BALITANG REHIYONAL: Eastern Visayas Workshop addresses critical healthcare waste challenges in Tacloban City [EXCLUSIVE]

TACLOBAN, LEYTE -- Key issue developments on healthcare waste management improvement in Eastern Visayas were identified during the recent Inception Workshop early last weekend at 'Hotel de Fides' in Tacloban City, Leyte. Healthcare waste generation and segregation, as well as public awareness in relation to the subject, were discussed during this said workshop, especially at the partner hospital, 'Eastern Visayas Medical Center' (EVMC), which is along 'Magsaysay Boulevard'. Collaborative efforts from concerned government agencies and environmental groups or organizations, allowed a challenge in addressing these critical issues of medical waste of disposable things.

In the aforementioned event that took place the said city on Thursday and Friday mornings for couple of days (May 30th-31st, 2024 -- Tacloban local time), local representatives came from the pollution control unit (PCU) of EVMC, the Department of Environment and Natural Resources - Environmental Management Bureau (DENR-EMB), and Department of Health or DOH in Region 8. The event was facilitated by DENR-EMB Central Office, and the environmental non-government organization & toxic watchdog group 'BAN Toxics' to identify key healthcare waste challenges, and propound interventions to improve the healthcare waste management practice at 'EVMC'.

Among major concerns raised during the course of the workshop was the insufficiency of EVMC's capacity to treat and store healthcare wastes that were generated daily, estimated to be at 217.775 tons, and last year's general waste of 191.345 tons in 2023, which roughly went up 12% this year. Inflation arise of pathological and infectious waste, to be classified as 'M501' waste by the Environmental Management Bureau (EMB), proved to be a major challenge, and the risktakers for the local hospital -- especially for medical doctors, physicians, pediatricians, dietitians, health professionals, etc., all were under one roof. The latest data, which was presented during the workshop as mentioned above, generates more than threefolds in the generation of 'M501' waste. The quantity escalated from 40.66 tons in the first quarter (Q1) of 2023 to an astonishing 138.27 tons in a different Q1 of 2024, emphasizing the pressing needs for enhanced waste management strategies.

In an exclusive open forum to OneNETnews and local Taclobanon media reporters as 'Yanina Antasuda', Environmental Management Specialist II of EMB's Hazardous Waste Management Section, emphasized the common issue of storage and disposal of M501 waste in healthcare facilities nationwide (including Tacloban City alone), particularly during the ongoing Coronavirus Disease-19 (CoViD-19) pandemic. This challenge underscored the importance of the Philippine Healthcare and Mercury Wastes Management Project (PHCWMP) in addressing critical gaps in healthcare waste management practices: "We want this project to be successful, and our goal is to ensure the sustainability of the programs implemented beyond the project's 5-year term. More importantly, we want our partner healthcare facilities to become models for other hospitals, enabling them to replicate the project's best practices and technologies", Antusada said.

BAN Toxics' Policy and Research Officer and the PHCWMP project manager named 'Jam Shamir Lorenzo', highlighted the necessity of raising awareness among hospital staff and the patient population regarding waste segregation: "After a very productive discussion with our partners here in Eastern Visayas, we have identified current issues at EVMC that require attention. These include their inadequate capacity to treat and store healthcare wastes generated daily, access to final disposal of these wastes, and the need to raise awareness among both hospital staff and the patient population regarding waste segregation", Lorenzo said.

DOH Region 8 HCWM Program Manager 'Ma. Elena Joy Villarosa', expressed gratitude for selecting EVMC as a partner-beneficiary of the project. Ma. Villarosa underscored the significance of policy reviews and the implementation of scientific interventions to enhance waste management practices at the hospital and promote a safer environment for the community.

Insights gained from Eastern Visayas Inception Workshop (EVIW) serve as a regional-like foundation point for developing targeted interventions to address healthcare waste challenges at EVMC. By fostering collaboration between government agencies, environmental groups or organizations and healthcare facilities, the PHCWMP aims to create sustainable solutions that will benefit not only 'EVMC', but also the broader community in Eastern Visayas.

The PHCWMP to be implemented first in Tuguegarao City, Cagayan Valley for Region 2; Tacloban, Leyte for Region 8; and the final stop wraps up in National Capital Region plans to reduce the release and emissions of hazardous chemicals in healthcare wastes through environmentally sound practices. With this, the 5-year project is funded by the Global Environment Facility (GEF) and will be administered by the United Nations Industrial Development Organization (UNIDO). The first inception meeting took place on that said date and region, leaving an upcoming 3rd and final meeting for the said NCR is scheduled next Monday for June 10th.

As the region continues its efforts to improve healthcare waste management practices, stakeholders are fully committed to working together to ensure a cleaner, safer and more sustainable environment for all residents of Eastern Visayas and the entire region of Leyteños.
