President Uhuru Kenyatta has congratulated Yoshihide Suga following his election as the new Japan Prime Minister.
Mr Suga replaces Shinzo Abe who is stepping down on health grounds.
In the congratulatory message to Mr Suga, the President conveyed his best wishes and assured the new premier of Kenya’s continued solidarity with Japan.
“Please accept my warm congratulations on your victory and my best wishes for your success as you take up the responsibilities and duties of your high office as the new Prime Minister of Japan.
“Excellency, as you embark upon your new responsibilities, I wish to assure you and the people of Japan of the continued friendship of the Government and people of Kenya,” President Kenyatta wrote.
The President said he looks forward to working with the new Japanese leader on deepening the existing strong bilateral relations between Kenya and the Asian nation.
At the same time, President Kenyatta bid farewell to outgoing Prime Minister Shinzo Abe.
In his message to Mr Abe, the President thanked the outgoing Prime Minister for the development support Kenya received from Japan during his administration.
“Excellency, allow me to take this opportunity to sincerely thank you for being an astute leader as well as a dependable partner in revitalizing the Kenya-Japan relations.
“Indeed with support from the Government of Japan, Kenya has achieved a reduction in energy costs and improved transport and communication as well as power connectivity and availability throughout the country,” the President wrote.
He said through the intervention of PM Abe, Kenya secured financial support for key infrastructure projects from Japan including several roads, renewable energy projects, water as well as the ongoing Special Economic Zone in Dongo Kundu in Mombasa County among other developments.
The President thanked the outgoing premier for his visit to Kenya during the TICAD VI Conference in 2016, a gesture he said marked the highest point of the strong bilateral ties between Kenya and Japan.

The Senate has passed the proposed third basis revenue sharing formula after a record 10 failed attempts to reach a consensus.
The senate unanimously voted to adopt the formula a few hours after the special Senate Committee announced an end to the impasse.
Earlier in the day, the Wetangula-chaired committee had reached a consensus on the formula and briefed the rest of the house before the official sitting.
The proposed formula takes into account eight parameters; population at 18%, health 17% Agriculture 10%, Urban 5%, Roads 8%, Poverty level 14%, Basic share 20% and land at 8%.
In the new formula, Nairobi gains the highest amount at Ksh3.3 billion to push its total allocation to Ksh.19bn.
Lamu’s total allocation will shoot to Ksh.3.1billon though Tharaka Nithi will get the least addition of Ksh.289 million.
No county loses revenue in this formula.
The newest developments will come as reprieve for cash-strapped counties that were facing an imminent shutdown.

South African President Cyril Ramaphosa said on Wednesday the country would open its international borders selectively for travel and tourism from October 1, bringing much needed relief to a sector largely dependent on high-spending foreign tourists.
The easing of travel restrictions is part of the President’s announcement to shift the country to the lowest level of coronavirus lockdown in a five level system from September 21.
“We will be allowing travel into and out of South Africa for business, leisure and other travel with effect from 1 October 2020,” the President said in a televised address.
Travel may be restricted to and from countries that have high infection rates and based on the travellers meeting certain conditions, he added.
The announcement comes after six months of imposing one of the strictest lockdowns in the world which hit the continent’s most industrialised nation hard, setting its economy back by 13 years and pushing millions more into unemployment where almost a third of the workforce was already jobless.
But the number of new cases started receding from August with the current average daily rate of new cases below 2,000 and recovery rate at 89 per cent, Ramaphosa said.
The President also eased the overnight curfew on the movement of people and increased the limit on social, religious and political gatherings to 50 per cent of the capacity of a venue, allowing 250 people for indoor gatherings and 500 people for outdoors.
Recreation and fitness centres have also been allowed with 50 per cent capacity, although sporting events are still restricted.

COTU secretary general Francis Atwoli on Thursday, September 17, attracted backlash from a section of Kenyans after he claimed that hustlers were thieves.
In a press briefing from his office, Atwoli alleged that those who used the term were not foresighted, indicating that all Kenyans needed was a properly structured system.
“You do not need to hustle, you need to come from school with your degree, look for a job advertisement in the newspapers and you apply for a job.
“You go for an interview and well-experienced people ask you questions and after three days, your name appears in the newspaper, having secured the position,” Atwoli continued.
President Uhuru Kenyatta (right) with COTU boss Francis Atwoli at Uhuru Park, Nairobi, during Labour Day celebrations on May 1, 2017. File
The unionist stated that the term hustler only encouraged a man eat man kind of society, declaring that he would not allow any of his children to use the term in his home.
He lamented that some leaders were using poverty as a springboard to leadership rather than investing in the growth of the society.
Further, Atwoli faulted youthful leaders in the country for supporting and perpetrating corruption, adding that most wanted to be paid to influence a bill or motion in parliament.
His sentiments were not taken lightly by netizens baring in mind that the unemployment rate in Kenya had doubled in the months of April, May and June 2020 from 5.2% to 10.4%.
“I am writing this with tears in my eyes. Does Mr. Atwoli recognize that there are thousands of graduates out here who are jobless and are trying the best they can to make ends meet?” Sammy posed.
“Clearly, Atwoli is out of touch with commoners. He’s lucky he has had it easy all through. Majority of Kenyans worry about food, not clothes and shoes,” Jose Shep weighed in.
Hustler system is a phrase coined to represent the everyday Kenyan man. Political analyst Herman Manyora previously described a hustler as one who has survived joblessness and questionable foreign policy by current and previous regimes.
The term is one that has been greatly associated with Deputy President William Ruto as he speaks against dynasties which he argues are fighting against him with the aim of barring him from ascending into presidency.

The World Health Organization on Thursday warned of “alarming rates of transmission” of Covid-19 across Europe and cautioned against shortening quarantine periods as countries in the region scrambled to find ways to reduce infections without resorting to new lockdowns.
The WHO’s regional director for Europe Hans Kluge said a September surge — Europe set a new record last week, with some 54,000 cases recorded in 24 hours — “should serve as a wake-up call for all of us.”
“Although these numbers reflect more comprehensive testing, it also shows alarming rates of transmission across the region,” he told an online news conference from Copenhagen.
Across Europe, governments are battling to contain the fresh spike in cases, while wanting to avoiding inflicting fresh damage on their economies and imposing broad new restrictions on their virus-weary populations.
In Britain, new measures will take effect Friday, with Prime Minister Boris Johnson warning that pubs may have to close earlier to help avoid a “second hump” of coronavirus cases.
Residents of northeast England, including the cities of Newcastle and Sunderland, will no longer be allowed to meet people outside their own homes or immediate social circles.
The government, which is facing criticism over a lack of testing capacity, imposed rules across England on Monday limiting socialising to groups of six or fewer, as daily cases reached levels not seen since early May.
Britain has been Europe’s worst-hit country with nearly 42,000 deaths.
The city of Madrid meanwhile backtracked on a plan for targeted lockdowns and said it would instead move to “reduce mobility and contacts” in areas with high infection rates.
Austria announced that private indoor gatherings would be limited to 10 people, including all parties, private events and meetings indoors.
Chancellor Sebastian Kurz had warned earlier this week that the Alpine nation was entering a second wave of infections.
Outside of Europe, Israel is set to be the first developed country to enforce a second nationwide shutdown, to begin on Friday afternoon.
Its government called for hundreds of its citizens who are blocked on the Ukraine-Belarus border to return home.
Around 2,000 Hasidic Jew pilgrims, mainly from the US, Israel and France, are massed at the border which has been closed by Ukraine for most of this month to prevent the spread of the virus.
The pilgrims were hoping to reach the city of Uman for the Jewish New Year this weekend.
Quarantine guidance
In further comments on Thursday, the WHO Europe said it would not change its guidance for a 14-day quarantine period for those exposed to the virus.
The recommendation is “based on our understanding of the incubation period and transmission of the disease. We would only revise that on the basis of a change of our understanding of the science,” WHO Europe’s senior emergency officer Catherine Smallwood said.
France has reduced the recommended length for self-isolation to seven days, while it is 10 days in the UK and Ireland. Several more European countries, such as Portugal and Croatia, are also considering shorter quarantines.
Elsewhere, a study released by Oxfam found that rich nations have already bought up over half the promised Covid-19 vaccine stocks.
“Access to a life-saving vaccine shouldn’t depend on where you live or how much money you have,” said Robert Silverman of Oxfam America.
Drugs companies are racing to produce an effective jab to counter a virus that has now killed more than 940,000 people around the world and infected almost 30 million.
The five leading vaccine candidates currently in late-stage trials will be able to supply 5.9 billion doses, enough to inoculate about three billion people, Oxfam said.
Some 51 percent of those jabs have been snapped up by the wealthy world, including the United States, Britain, the European Union, Australia, Hong Kong and Macau, Japan, Switzerland and Israel.
The remaining 2.6 billion have been bought by or promised to developing countries including India, Bangladesh, China, Brazil, Indonesia and Mexico.
As tragedies multiply, governments face legal action from citizens for alleged response failures.
A French association of Covid-19 victims plans to file a legal complaint against Prime Minister Jean Castex over France’s handling of the pandemic, its lawyer said.
The 200-member group accuses the government of “playing it by ear” in its response, lawyer Fabrice de Vizio told AFP.
The families accuse the Wuhan and Hubei provincial governments of concealing the outbreak when it first emerged there late last year, failing to alert the public and bungling the response.
