Toshinori met Nana because of AFO! In chapter 408 on page 7, when killing 3 users One For All, you can see spikes with a spring ending in the background. Now let's look at chapter 398, page 4 (where Nana decides to hand over One For All to young Toshinori), and BINGO! The same spikes! These can also explain what Nana was doing there and those villains whom she defeated, she did not just end up there, she followed in the footsteps of All For One (perhaps those villains are his minions)! And damn it, he just destroyed an entire neighborhood! I have a theory that these spikes are a stolen quirk of his mother's! By the way, you can see that they have become larger than in the first appearance. So quirks can become stronger not only with generations, but also being inside All For One?
Hmmm... I don't think that's what we're meant to get from that scene to be honest.
Yes, the spikes are the same but I feel like that detail was added to show how much destruction AFO was causing with no one to stop him rather than to imply AFO set up the meeting between Nana and Toshi.
Besides what purpose would that serve? I don't see any reason why AFO would push for Toshi to be the next OFA holder in the first place. I think if he were to do that he would have Toshi actively working for him and Toshi would have approached Nana with the intention of getting OFA from her. But we know Toshi didn't approach her to get OFA, he didn't even know it existed at the time he met her. He's just a kid who wanted to make a difference in the world. So I don't see why AFO would let Toshi try to become the next OFA holder unless he had Toshi directly involved with working for him.
Maybe you could make the argument that he chose Toshi from the orphanage (assuming its an Ujiko controlled orphanage) so he could spy on Nana with Toshi being in the dark about the whole thing, but hard to believe he wouldn't have more control of in Toshi's life if that's the case. Taking into account how much of a grip he had on Tomura's life to ensure his plan worked. Besides I think it takes away from the impact of their meeting if you think of it as something that was set upon by AFO.
Now about the spikes, I don't think those spikes are his mothers quirk either. They have different designs, look at the two side by side:
The ones he uses to kill Bruce/we see in the Nana-Toshi meeting background are different than the one we see from his mother. One is coloured in black and has prominent swirls while the other doesn't have that and is white. They're two different quirks though they're similar in how they function. So I don't think that's supposed to be his mothers quirk though I see a lot of people say it is.
That's just what I think though. Not trying to put your theories down 🙏

Figure D 41. — This illustrates a Ladies’ costume. The pattern, which is No. 8631 and costs 1s. 8d. or 40 cents, is in thirteen sizes for ladies from twenty-eight to forty-six inches, bust measure, and may be seen in three views on page 418.
Rich myrtle-green broadcloth and silk are combined in this elegant costume, with lace edging for the jabot and iridescent spangled trimming and narrow lace edging for decoration. The basque adjustment is made by single bust darts and the usual seams and the closing is concealed by a double jabot of lace edging. A frill of narrow lace edging falls over the stand¬ ing collar, giving a soft and dainty touch. Bolero jacket-fronts are a pleasing feature of the costume ; they present a rounding outline and are reversed above the bust and extended to form a deep round collar at the back. Between them the jabot of lace appears fluffily, the edges of the lace falling softly on the boleros. The end of the jabot droops over a pretty crush belt of silk that is gathered at the ends and crosses the front under the jacket-fronts. Pointed epaulettes bordered with spangled trimming stand out stylishly over the one-seam leg-o’-mutton sleeves, which flare in puff effect at the top and fit the arm closely below. The back of the waist is lengthened by a peplum that ripples gracefully.
The three-piece skirt consists of a front-gore and two circular portions that meet in a seam at the center of the back, where the skirt is gathered at the top. At the sides and back the skirt falls in stylish rippling folds and at the front it flares in the approved fashion.
The revival of broadcloth invites refined and artistic dress for the street and marked individuality may assert itself in the selection of colors and decoration. Warm, rich tints of broadcloth in such shades as garnet, dahlia, mulberry, chestnut and wood-brown are liked, as well as green, blue and black. For decoration, bands of passementerie, spangled trimming, fur, etc., are commended and a soft jabot of yellow lace is becoming and rich with any shade of cloth. Aside from broadcloth, there is an infinite variety of materials suitable for Autumn and Winter wear, serge, Scotch cheviot, camel’s-hair and novelty wool goods being all available. With any of these materials velvet or satin may be associated in a costume like this, the decorative fabric being employed for the boleros, girdle and epaulettes; or a third fabric may be used for the girdle. The effect is always enhanced by trimming, which, however, should not be tawdry.
The hat has a soft velvet crown and is trimmed with lace and flowers.

The skirt pattern, which is No. 8599 and costs 1s. 3d. or 30 cents, is in nine sizes for ladies from twenty to thirty-six inches, waist measure, and is shown on its accompanying label.
The basque-waist is pictured made of salmon silk and decorated with velvet ribbon and lace edging. The lining over which the waist is arranged is adjusted by double bust darts and the usual seams and is closed in front. The square front-yoke is closed on the left shoulder and the full front fastens at the center. The front has its fulness drawn well to the center by gathers at the top and bottom and puffs out stylishly; the seamless back has two backward-turning plaits at each side of the center flaring toward the shoulders. The one-seam sleeves flare in leg-o’-mutton puffs at the top and fit closely below, and a frill of lace edging droops from the wrist edge over the hand. The yoke is trimmed with two frills of lace edging arranged to follow the square outline, each frill being headed by a row of inch-wide velvet ribbon, and the standing collar is encircled by a softly twisted stock of Avide velvet ribbon, a pretty fan of lace edging drooping over the stock at each side. A soft twist of the wide velvet ribbon surrounds the waist.
The skirt of dahlia crépon, known as the new bell skirt, is circular at the front and sides and in two gores at the back; it may be dart-fitted or gathered in front and presents the rippling folds at the sides and back now fashionable.
A very artistic toilette may be composed with this basque-waist and skirt, if becoming colors and stylish materials are selected. Silk will be most appropriate for the basque-waist and broadcloth, serge, crépon, wool canvas or novelty wool goods are commended for the skirt. Lace edging, spangled trimming, passementerie, velvet ribbon, etc., are popular garnitures.
The hat is stylishly trimmed with fancy plumage, ribbon and a jewelled ornament.

After the rebellion of Thebes against the Hyksos and with the rule of Ahmose I (16th century BC), Amun acquired national importance, expressed in his fusion with the Sun god, Ra, as Amun-Ra (alternatively spelled Amon-Ra or Amun-Re).
Amun-Ra retained chief importance in the Egyptian pantheon throughout the New Kingdom (with the exception of the "Atenist heresy" under Akhenaten). Amun-Ra in this period (16th to 11th centuries BC) held the position of transcendental, self-created creator deity "par excellence"; he was the champion of the poor or troubled and central to personal piety.With Osiris, Amun-Ra is the most widely recorded of the Egyptian gods.
As the chief deity of the Egyptian Empire, Amun-Ra also came to be worshipped outside Egypt, according to the testimony of ancient Greek historiographers in Libya and Nubia. As Zeus-Ammon, he came to be identified with Zeus in Greece.
Amun and Amaunet are mentioned in the Old Egyptian Pyramid Texts.The name Amun (written imn) meant something like "the hidden one" or "invisible".

Amunet or Imnt is a primordial goddess in ancient Egyptian religion.Thebes was the center of her worship through the last dynasty, the Ptolemaic Kingdom, in 30 BC. They were thought to have existed prior to the beginning of creation along with three other couples representing primeval concepts.

Description and History
Her name, jmnt, is a feminine noun that means "The Hidden One". She is a member of the Ogdoad of Hermopolis, who represented aspects of the primeval existence before the creation: Amunet was paired with Amun—whose name also means "The Hidden One", with a masculine ending (jmn)—within this divine group, from the earliest known documentation. Such pairing of deities is characteristic of the religious concepts of the ancient Egyptians. In early concepts known as the Ogdoad, the primeval deity group to which they belonged as "Night" (or as the determinative D41 meaning "to halt, stop, deny", suggesting the principle of inactivity or repose),was composed of four balanced couples of deities or deified primeval concepts.
Speculation exists that Amunet may have been conceived by later theologians as a complement to Amun, rather than being an independent deity originally, however, the Pyramid Texts, the earliest known religious texts of Ancient Egypt, mention "the beneficent shadow of Amun and Amunet"
Draconian

Let me clarify. The idea of Khepra being the Sun at midnight, or alternatively the Black Sun, is a new invention, only dating back approximately 120 years or so. Before that, historically speaking, he was the god of the sun at dawn, so the idea of him corresponding to the sun at midnight is a modern occultism invention. Amun was the original hidden god, dating back to ancient Egyptian antiquity. Before there was RA, there was Amun. Before the light there was the hidden one. Before the light came onto the scene, there was the hidden. Before the light is always the dark.
Amun was known as the chief of the ancient Egyptian deities, but is also one of the most mysterious in hindsight. He was the patron deity of Thebes, and the easiest way to think of Thebes is that it was the ancient city that was where Karnak and Luxor are located still to this day. He was known as the king of the gods, or the equivalent thereof, but also corresponded to protecting the king, self-creation, and fertility. Briefly, he was a deity that was so open to interpretation that it was up to the individual follower to define him, rather than a set list of correspondences for one to memorize and come into line with.
Amun is often times misunderstood as a solar deity, but in reality, as you can see above, he was actually a nocturnal deity. Well, even that is not true as he did not correspond to the Moon, but rather he corresponded to the nebulous and the hidden, the veiled, unknown, and subjective. Ile was in fact so popular that he was blended with later deities such as Amun-Ra, and to this day his name has still continued in the phrase "Amen." While Aleister Crowley has discussed his perspective on the word, we can confidently say that is only one perspective on it, as he did not address the draconian roots of the deity, but rather the aspects of him that fit his particular magical system. In this working we are going to look at his true ancient history and draconian roots, and make contact with one of the most ancient and veiled deities on the planet that can assist us in developing our dark sight and our ability to see into the hidden and the concealed.

All gods are three: Amun, Re and Ptah, whom none equals. He who hides his name as Amun, he appears to the face as Re, his body is Ptah.
The tempest moves aside for the sailor who remembers the name of Amon. The storm becomes a sweet breeze for he who invokes His name ... Amon is more effective than millions for he who places Him in his heart. Thanks to Him the single man becomes stronger than a crowd.
