Black Scientists and Engineers Past and Present Enable NASA Space Telescope
The Nancy Grace Roman Space Telescope is NASA’s next flagship astrophysics mission, set to launch by May 2027. We’re currently integrating parts of the spacecraft in the NASA Goddard Space Flight Center clean room.
Once Roman launches, it will allow astronomers to observe the universe like never before. In celebration of Black History Month, let’s get to know some Black scientists and engineers, past and present, whose contributions will allow Roman to make history.

Dr. Beth Brown
The late Dr. Beth Brown worked at NASA Goddard as an astrophysicist. in 1998, Dr. Brown became the first Black American woman to earn a Ph.D. in astronomy at the University of Michigan. While at Goddard, Dr. Brown used data from two NASA X-ray missions – ROSAT (the ROentgen SATellite) and the Chandra X-ray Observatory – to study elliptical galaxies that she believed contained supermassive black holes.
With Roman’s wide field of view and fast survey speeds, astronomers will be able to expand the search for black holes that wander the galaxy without anything nearby to clue us into their presence.

Dr. Harvey Washington Banks
In 1961, Dr. Harvey Washington Banks was the first Black American to graduate with a doctorate in astronomy. His research was on spectroscopy, the study of how light and matter interact, and his research helped advance our knowledge of the field. Roman will use spectroscopy to explore how dark energy is speeding up the universe's expansion.

Sheri Thorn
Aerospace engineer Sheri Thorn is ensuring Roman’s primary mirror will be protected from the Sun so we can capture the best images of deep space. Thorn works on the Deployable Aperture Cover, a large, soft shade known as a space blanket. It will be mounted to the top of the telescope in the stowed position and then deployed after launch. Thorn helped in the design phase and is now working on building the flight hardware before it goes to environmental testing and is integrated to the spacecraft.

Sanetra Bailey
Roman will be orbiting a million miles away at the second Lagrange point, or L2. Staying updated on the telescope's status and health will be an integral part of keeping the mission running. Electronics engineer Sanetra Bailey is the person who is making sure that will happen. Bailey works on circuits that will act like the brains of the spacecraft, telling it how and where to move and relaying information about its status back down to Earth.

Dr. Gregory Mosby
Roman’s field of view will be at least 100 times larger than the Hubble Space Telescope's, even though the primary mirrors are the same size. What gives Roman the larger field of view are its 18 detectors. Dr. Gregory Mosby is one of the detector scientists on the Roman mission who helped select the flight detectors that will be our “eyes” to the universe.
Dr. Beth Brown, Dr. Harvey Washington Banks, Sheri Thorn, Sanetra Bailey, and Dr. Greg Mosby are just some of the many Black scientists and engineers in astrophysics who have and continue to pave the way for others in the field. The Roman Space Telescope team promises to continue to highlight those who came before us and those who are here now to truly appreciate the amazing science to come.

"Seven federal agencies are partnering to implement President Biden’s American Climate Corps, announcing this week they would work together to recruit 20,000 young Americans and fulfill the administration's vision for the new program.
The goals spelled out in the memorandum of understanding include comprehensively tackling climate change, creating partnerships throughout various levels of government and the private sector, building a diverse corps and serving all American communities.
The agencies—which included the departments of Commerce, Interior, Agriculture, Labor and Energy, as well the Environmental Protection Agency and AmeriCorps—also vowed to ensure a “range of compensation and benefits” that open the positions up to a wider array of individuals and to create pathways to “high-quality employment.”
Leaders from each of the seven agencies will form an executive committee for the Climate Corps, which Biden established in September, that will coordinate efforts with an accompanying working group. They will create the standards for ACC programs, set compensation guidelines and minimum terms of service, develop recruitment strategies, launch a centralized website and establish performance goals and objectives. The ACC groups will, beginning in January, hold listening sessions with potential applicants, labor unions, state and local governments, educational institutions and other stakeholders.
The working group will also review all federal statutes and hiring authorities to remove any barriers to onboarding for the corps and standardize the practices across all participating agencies. Benefits for corps members will include housing, transportation, health care, child care, educational credit, scholarships and student loan forgiveness, stipends and non-financial services.
As part of the goal of the ACC, agencies will develop the corps so they can transition to “high-quality, family-sustaining careers with mobility potential” in the federal or other sectors. AmeriCorps CEO Michael Smith said the initiative would prepare young people for “good-paying union jobs.”
Within three weeks of rolling out the ACC, EPA said more than 40,000 people—mostly in the 18-35 age range—expressed interest in joining the corps. The administration set an ambitious goal for getting the program underway, aiming to establish the corps’ first cohort in the summer of 2024.
The corps members will work in roles related to ecosystem restoration and conservation, reforestation, waterway protection, recycling, energy conservation, clean energy deployment, disaster preparedness and recovery, fire resilience, resilient recreation infrastructure, research and outreach. The administration will look to ensure 40% of the climate-related investments flow to disadvantaged communities as part of its Justice40 initiative.
EPA Administrator Michael Regan said the MOU would allow the ACC to “work across the federal family” to push public projects focused on environmental justice and clean energy.
“The Climate Corps represents a significant step forward in engaging and nurturing young leaders who are passionate about climate action, furthering our journey towards a sustainable and equitable future,” Regan said.
The ACC’s executive committee will hold its first meeting within the next 30 days. It will draw support from a new climate hub within AmeriCorps, as well as any staffing the agency heads designate."

I write my (public) fiction on the website Sufficient Velocity, a sci-fi forum. Most of them are in the form of 'quests', interactive stories; my day job is an independent tabletop roleplaying game designer, so the two things go hand in hand.
I unfortunately am both very busy and kind of a mess mentally, so fiction gets picked up and dropped a lot, and I write less than ever these days due to the shambles that my life has become.
For my quests, the stuff I'm proudest of is...
Castles of Steel, a longrunning (though currently on hiatus) story set in an alternate world much like our own, but with radically different gender politics. It's about the first woman in the navy of a country a lot like 1910s Imperial Japan, and more generally about how state power and imperialism entangles itself with and recoups social progress.
A Splinter in your Mind, a retelling of the Matrix with new characters and reimagined twists and worldbuilding. It makes the trans subtext into trans dommetext, and I feel its some of my cleverest writing.
Suffer Not, and especially its sequel The Witch Lives. Suffer Not is a Warhammer 40,000 fic about an Inquisitor who abuses her powers to actually make people's lives better, and is the story of her slowly realizing it is not enough. The Witch Lives takes place ten years later, following the grown up psyker the Inquisitor adopted, and focuses much more on faith, history, and the little people.
The Spider-Liv Trilogy started as a silly and honestly kind of bad extreme-divergence spiderman AU, but its sequel The Amazing Arachne is, I think, genuinely really good, because it's about what happens when a superhero gets hurt and then doesn't get better.
I've managed to properly publish two pieces of writing, as in you can get them in book form, and I'm still really proud of both.
Whispers from the Deep is an adaptation of the quest that defined the setting of my roleplaying game Flying Circus. It's about a young woman who steals a plane and runs away from her abuser with her boyfriend, and then has to take up life as an aerial mercenary in a 1920s-themed post-apocalyptic fantasy world. Also, she's a fish person and her village is a Cthulhu cult!
Lieutenant Fusilier in the Farthest Reaches is a pastiche of the Richard Sharpe books by Bernard Cornwell, moving the setting from the Napoleonic Wars to a bizarre future world where sentient, cheerfully productive robots were invented in the early 19th century and promptly took all the jobs, elevating all of humanity to the gentry and then to the stars. It's about a redcoated robot soldier who uses her immortality to save up and buy a commission in the Army of Great Britain and Beyond, a position normally occupied exclusively by humans, and then facing the fallout of her decision and the life choices leading to it as her first deployment spirals out of control. It's also, sorta, a parody of Star Trek; the Galactic Concert is a mechanized, Regency-themed Federation, and the back half of the book is basically about how the problems of a world cannot be solved by an away team of well-meaning people with stun pistols.

Elon Musk has pledged that the work of his so-called Department of Government Efficiency, or DOGE, would be “maximally transparent.” DOGE’s website is proof of that, the Tesla and SpaceX CEO, and now White House adviser, has repeatedly said. There, the group maintains a list of slashed grants and budgets, a running tally of its work.
But in recent weeks, The New York Times reported that DOGE has not only posted major mistakes to the website—crediting DOGE, for example, with saving $8 billion when the contract canceled was for $8 million and had already paid out $2.5 million—but also worked to obfuscate those mistakes after the fact, deleting identifying details about DOGE’s cuts from the website, and later even from its code, that made them easy for the public to verify and track.
For road-safety researchers who have been following Musk for years, the modus operandi feels familiar. DOGE “put out some numbers, they didn’t smell good, they switched things around,” alleges Noah Goodall, an independent transportation researcher. “That screamed Tesla. You get the feeling they’re not really interested in the truth.”
For nearly a decade, Goodall and others have been tracking Tesla’s public releases on its Autopilot and Full Self-Driving features, advanced driver-assistance systems designed to make driving less stressful and more safe. Over the years, researchers claim, Tesla has released safety statistics without proper context; promoted numbers that are impossible for outside experts to verify; touted favorable safety statistics that were later proved misleading; and even changed already-released safety statistics retroactively. The numbers have been so inconsistent that Tesla Full Self-Driving fans have taken to crowdsourcing performance data themselves.
Instead of public data releases, “what we have is these little snippets that, when researchers look into them in context, seem really suspicious,” alleges Bryant Walker Smith, a law professor and engineer who studies autonomous vehicles at the University of South Carolina.
Government-Aided Whoopsie
Tesla’s first and most public number mix-up came in 2018, when it released its first Autopilot safety figures after the first known death of a driver using Autopilot. Immediately, researchers noted that while the numbers seemed to show that drivers using Autopilot were much less likely to crash than other Americans on the road, the figures lacked critical context.
At the time, Autopilot combined adaptive cruise control, which maintains a set distance between the Tesla and the vehicle in front of it, and steering assistance, which keeps the car centered between lane markings. But the comparison didn’t control for type of car (luxury vehicles, the only kind Tesla made at the time, are less likely to crash than others), the person driving the car (Tesla owners were more likely to be affluent and older, and thus less likely to crash), or the types of roads where Teslas were driving (Autopilot operated only on divided highways, but crashes are more likely to occur on rural roads, and especially connector and local ones).
The confusion didn’t stop there. In response to the fatal Autopilot crash, Tesla did hand over some safety numbers to the National Highway Traffic Safety Administration, the nation’s road safety regulator. Using those figures, the NHTSA published a report indicating that Autopilot led to a 40 percent reduction in crashes. Tesla promoted the favorable statistic, even citing it when, in 2018, another person died while using Autopilot.
But by spring of 2018, the NHTSA had copped to the number being off. The agency did not wholly evaluate the effectiveness of the technology in comparison to Teslas not using the feature—using, for example, air bag deployment as an inexact proxy for crash rates. (The airbags did not deploy in the 2018 Autopilot death.)
Because Tesla does not release Autopilot or Full Self-Driving safety data to independent, third-party researchers, it’s difficult to tell exactly how safe the features are. (Independent crash tests by the NHTSA and other auto regulators have found that Tesla cars are very safe, but these don’t evaluate driver assistance tech.) Researchers contrast this approach with the self-driving vehicle developer Waymo, which often publishes peer-reviewed papers on its technology’s performance.
Still, the unknown safety numbers did not prevent Musk from criticizing anyone who questioned Autopilot’s safety record. “It's really incredibly irresponsible of any journalists with integrity to write an article that would lead people to believe that autonomy is less safe,” he said in 2018, around the time the NHTSA figure publicly fell apart. “Because people might actually turn it off, and then die.”
Number Questions
More recently, Tesla has continued to shift its Autopilot safety figures, leading to further questions about its methods. Without explanation, the automaker stopped putting out quarterly Autopilot safety reports in the fall of 2022. Then, in January 2023, it revised all of its safety numbers.
Tesla said it had belatedly discovered that it had erroneously included in its crash numbers events where no airbags nor active restraints were deployed and that it had found that some events were counted more than once. Now, instead of dividing its crash rates into three categories, "Autopilot engaged,” “without Autopilot but with our active safety features,” and “without Autopilot and without our active safety features,” it would report just two: with and without Autopilot. It applied those new categories, retroactively, to its old safety numbers and said it would use them going forward.
That discrepancy allowed Goodall, the researcher, to peer more closely into the specifics of Tesla’s crash reporting. He noticed something in the data. He expected the “without Autopilot” number to just be an average of the two old “without Auptilot” categories. It wasn’t. Instead, the new figure looked much more like the old “without Autopilot and without our active safety features” number. That’s weird, he thought. It’s not easy—or, according to studies that also include other car makes, common—for drivers to turn off all their active safety features, which include lane departure and forward collision warnings and automatic emergency braking.
Goodall calculated that even if Tesla drivers were going through the burdensome and complicated steps of turning off their EV’s safety features, they’d need to drive way more miles than other Tesla drivers to create a sensible baseline. The upshot: Goodall wonders if Tesla is allegedly making its non-Autopilot crash rate look higher than it is—and so the Autopilot crash rate allegedly looks much better by comparison.
The discrepancy is still puzzling to the researcher, who published a peer-reviewed note on the topic last summer. Tesla “put out this data that looks questionable on first glance—and then you look at it, and it is questionable,” he claims. “Instead of taking it down and acknowledging it, they change the numbers to something that is even weirder and flawed in a more complicated way. I feel like I’m doing their homework at this point.” The researcher calls for more transparency. So far, Tesla has not put out more specific safety figures.
Tesla, which disbanded its public relations team in 2021, did not reply to WIRED’s questions about the study or its other public safety data.
Direct Reports
Tesla is not a total outlier in the auto industry when it comes to clamming up about the performance of its advanced technology. Automakers are not required to make public many of their safety numbers. But where tech developers are required to submit public accounting on their crashes, Tesla is still less transparent than most. One prominent national data submission requirement, first instituted by the NHTSA in 2021, requires makers of both advanced driver assistance and automated driving tech to submit public data about its crashes. Tesla redacts nearly every detail about its Autopilot-related crashes in its public submissions.
“The specifics of all 2,819 crash reports have been redacted from publicly available data at Tesla's request,” says Philip Koopman, an engineering professor at Carnegie Mellon University whose research includes self-driving-car safety. “No other company is so blatantly opaque about their crash data.”
The federal government likely has access to details on these crashes, but the public doesn’t. But even that is at risk. Late last year, Reuters reported that the crash-reporting requirement appeared to be a focus of the Trump transition team.
In many ways, Tesla—and perhaps DOGE—is distinctive. “Tesla also uniquely engages with the public and is such a cause célèbre that they don’t have to do their own marketing. I think that also entails some special responsibility. Lots of claims are made on behalf of Tesla,” says Walker Smith, the law professor. “I think it engages selectively and opportunistically and does not correct sufficiently.”
Proponents of DOGE, like those of Tesla, engage enthusiastically on Musk’s platform, X, applauded by Musk himself. The two entities have at least one other thing in common: ProPublica recently reported that there is a new employee at the US Department of Transportation—a former Tesla senior counsel.

The Trump administration has ordered US states to suspend a $5bn electric vehicle charging station program in a further blow to the environmental movement since the president’s return to the White House. In a memo issued on Thursday to state transportation directors, the transportation department’s Federal Highway Administration (FHWA) ordered states not to spend any funds allocated to them under the Biden administration as part of the national electric vehicle infrastructure (NEVI) program. “The new leadership of the Department of Transportation … has decided to review the policies underlying the implementation of the NEVI Formula Program,” Emily Biondi, the FHWA’s associate administrator for planning, environment and realty, wrote in the memo. “Accordingly, the current NEVI Formula Program Guidance dated June 11, 2024, and all prior versions of this guidance are rescinded,” Biondi added. “As result of the rescission of the NEVI Formula Program Guidance, FHWA is also immediately suspending the approval of all State Electric Vehicle Infrastructure Deployment plans for all fiscal years. Therefore, effective immediately, no new obligations may occur under the NEVI Formula Program until the updated final NEVI Formula Program Guidance is issued and new State plans are submitted and approved,” she wrote.
Biondi added that until new guidance is issued, reimbursements of existing obligations for designing and building charging stations will be allowed in order to prevent the disruption of current financial commitments. According to an existing page on the energy department’s website, the NEVI program provides funding to states to strategically deploy EV chargers. Funding is available for up to 80% of eligible project costs including the acquisition, installation and network connection of EV chargers, proper operation and maintenance of EV chargers, and long-term EV charger data sharing.

New VMFA-251 Thunderbolts F-35C CAG-Bird Breaks Cover
Take a look at the specially painted aircraft of VMFA-251, the first East Coast operational unit of the U.S. Marine Corps to receive the F-35C.

On Sept. 17, 2024, the U.S. Marine Corps’ Marine Fighter Attack Squadron (VMFA) 251 received its first F-35C Lightning II jet, at Marine Corps Air Station (MCAS) Cherry Point, North Carolina. As we reported in detail back then, the delivery of the first CV (Carrier Variant) Lightning, made VMFA-251 the first U.S. Marine Corps’ East Coast operational F-35C squadron.

VMFA-251 is part of Marine Aircraft Group 14 (MAG-14) within the 2nd Marine Aircraft Wing (MAW 2), the aviation combat element of the 2nd Marine Expeditionary Force (II MEF).
The first aircraft delivered to the unit, BuNo 170501/CF-93, was also elected to be converted into the Thunderbolts CAG-bird and given a fresh new paint scheme to be ready for the ceremony held at MCAS Cherry Point on Dec. 5, to celebrate the reactivation of the squadron following a four-year, seven-month hiatus.
VMFA-251, known as the “Thunderbolts” or “T-Bolts,” was previously deactivated during a ceremony on April 23, 2020, at MCAS Beaufort, South Carolina, after returning from deployment in 2020 in support of Operation Inherent Resolve. The Thunderbolts’ deactivation concluded its 34 years as an F/A-18 Hornet squadron. The squadron was then relocated to MCAS Cherry Point to begin its transition to the F-35.
“Today, almost 83 years to the day after it was founded, VMFA-251 reactivates as an F-35C Lightning II squadron. The T-Bolts are humbled and honored for the privilege of carrying that proud legacy forward,” said Lt. Col. Evan Shockley, commanding officer, VMFA-251 in a public release.
“Our immediate focus is working towards initial operational capability, which means that VMFA-251 has enough operational F-35C Lightning II aircraft, trained pilots, maintainers, and support equipment to self-sustain its mission essential tasks. Following that, we will turn our attention towards reaching full operational capability to ensure that, when called upon, the T-Bolts will stand ready to serve our great nation.”
While the official photos published on the DVIDS website showed the CAG-bird in the hangar where the ceremony was held, a much better look at the special colored aircraft is provided by the images taken by our contributors Gherardo and Victoria Fontana.

CF-93 / 170501 was delivered to VMFA-251 on Sept. 17, 2024.
In fact, on Dec. 12, 2024, using radio callsign TBOLT 21, the CAG bird flew into NAS JRB Fort Worth for a gas and go. After landing around 14.30 LT, the aircraft remained on the ground for about an hour and a half, and then left for Yuma.
As the images in this article show, the tail includes an orange lightning bolt design over a white cross and black background, markings (including “MARINES”, “VMFA-251”, warning triangles and “JET INTAKE DANGER”), displayed in orange.
The front gear door of aircraft says “THUNDERBOLTS” on left side and “CUSTOS CAELORUM” on the right side in yellow paint. The latter translates from Latin to “Guardians of the Sky”.
The traditional U.S. military roundel is high-visibility and colored white, red, and blue.

It’s worth noticing that the CAG-bird is a specially painted aircraft that is officially assigned to the Commanding officer of the Air Wing: every embarked squadron has a CAG-bird that sports modex usually ending with the ’00’ numbers.
One-two ‘punch’ for the USMC
“Today’s arrival of our first carrier-based, fifth-generation fighter-attack aircraft represents an enormous milestone for MAG-14, MCAS Cherry Point, 2nd MAW, and the F-35 community,” said Colonel Benjamin Grant, commanding officer, MAG-14, when the aircraft was delivered to VMFA-251 on Sept. 17, 2024.
The Thunderbolts and the third F-35C unit of the USMC. The other F-35C units, based on the U.S. West Coast, at MCAS Miramar, California, are VMFA-314 and VMFA-311. Overall, VMFA-251 has become the 15th USMC squadron equipped with the F-35, adding to the two other F-35C squadrons and 12 F-35B squadrons.
“The one-two punch provided by the F-35C’s increased range and the F-35B’s STOVL capability will give MAG-14 (Marine Aircraft Group 14) and the MAGTF (Marine Air-Ground Task Force) a significant advantage in the future fight,” added the commander. “I’m proud of the team of Marines and Sailors at MAG-14 and VMFA-251 for their professionalism and dedication, and grateful for our partners in the Marine Corps and the joint force that made today’s event possible.”
“The F-35C Lightning II brings tremendous combat power to 2nd MAW, MAG-14, and MCAS Cherry Point. Its incredible range, firepower, sensors, and survivability, coupled with the fact that it is truly a Joint aircraft, makes it a lethal asset for Marine aviation,” said VMFA-251’s Commanding Officer Lt. Col. Evan Shockleym, who flew the first F-35 to the base. “The T-Bolts of VMFA-251 are excited to accept these aircraft, reactivate the squadron in the coming months, and carry their legacy forward.”

The F-35C had its baptism of fire last month, when U.S. Marine Corps F-35Cs, belonging to Marine Fighter Attack Squadron (VMFA) 314, assigned to Carrier Air Wing (CVW) 9 aboard the Nimitz-class aircraft carrier USS Abraham Lincoln (CVN 72), conducted multiple strikes on Houthi weapons storage facilities within Houthi-controlled territories in Yemen on Nov. 9-10, 2024.
The facilities housed conventional weapons, including anti-ship missiles that the Iranian-backed Houthis used to target U.S. and international military and civilian vessels navigating international waters in the Red Sea and Gulf of Aden.
“The F-35C demonstrated its warfighting advantage by transiting contested airspace and striking targets in the heart of Houthi territory over multiple days,” stated Lt. Col. Jeffrey “Wiki” Davis, commanding officer of VMFA-314. “My Marines are honored to be first to fight with the F-35C.”
“The offensive and defensive capabilities of the F-35C absolutely enhance our air wing’s striking arm,” said Capt. Gerald “Dutch” Tritz, commander, CVW 9. “The now battle-tested Air Wing of the Future has proven itself a game changer across all carrier air wing missions.”

As the Trump administration moves to turbocharge fossil fuel production while undermining clean energy, young Americans have turned to the courts to fight back, arguing that these executive actions violate their constitutional right to life.
Last week, 22 youth activists ranging in age from seven to 25 launched a new climate lawsuit challenging the administration’s moves to boost fossil fuels and dismantle climate protections. The lawsuit, Lighthiser v. Trump, was filed in federal district court in Montana—a state where young people won a landmark constitutional climate case in 2023 that invalidated an anti-climate state policy. Ten of the plaintiffs from that case, Held v. Montana, are going back to court as plaintiffs in a new case arguing that Trump’s executive actions violate their constitutional rights to life and liberty.
The lawsuit aims to strike down several executive orders that explicitly promote fossil fuels while blocking clean energy like wind and solar. These orders include day-one directives to unleash American energy and declare an energy emergency as well as one signed on April 8 designed to try to revive the fading coal industry.
Plaintiffs also challenge actions by the administration to suppress climate science, such as by scrubbing climate change references from government websites and effectively ending the National Climate Assessment reports by firing all the scientists working on them. The Trump administration’s actions, the case asserts, amount to a “wholesale attack on clean renewable energy and climate science,” and they attempt to unlawfully override federal laws such as the Clean Air Act intended to protect public health and the environment.
Defendants include President Trump as well as multiple executive branch officials and agencies, such as the Office of Management and Budget and its director, Russell Vought (one of the architects of Project 2025); the EPA and its administrator, Lee Zeldin; the Departments of Interior, Energy, Transportation, and Commerce and their head officials; as well as NASA, NOAA, and the National Institutes of Health. The 100-plus-page complaint details how the defendant agencies are implementing Trump’s pro-fossil-fuel, anti-climate executive orders. Plaintiffs argue these orders are unconstitutional since they will exacerbate the climate emergency that threatens their health, safety, and quality of life.
The plaintiffs seek a court order declaring Trump’s directives to be unconstitutional and blocking any actions taken to implement them.
“This case is not about policy preferences among different constitutionally compliant choices. It is about life and death,” the complaint argues. It notes that greenhouse gas emissions are expected to increase by nearly 260 million metric tons under Trump’s directives. “Experts project the EOs will cause an additional 195,857 deaths over the next 25 years, and will increase heart, respiratory, and other health problems caused by pollution,” the complaint further states.
The lawsuit takes aim at a host of moves undertaken by the administration to unwind climate and environmental protections, dismantle federal climate science, stymie renewable energy and electric vehicle deployment, and maximize use and production of harmful fossil fuels.
