I’ve read the first comic today and it seems he can speak with his eyes and if he can speak with his eyes then he can definitely whistle with them.

In the sandman, The Corinthian can eat things with his eyes, which means there’s a digestive system down there. We can also breathe through our mouths which means logically there’s also a respiratory system there too.

So in conclusion: it would be possible for Corinthian to whistle with his eyes.
