中国の『国防七大学』ＯＢが中国軍のなかに新派閥形成

　　台頭する理工系エンジニアのテクノクラート集団

　中国の『国防七大学』とは北京航空航天大学, 北京理工大学, 南京航空航天大学, 南京理工大学, 西北工業大学,哈爾浜工業大学、哈爾浜工程大学をさす。

米国はこれら七校が中国の軍需産業と密接に結びついているため、交流を禁止しているが、日本の大学のなかには相変わらず、無頓着に交流し技術提携関係を持続している。

日本の国公私立大学計４５校が、中国人民解放軍と関係があり、軍事関連技術研究を行う国防七大学と大学間交流協定を結んでいる。しかも９校は共同研究の実績がある。

　これら七校の出身者が、最近、軍エリートとして新興の派閥を形成している。

　習近平は最近しきりに「軍民融合」というタームを使う。そのうえ１9回党大会のあと、「軍産幹部」をつぎつぎと上位に昇進させており、2022年の第20回党大会以降は、副大臣クラスで「軍産エリート」たちの存在感が高まっている。まさしく中国共産党内の潜在的な新興派閥である。

　トウ小平はベトナム懲罰戦争を仕掛けたが、ボロ負けした。階級章が曖昧で、命令系統がわからず、武器は旧式だった。にもかかわらずトウ小平があえて戦争を仕掛けてた理由は、戦争に打って出ること��軍をトウ小平主導のもとに整合させるという隠された目的があった。

　以後、しゃかりきとなって推進したのが『軍の近代化』だった。ハイテク武器の開発、軍の効率的運営、海軍の充実。そして地方軍閥をなくし、軍のシステムを総政治部、総参謀部、総装備部、総後勤務部の四つにはっきりと統合した上で、陸海空の三軍と七大軍管区にわけ分割統治を謀った。

　「中国海軍の父」といわれたのが劉華清だった。彼は党小平の信任厚く、人民解放軍海軍司令員（司令官）、第14期中国共産党中央政治局常務委員、党中央軍事委員会副主席、国家中央軍事委員会副主席などを務めた。最終階級は上将。

　江沢民は軍歴もなく軍人のだれもがせせら笑っていた。なぜこんなエンジニア出身の党官僚が軍に命令する権利を持つのか、と憤懣やるかたがなかった。そこで江沢民は懐柔策にでて軍人のアルバイトを黙認し、江沢民に忠誠を誓う胡麻擂り軍人にばんばんと上将（大将）辞令を乱発し、手なづけた。よって軍は腐敗した。

　習近平は、おそるおそると軍の改革に手をつけ四大総部体制を掻きあらして十五の局として再編、ついで七大軍管区を五大戦区に転換した。

さらにロケット戦略軍を新設し、理工系エンジニアを大量に採用し、ハイテク兵器の開発功労軍人を矢継ぎ早に昇格人事をおこなった。宇宙航空関連の軍人が、軍内でエリートと見做されるようになった。

ということは並みの軍事訓練をうけてきた兵隊からすれば体力も戦闘経験もない頭でっかちが、軍エリーとなっていくことに強い反発と嫉妬、怨念を抱いた。

　▼とはいえ、国防軍事産業は閉鎖的社会である　

　新派閥は理工系、数学とコンピュータに強い教育的背景と防衛産業の運営モデルを通じて人間関係のネットワークが形成され、相互信頼、ならびに同質性が育まれる可能性が高いため、結束力が異様に強い派閥となった。

　コンピュータの軍事エリートが世界最大のハッカー軍団を取り仕切っていると推測される。

この『軍産エリート集団』は共産党中央委員会のなかに独自の軍産複合体閥を形成し、幹部が資源配分、政策立案、規制、現地調整、意見伝達などで重要な役割を担い、防衛産業の発展を��括している。

２０２４年6月には黄強（元国防科学技術委員会書記長、国防科学技術局副局長）が吉林省党委書記に任命された。異例の出世である。遼寧省の赫鵬、黒龍江省の徐勤と並んで、中国東北部の主要軍事産業基地の省党委書記3人全員が防衛産業出身者となったのだ。

　習近平氏は近防衛産業の発展と拡充を強く支援しており、防衛産業出身の幹部昇用が目立つことは述べたが、これら新エリートのほとんどは国防七大学を卒業している。

　しかし基本的な特質を述べれば、中国の防衛産業は閉鎖的な社会で、より広範な官僚制度を特徴付ける「ブロック論理」（日本で言うところの「省益」は防衛産業にも存在し、研究開発は特定の防衛企業または研究部門に限定される。セクト主義だ。

さはさりながら共産党のピラミッドの頂点である中央委員会メンバーのうち、防衛産業出身者は２１名となった。第20期中央委員会では、劉国忠、張国清両副首相、馬星瑞新疆ウイグル自治区党書記、袁家軍重慶市党書記の4名が政治局に昇進した。習近平をのぞく政治局２３名のうち、軍エリートは四名である。

　国務院人事をみても、多くの省庁が軍産関係者を重要な役職に据えている。

20期中央委員会では、国務院内の軍産資源や関連産業部門を実効管理する人物として、張国清副首相（工業担当）と劉国忠副首相、呉正龍国務委員、金荘龍工業情報化部長、懐金鵬教育部長などがいる。

　地方レベルでも21人の軍産幹部が14の省、直轄市、自治区で党書記または省長を務めた。

就中、東北三省である。遼寧省、吉林省、黒竜江省の重工業地帯は、ずばり日本の満州国建設時代に鉄鋼、造船、機械工業を育成発展させて基盤がある。

この三省が中国軍事産業にとって不可欠な研究企業や研究所の本拠地である。例えば、黒龍江省にはハルビン航空機工業集団（HAIG）、遼寧省には大連造船工業集団（DSIC）、ついでにいえば陝西省には中国航天科技集団（CASC）の第四研究所と第六研究所がある。

　中央委員会の軍産関係者の人脈を分析すると、多くが学歴や職歴を共有していることも分かる。学閥もまた習近平が清華大学閥を形成しているように中国の人脈地図に於いて重要である。

全国人民代表大会副主席の張清偉がこのネットワークの中心人物とされる。張清偉は航空宇宙分野で長いキャリアを積んできた。このため、航空宇宙分野の役人のほとんどつながりを持つ。重慶市の袁家軍・党書記、新疆ウイグル自治区党書記の馬興鋭、中央軍民融合弁公室の雷帆培副主任、工業情報化部長の金荘龍は副官を務めたことがある。

もう1人の中心人物は、副首相の張国清だろう。国務委員の呉正龍と陝西省長の趙剛は、一緒に仕事をした経験があり、張と呉は2013年から2014年まで中国共産党重慶市委員会で一緒に働いていた。

ただし中国共産党の最高機関である政治局常務委員に昇格した軍産関係者はいない。党の活動歴がないうえ、習近平のとの個人的な絆が薄いからだ。

My 10 favourite Liu Yuning songs, in no particular order

Satellite Lover (人造卫星情人), 2019 Why it's good: gorgeous slow crescendo, good production (especially the rock elements), and beautiful space-related lyrics.

2. Stay Up Late (熬夜), 2020 Why it's good: it's about losing sleep because of post-breakup heartbreak, and Liu Yuning is so good at these "emotional songs." This isn't an OST, but it would make a good one - it's so dramatic! Plus, the chorus always makes me want to sing along.

3. Spend My Life with You (共度), 2021, OST opening song for My Sassy Princess Why it's good: this shows off Liu Yuning's vocal range, and it's got this one part near the end, at about 3:20, where he goes up into his high register that makes me shiver every single time I hear it! You can really hear his unique vocal texture in that part, too, the thing that makes Liu Yuning's voice so special.

4. Hope You Are Well (别来无恙), 2020 Why it's good: this is just a legitimately well-written, well-produced rock song. It's got a hypnotic, swaying quality to it. Liu Yuning has said he always wished this song had been more popular, because he really likes it. I agree!

5. Beggar (乞丐), 2019 Why it's good: this feels like one of his representative works. I like the bare-bones start with just the piano and his textured, quiet voice, contrasted against the more rocking chorus.

6. Unintentional Big Dream (无心生大梦), 2024, OST fight song for Fangs of Fortune Why it's good: of course I have to include this one! It's a banger AND it's got suonas (and other traditional Chinese instruments) AND it's got rap! It's just cool in every single way.

7. Flying Through The Clouds (凌云寂), 2022 OST for Liu Yuning's character, Bai Choufei, in Heroes (2022) Why it's good: I know the plot went crazy in this drama, but Liu Yuning gave his all in playing Bai Choufei (and I loved watching him), and this song is all about Bai Choufei's journey. In the drama, it gets played during Bai Choufei's tragic downfall. So it's got emotion and a dramatic jianghu feel. Plus, he goes into a semi-Chinese opera falsetto at about 1:45 that is a delight to listen to.

8. Just Above the Rivers and Lakes (就在江湖之上), 2023, OST theme song for Mysterious Lotus Casebook Why it's good: I became Liu Yuning's fan in December 2023 (it really hasn't been that long, I'm just super duper obsessed!). I watched this drama in the summer of 2023 and thoroughly enjoyed this song without knowing Liu Yuning was singing it. There's that flute, so you know you're watching a wuxia! And it's just super catchy with the right fighting spirit. Liu Yuning is great at these wuxia songs.

9. Falling (掉), 2024, from the variety show Melody Journey Why it's good: I posted about this song after I watched it on Melody Journey. I loved it the first time I heard him sing it. It's another tragic love song, with lovely circular/repeating lyrics. If I were ever going to sing a Liu Yuning song at karaoke, it would probably be this one, even though parts of it are too low for me.

10. Imagination (想象), 2018 Why it's good: this is Liu Yuning's debut single, and if you like it when his voice gets growly, this will be a treat for you. I tend to like it when he rocks out, and this is another very good rock song of his.

This one is Engelbert Humperdinck where he sings duets with all those other singers, I listened to this as a teen and it's just great to listen to hehe.

This one is 平凡之路 (ping fan zhi lu -- “ordinary road”). I think it's a song, not an album. I really really love that song. the singer is nostalgic, talking about that time when he used to be proud and ambitious, seeking fame, and used to have everything, but then after going through life (and losing many things) he realizes that "ordinary" is the answer. idk, it's just so poetic and i love it alot, the melody is also great!

This is actually a cdrama that I recently watched, and since I like all the osts from this cdrama i decided to include this here and consider it an album, hahaha. There are about 4 songs in this "album", i think:
