This guy was promoted from the helm and switched from red to yellow. Geordi LaForge would remain chief engineer of the U.S.S. Enterprise NCC-1701-D for 6 seasons and a movie, and then was assigned as chief engineer on her replacement Enterprise-E and held the position from First Contact and through Insurrection until the death of his best friend Data in Star Trek Nemesis.

So maybe everyone hated it in engineering in 2364, enough for 4 people to request transfer off the flagship and most prestigious posting in all of Starfleet. Or perhaps Picard went on a re-assignment spree. Or maybe they all died in unseen between-episodes adventures. Imagine Starfleet's reaction to Captain Picard getting though four chief engineers in 12 months.
Or maybe the role of Chief Engineer in TNG season one was a jobshare?
