Don't put anything but water in anyone's eyes for pepper spray. Not milk. Not antacid. Pepper spray is not an acid and a base will not neutralize it. Nothing will neutralize it. You're not trying to neutralize it; you're trying to remove it. That is how an eye flush works. Just flush it out, away from the nose. It'll still hurt for a while even after it's flushed out.
Spray it from a sports bottle, like cyclists use. A nice wide stream will prevent too much concentration of force that could hurt they eye. Don't use a spray bottle. If you poke a hole in a regular bottle cap, try to make sure it's large enough for a good stream of water to push the pepper spray out of the eye.
The eyes will be squeezed shut reflexively. Don't jam your fingers into someone's eyes to open them. Instead, once you have made sure they're not wearing contacts, press your thumb against the lower edge of the browbone aka the top edge of the eye socket, above the eye, and roll your thumb to pull the eyelid up. (If they are wearing contacts, they have to take them out and throw them away. If they can't, then just guide them to safety but do not flush the eyes and do not attempt to remove the contacts yourself.)
Putting antacids, milk, etc into eyes can cause infection, trigger allergies, or scratch the cornea. Use water. It doesn't matter whether it's saline. It doesn't have to be sterile, as long as it's clean enough that it could be used as drinking water.

ChanBig inspired by the very beautiful, tender fic A Shimmer of Moonlight on Water by The_Old_Astronomer @theoldastronomer on ao3 🩷✨️🌕
When a business trip takes Kinn and Porsche to Japan, Big is set to go with them as part of their team of bodyguards. Then Tankhun suggests Chan go too, and suddenly Big is questioning his own feelings, Chan's feelings, and why their room in the onsen only has one bed. ~~ Tankhun's gaze turns sharp and thoughtful. "You should take Chan." Big feels himself go tense and forces his muscles to relax, slowly, one by one, so that it's not immediately visible to anyone else in the room that his whole body reacted to the sound of Chan’s name. Thank fuck Khun Kim isn't here, or he'd have noticed straight away. Chan’s name has started to do strange things to Big. It’s a dawn chorus and he’s a bird taking flight. The syllable is round, warm and sturdy, and it settles in his stomach like the wick of a Catherine wheel, just waiting for one spark to set it spinning.
Below the cut, the scene from the fic that inspired this:
“P’Chan,” he whispers and watches a tremor go through the older man.
“Big.” Chan says his name like a prayer. He brings his hand up to cup the side of Big’s jaw and his eyes drop to Big’s lips, telegraphing his intent.
Then he leans forward and kisses him.
Big’s whole body lights up. A firework goes off inside him—bold, bright, and so alive.
Holy fuck.
Holy fucking shit.
Chan is kissing him.
And Big kisses him back. Kisses him like a shower of stars is crashing around them and this is their last moment on earth.
Chan’s free hand comes up to hold Big’s back and Big winds both of his arms around Chan’s neck.
It’s everything he imagined and more.
Chan’s lips are soft and his body is firm as he pulls Big to him. Their kisses start slow and decadent as they explore each other’s mouths, but quickly become fast and passionate until they break apart, breathing hard.
“Big, you…” Chan doesn’t seem to know how to finish. He’s looking at Big in awe, as if he didn’t expect this at all.
“Yeah,” Big says, huffing out a laugh as a smile breaks across his face.
They kiss again, coming together like the crash of oceans, and Chan slides his tongue into Big’s mouth, drawing a moan out of him. Big runs his hands through Chan’s hair, feels its softness, and gently bites on Chan’s bottom lip, grazing his teeth slowly across plump skin until Chan groans.
Chan lowers his head to nose at Big’s jaw and then starts kissing down his neck. Big exhales a punched-out breath. The light scrape of Chan’s stubble against his sensitive skin creates a delicious counterbalance to his soft lips.
“I’ve wanted to do this for so long,” Chan murmurs, lifting his head back up to kiss the corner of Big’s mouth before bringing their lips together again.
Then he’s drawing them both backwards through the water until he can sit on the low seat at the edge of the pool.
He pulls Big in close, encouraging him to straddle his lap. Big eagerly complies, but then stops himself from going any further. He’s hard, cock full and aching in his shorts. If he lowers himself onto Chan, the other man will feel it.
A blush dusts his cheeks. He opens his mouth to apologise to Chan—to say something—but Chan’s hands come to rest on his hips, and he slowly, slowly pulls Big down until their hips are flush together.
And fuck.
Chan is hard too.
