I have a headcanon that Joshua has just. absolutely terrible aim. Unless the target is literally like three feet away from him and totally stationary, he can't aim for shit. He was trying to shoot Neku that first time, but his aim is so bad that he missed and hit Minamimoto in the shoulder instead. If Neku had just stood up and ran away he probably would have been fine.
