sam's ultimate act of love was letting frodo go, knowing he would finally be at peace after the horrors he had witnessed over the long course of the war.

we can surmise that frodo lingered in sam's thoughts daily, as that sam occupied a good portion of frodo's musings, up until the very moment sam returned to him all those years later.

for frodo had found serenity in valinor, but never a sense of completion. to be reunited with his other half must have been quite the relief.
