People really do absolutely underestimate how much of how we perceive the world is cultural. You could have the setting in mexico, it had its independence war from 1810 to 1821 and it was chaos and years of power struggle attracting outlaws of various places and foreign intervention, mexico didnt loose texas until 1848 so seems like a good setting to me(may be 100% biased)
