in some water and he’s immediately healed and even stronger than before. whether the injury is internal and external. he’s healed all on his own. no ambrosia or nectar or external remedies necessary.
guys. percy is insane. he’s way overpowered.
and i love it.
