An ambient, minor Chapter 3-4 spoiler, Ralsei theory:

So Ralsei's tendency to just kinda, show up at the Dark Worlds where Kris and Susie are hiding, continues. I've seen a lot of people be suspicious of Ralsei due to that fact, how can darkners travel between spaces like that if they become objects in the Light World and all that.

I never believed that Ralsei was Asriel and that he was instead the devil horns Kris used to wear

Asriel, more or less, being the monster that Kris always wanted to be. And while I definitely feel that we're on the right track there, i would like to propose one additional step to this theory:

What if Ralsei is an idea? The concept of Kris' monster form, made manifest from the pure desire and belief that came from their imagination? If Kris' species dysphoria was that strong and they wanted so badly to fit in, they likely devoted a lot of time to this one idea, this concept. And since things in the dark world tend to be more/less powerful depending on the devotion put into them, Ralsei existing is a result of Kris' desire to have this.

So in a sense, yeah, it makes sense why Ralsei would get nervous being so close to Kris, upsetting them, following them around. Ralsei is this ideal Kris held onto as a young child. Could explain how he travels without main cast being hurt.
