The F-16 Will Be Equipped with the AGM-158C LRASM

NAVAIR is looking to award a contract for the integration of the AGM-158C-1 Long-Range Anti-Ship Missile (LRASM) on the F-16.

The Naval Air Systems Command (NAVAIR) released on Mar. 17, 2025, a presolicitation to negotiate a contract with Lockheed Martin for the integration and test support of the AGM-158C-1 Long-Range Anti-Ship Missile (LRASM) on the F-16. This development follows the recent news of a new contract to Lockheed Martin to increase the production of the JASSM (Joint Air-to-Surface Standoff Missile) and LRASM.

The notice mentions that NAVAIR “intends to enter into sole source negotiations and subsequently award a Cost-Plus Fixed Fee (CPFF) Delivery Order (DO) to Lockheed Martin Corporation-Missiles Fire Control.” Also, the notice mentions that the “requirement includes testing both the AGM-158C-1 Legacy and UAI interfaces.”

The UAI, or Universal Armament Interface, is the result of a U.S. Department of Defense program to develop standardized functional interfaces in both aircraft and weapons to support a rapid integration of new weapons independent of an aircraft’s Operational Flight Program (OFP) cycles. The F-16 and JASSM were already tested with the new interface.

NAVAIR has not released additional details about the integration of LRASM on the F-16 at this time, although we might have more info after the response day planned for Apr. 1. Earlier this month, Lockheed Martin and the F-35 Pax River Integrated Test Force (ITF) disclosed that the F-35B Lightning II started flight testing as part of the integration with LRASM.

The AGM-158 production increase

On Mar. 14, 2025, Lockheed Martin Missiles and Fire Control has been awarded a $122,6 million contract modification to the original production increase’s contract awarded in 2018. As part of the contract, the company will “procure tooling and test equipment needed to increase production quantities of Joint Air-to-Surface Standoff Missile and Long-Range Anti-Ship Missile.”

Lockheed Martin has been investing in the increase of the AGM-158’s production since 2022, when it added a new 225,000-square-foot factory to its existing production facilities. In 2024, another contract modification was awarded to “enable the ability to increase annual production quantities by providing additional resources for long-lead procurements and facilitating production line efficiencies.”

In the fiscal year 2025 budget the U.S. Air Force requested 550 JASSMs, after the same number was also requested in 2024 and 600 were requested in 2023. The Air Force budget requested for its own and the Navy’s stocks 115 LRASMs in FY2025, 27 in FY2024 and 57 in FY2023.

The LRASM

The AGM-158C LRASM, based on the AGM-158B Joint Air-to-Surface Standoff Missile – Extended Range (JASSM-ER), is the new low-observable anti-ship cruise missile developed by DARPA (Defense Advanced Research Projects Agency) for the U.S. Air Force and U.S. Navy. NAVAIR describes the weapon as a defined near-term solution for the Offensive Anti-Surface Warfare (OASuW) air-launch capability gap that will provide flexible, long-range, advanced, anti-surface capability against high-threat maritime targets.

NAVAIR says the weapon reduces dependency on Intelligence, Surveillance and Reconnaissance (ISR) platforms, network links, and GPS navigation in electronic warfare environments. In fact, once launched, LRASM guides to an initial point using a GPS guidance system and employs onboard sensors to locate, identify, and provide terminal guidance to the target. Semi-autonomous guidance algorithms will allow it to use less-precise target cueing data to pinpoint specific targets in the contested domain.

There are currently three variants which comprise the OASuW Increment 1 program, designated LRASM 1.0, LRASM 1.1, and LRASM C-3. The LRASM 1.0 variant, which was fielded with early operational capability in 2019, has already been integrated on the B-1B Lancer and F/A-18E/F Super Hornet.

The newer LRASM 1.1 variant was fielded in 2023 and is undergoing Initial Operational Test & Evaluation, according to the Director, Operational Test and Evaluation’s report. The weapon is also being integrated on the P-8A Poseidon, with the activities expected to be completed by Summer 2024, although no updates about the status were released.

As for the future LRASM C-3, which adds extended range capability, the program planned a land strike capability was part of the LRASM C-3 upgrade but has since decided to remain focused on surface warfare capabilities. The missile concept of operations and system requirements were completed last year, focusing on anti-surface warfare employment range and updating the missile target threat library compared to LRASM 1.1.

The Navy has scheduled LRASM C-3 early operational capability (EOC) for 4QFY26. Meanwhile, the Department of Defense continues to plan for OASuW Increment 2 to be developed via full and open competition, with EOC anticipated in FY29 and initial operational capability anticipated in FY31. The Navy funded LRASM C-3 to bridge the gap until an OASuW Increment 2 program of record is established.

In January 2025, NAVAIR disclosed that the U.S. Air Force’s F-15E Strike Eagle and F-15EX Eagle IIs are now set to be armed with the LRASM. Similarly to the F-16, the F-15E/EX has already been tested with the similar JASSM and the UAI.

In September 2024, an F-35C test aircraft from Naval Air Station (NAS) Patuxent River, Maryland, conducted the first test flights for the integration of the AGM-158, both in the JASSM and LRASM variants. In January 2025, the same testing was also conducted with the F-35B.

A1. My understanding of critical thinking before the class was that it was about finding the flaws in anything that seemed to be far fetched or false to my understanding of the subject. But now, during and after the class, I have learned that critical thinking is more about observing a subject, anything in the world, and taking into consideration how that thing can be improved for the better. As a designer, I know now that critical thinking is an essential skill for me to have as I observe the world around me and think about how I can implement certain elements into my projects.

A2. What I have learned about mindfulness is that it is a form of focus and state of calm that keeps us in the present moment. It can also help one keep in touch with their senses and their bodies. I can integrate mindfulness into my learning environment by listening to my body’s needs and taking breaks like for food, water, or just to do stretches when I need them and not push myself to a breaking point.

A3. An eventful moment which I experienced in this class was when I made three new friends, Aretha, Hylin, and Stevany. A main pillar of PiS’s campaign has been the festive picnics held in rural areas, organised to ensure this key part of the electorate sticks with the party on October 15. Yet the mood at these events could hardly be described as enthusiastic.

It’s Saturday around noon and a few hundred people are celebrating Mass on a football field on the premises of the agricultural school in the village of Mietne, in the Garwolin commune, about 70 kilometres south-east of the capital Warsaw.

Prime Minister Mateusz Morawiecki, flanked by Polish Agriculture Minister Robert Telus, is sitting in the front row, diligently singing fragments of the Mass or crossing himself at the appropriate times. Law and Justice (PiS) parliamentary candidates from the region, including Maria Koc who is first on the PiS electoral list, are seated next to the prime minister, the piety on their faces broadcast live on a huge screen above the stage.

The picnic, under the banner “Gratitude to the Polish Village”, is organised around several elements: a religious Mass, a market where local producers display their foods and a recruitment point for the Polish military. But the main reason everyone is here is to listen to the speeches of the campaigning politicians.

“As of midnight today, just 12 hours ago, we prolonged the embargo on Ukrainian grain independently of what the European Commission decided,” Morawiecki announced from the stage at the September 16 event, referring to an import ban on Ukrainian wheat, corn, rapeseed and sunflower seeds that are destined for foreign markets but which actually remain on domestic markets, causing prices to collapse.

“We did this because we are taking care of Polish farmers. We are the ones who cared about Polish farmers during the COVID-19 pandemic, the ‘Putin-flation’, the big energy crisis – and we are the ones caring about the Polish farmers today, during the Ukrainian grain crisis,” he explained.

“Tusk and that ‘Judas’ went to Brussels and got nothing – because, over there, it’s German interests which dictate,” Morawiecki said, referring to the leader of Civic Platform and the farmers’ leader Michal Kolodziejczak who was persuaded to run for parliament on the lists of the main opposition party.

While people who live in the countryside have traditionally supported PiS, farmers have become increasingly disenchanted with the governing party over the last few years. The points of contention include poor management of outbreaks of animal illnesses, the weak position of farmers in relation to the multinationals that dominate the retail sector, the rising cost of fertiliser, and lately the dumping of Ukrainian grain on the Polish market.

Yet despite Kolodziejczak as well as Poland’s small agrarian party joining the opposition ranks, the solutions that the liberal-democratic bloc are offering rural voters ahead of the October 15 general election do not seem attractive enough to draw many away from PiS – even if they are no longer enthused by the governing party.

‘The mayor told us’

Among those exhibiting their products at the picnic were women representing so-called “Country Housewife Circles” from various municipalities in Garwolin and the broader western Mazowsze area. These Circles, an important element of Polish rural life, bring together women not only to cook and showcase food products from their regions, but also to integrate and socialise. Many Circles also organise activities such as hiking trips or computer classes.

Without exception, all the women representing Circles interviewed by BIRN said their clubs do not have any clear political orientation.

“We are here because the mayor told us to come, to display the traditional food products in our region,” one of the women said. “But our Circle does not have an official position of supporting or opposing PiS – our members are free to have any political views they want.”

“It is not easy to make a living out of farming these days, and we do not get enough governmental support,” another of the Circle women, herself a farmer, said, revealing a hint of more negative views on PiS than the organisers of the picnic might imagine.

Other women explained they are not farmers but rather work in sales, agro-tourism or areas not connected to farming, and that the Polish countryside has changed dramatically over the years. That is, the cliché of the Polish farmer that the PiS event seemed to be designed for – deeply Catholic, tied to local traditions and faithful to state institutions – no longer seems to correspond to most of the inhabitants of rural areas these days.

According to the National Statistical Office (GUS), about 40 per cent of the 38 million Polish population live in villages and – contrary to expectations – the number of people living in rural areas has been slowly increasing over the last few years as urban dwellers migrate to small localities or villages nearby.

However, only a fraction of rural dwellers are farmers. According to official data, there were around 1.3 million farms in the country in 2020, a fall of nearly 13 per cent compared to the previous census in 2010.

And, importantly, according to the 2022 edition of a periodic mega-study on rural life published by the Foundation for the Development of the Polish Village, the way of life of inhabitants of cities and villages no longer differs as much as might once be assumed.

The study shows that while rural inhabitants tend to have more conservative values and be more supportive of PiS than city dwellers, as of 2020 the opinions of inhabitants of villages and farmers have become more negative towards the government – even if those negative views are less strong than seen in the general population.

At the same time, the authors of the study found that “although before rural dwellers and farmers used to be more optimistic about their future than the general population, those differences have significantly decreased as of early 2022.”

Rural inhabitants and farmers, it seems, have become less certain that PiS can ensure a good life for them and their families than they used to be.

If at the last election 56 per cent of rural voters chose PiS, an April poll indicated that only about 38 per cent would stick with the governing party this time around. This has contributed to PiS’s lead over Civic Coalition narrowing to 6 percentage points as the election approaches, according to Politico’s latest poll of polls.

“I will be voting for PiS, but I am 60 per cent satisfied with them and 40 percent unsatisfied,” Waldemar, a 75-year-old retired building administrator from the village of Mietne, told BIRN at the Garwolin picnic. “I worked hard my entire life and I have a comfortable pension. But they’re wasting too much money – was it necessary to spend so much on such a fancy event?”

Who else to choose?

The main liberal opposition party, Civic Platform (PO), engineered a surprise move back in August when it announced that Agrounia leader Michal Kolodziejczak would run for parliament on its lists. Kolodziejczak has been the most vocal among farming leaders protesting against PiS and the Ukrainian grain and other exports flooding the Polish market.

“Putting Kolodziejczak on the PO list was smart, but the impact is not likely to be that huge,” Ruta Spiewak, a researcher from the Institute of Rural and Agricultural Development at the Polish Academy of Science, tells BIRN. “Kolodziejczak appeals to big farmers, and there are about 300,000 big farms in Poland. It’s not a few, but it won’t dramatically change the election result.”

She adds that there’s a danger some farmers could regard Kolodziejczak as a “traitor”, hence Morawiecki’s use of the “Judas” perjorative in his speech at the Garwolin event.

Spiewak draws attention to the diversity within Poland’s rural population; “there is no one rural area, there are many rural areas in Poland,” she explains. For example, city dwellers recently relocated to villages who still keep connections to urban life might be interested in the PO offer, but some might also be attracted to the far-right Confederation, the expert thinks. Another demographic that could be drawn to the far-right in rural areas are the youth, who see little options for a good life and prosperous future where they live.

Some rural voters will also still prefer the small agrarian party PSL, now united with the Catholic progressive political party of Szymon Holownia, under the banner “Third Way”. The alliance is broadly affiliated with the liberal opposition, though some polls indicate it will struggle to meet the threshold to enter parliament.

“We may expect that those living in rural areas further from the big cities will continue to vote for PiS,” Spiewak says. “Many of them do not make a living out of farming, and they don’t make a lot of money. They are frustrated with the sky-rocketing costs of living, so they need the PiS subsidies. And then their main source of information is the PiS-controlled state television.”

“The problem, really, is that no one else talks to these people directly, apart from PiS. You go to some areas deeper into the countryside and all you see are election posters of PiS – no one else goes there,” she says.

The first European F-16 Training Center was inaugurated on Monday, November 13, at Fetesti Air Base in southern Romania, in an agreement of companies led by Lockheed Martin.

Lockheed Martin and subcontractors, Daedalus Aviation Group, Draken International, GFD, a subsidiary of Airbus Defence and Space, and ILIAS Solutions will work as a team to provide F-16 training at the newly formed center, which is the result of a unique collaboration between the Romanian Ministry of National Defense, the Romanian Air Force and the Royal Dutch Air Force, in partnership with Lockheed Martin.

As part of the agreement, the team will be responsible for organizing, programming, operating and maintaining the F-16 fighters provided by the Royal Dutch Air Force (RNLAF) in support of the training of the F-16. More specifically, GFD and Draken will provide experienced F-16 instructor pilots with recent experience on the front line flying F-16 in the U.S. Air Force and air forces throughout Europe.

To further complement the training, Daedalus will bring experience in the regulatory framework of the European Military Airworthiness Requirements, including Part 145, which focuses on aircraft maintenance, repair and overhaul; as well as CAMO - short for Continuous Airworthiness Management Organization - which focuses on the continuous airworthiness of aircraft. In addition, Daedalus will carry out maintenance, repair and logistics activities of the F-16, supported by experienced Draken aircraft technicians.

To complete the training team, ILIAS Solutions will be responsible for providing integrated defense software solutions for logistics and support, training management and flight scheduling.

The center will focus on ensuring the effectiveness and safety of Romanians flying and operating F-16 fighters and may eventually expand to include training for other nations.

“Together, with our partners Daedalus, Draken, GFD and ILIAS, we are providing world-class training to improve mission readiness and ensure the safety of Romanians who fly and operate F-16 fighters,” he added.

The training center was the result of initial proposals from the Netherlands and Denmark, and the United States quickly joined the initiative. The first five Dutch F-16 fighters arrived in Romania on Wednesday. The Dutch military will send the remaining F-16 fighters this year, said General Onno Eichelsheim, Commander of the Armed Forces (CDS).

The Dutch armed forces will provide 12 to 18 units of F-16 fighters for their use. As part of the agreement between the Netherlands and Lockheed Martin, RNLAF will continue to own the aircraft and maintain sovereign rights.

As a senior high school student, you've probably heard the term "STEM" being talked around countless times. Maybe you have heard that this strand is for students who wants to be a Doctor, an Engineer, even a Software Genius! But what exactly is STEM? Is it just more than just a senior high school strand? In this blog, we'll dive into the fascinating world of the STEM strand.

S.T.E.M and its origins

STEM is one of many strands you can take up in Senior High School. It stands for Science, Technology, Engineering, and Mathematics. The S.T.E.M acronym was first introduced in 2001 by a a group of scientific administrators at the U.S. National Science Foundation (Hallinen, 2023). The organization previously used the acronym SMET when referring to the career fields in those disciplines or a curriculum that integrated knowledge and skills from those fields but was later changed to STEM and since then, STEM-focused curriculum has been extended to many countries like the United States, Australia, China, France, South Korea, Taiwan, United Kingdom, and was later introduced here in the Philippines by the K-12 program.

S.T.E.M - SCIENCE Science is all about understanding the natural world, from the smallest particles to the vastness of the space. It involves asking questions, making hypotheses, conducting experiments, and analyzing data to discover the basic principles that govern the universe.
