Clyde Hammond: Smuggled illegal artifacts across the sea to him, dumped trash in the ocean, disrupted local fishing businesses, and blew up a boat belonging to one of the fisherman.

Russell Pan: Owner of a sweatshop, which is inhumane all on its own, but also was killing its workers, and member of the Triads. He also attempted to blow up his wife.

Blake Whitcomb: Neonazi white supremacist who claimed to be a great inventor and genius who would launch the first all-electric plane using his cool new battery. The battery turned out to be fake, and he was also not disposing of his tests properly, leading him to poison the farmlands near his office (train), and when the owners of those farmlands tried to complain, he sent his hatecrime group to go silence them. Remind you of anyone else?

Judge Roy: Asshole. Misogynist. Guy who owns the own town, including the police. Corrupt judge who's on the side of the meth dealers, covered up the death of a local high school girl, and it's hinted that he's a pedophile, since he asked a 19 year old bank teller if she had a younger sister.

Dr. Everett Udall: Attempted bio-terrorist who had planned to release a deadly virus aboard a train in Washington DC after almost killing a member of congress.

Propaganda:

Luke Stewart: Fired a man from his trucking job because he skipped work to mourn his dead mom. Also used his family's trucking company to run guns for gangs, instead of using it for toys for orphans like it was supposed to be used.

(ex) King Navid: Kidnapped an innocent guy to have him steal a fake artifact from his ex-wife so he could become a dictator by retaking his old country via a coup.

Frank Madigan (The Corkscrew Job) VS Henry Retzing (The Snow Job)

Propaganda:

Frank Madigan: Poisoned the soil of his vineyard, killing several of his workers. Trapped Eliot and someone who was going to go to the police about his vineyard in his winery and began sucking all the oxygen out.

Henry Retzing: Father of two, owns a shoddy contracting company that would run people's homes into the ground and then destroy their lives by taking their homes when they couldn't pay him for work he didn't do.

Eddie Maranjian (The Order 23 Job) VS Austin Chaudrey (The Rolling On The River Job)

Eddie Maranjian: Stole and embezzled money from hard-working families who had trusted him, and was given a very light sentence at what was basically a tropical resort. He also tazed a nurse, broke out of police custody, and intended to run free with his stolen money.

Austin Chaudrey: Forced a lot of people out of their homes so he could bulldoze said homes to expand his river-casino on land.

Judge Linus Clark: Corrupt judge who sent out his favorite elder abuser to people who didn't really need a caretaker but weren't able to fight against it themselves, stole and sold off their possessions with said elder abuser, and just kept on doing it.

Fred Bartley: Framed for money laundering at his office, made too many sports references, started smoking again. Overall chill guy.

Mark Vector: Used his ex-hockey-player status to trick his fans into making bad investments, and beat them nearly unconscious when they tryed to get their money back. Also worked for Damien Moreau.
