Hugo Lowell at The Guardian:
Days before Pete Hegseth fired three top aides last month over a Pentagon leak investigation into the disclosure of classified materials, according to four people familiar with the episode, a recently hired senior adviser said he could help with the inquiry. The adviser, Justin Fulcher, suggested to Hegseth’s then chief of staff, Joe Kasper, and Hegseth’s personal lawyer, Tim Parlatore, that he knew of warrantless surveillance conducted by the National Security Agency (NSA) that had identified the leakers. Fulcher offered to share the supposed evidence as long as he could help run the investigation, three of the people said. But when he eventually sat down with officials, it became clear he had no evidence of a wiretap, and the Pentagon had been duped. The problem was that development was not communicated to the White House – so several Trump advisers who were told of the NSA wiretap claim believed that was part of the “smoking gun” evidence against the three aides fired by Hegseth, until they developed their own doubts. The Guardian revealed last month that there were unsubstantiated NSA warrantless wiretap claims underpinning the leak investigation, but its origin story and the involvement of Fulcher in the controversy has not been previously reported. Fulcher has said this account is not correct. In a statement, he said he never suggested there were NSA wiretaps or that he had access to wiretap records. “I never approached Parlatore, Kasper or anyone else offering ‘surveillance evidence’ and did not ask to join an investigation on that or any other basis,” he said. The extraordinary episode adds to the growing portrait of dysfunction inside Hegseth’s front office, which is involved in setting the direction of a department that has a budget of nearly $1tn and oversees more than 2 million troops around the world. The investigation prompted Hegseth to fire his senior adviser Dan Caldwell, the deputy chief, Darin Selnick, and the deputy secretary’s chief of staff, Colin Carroll, creating a leadership vacuum filled by Ricky Buria, the ex-junior military aide to Hegseth considered by the White House to be a liability.
The Guardian has a report on how Justin Fulcher, an aide for the embattled Pete Hegseth, helped upend a Pentagon leak inquiry.

Barney Bubbles (born Colin Fulcher; 30 July 1942 – 14 November 1983) was an English graphic artist whose work encompassed graphic design and music video direction. Bubbles, who also sketched and painted privately, is best known for his distinctive contribution to the design practices associated with the British independent music scene of the 1970s and 1980s. His record sleeves, laden with symbols and riddles, were his most recognisable output.

NHL Expansion Draft 2021: Full list of players available for Seattle Kraken

The NHL announced the protected lists for the 30 teams involved in the NHL Expansion Draft. (Vegas is exempt.) With the names of those protected come the guys who could be snatched up by the Seattle Kraken. There are a number of big names that have everyone trying to figure out just what general manager Ron Francis will do. Will he take Canadiens netminder, and future Hall of Famer, Carey Price and his hefty cap hit? Is Vladimir Tarasenko the sniper he needs or is his health a big question mark? There's also a number of guys who would fit in nicely but are free agents and the chances of signing them are not high (i.e. Alex Ovechkin). EXPANSION DRAFT: Date, time, rules & more for Seattle Kraken team selectionRegardless of what Francis, coach Dave Hakstrol and Co. end up doing, there's a good chance the Kraken will be a playoff contender in just their first season. For now, let the intrigue and the guessing WWRFD (that's: what will Ron Francis do?) begin. Here's a look at every player they can pick.

MUSIC RESPONSE - CONCEPT 4
After researching the band, the music & my initial emotions around the music, I developed the following mood board for Concept 4:
The inspiration behind my final mood-board came from the repetitive scratching sound on the track that reminded me of a broken record playing. The scratching of this sound is also reminiscent of ripping paper.
When researching Boards of Canada, I found their background to have come from some distorted places & cult figures featuring mournful/downtempo beats, cryptic messaging and a nod to hauntology in their sleepwalking sounds. All mixed with up with a little psychedelia (Beatles fever was high then too) and this dark psychedelic sound was something I wanted to explore in my artwork.
Previous research that influenced this concept:
HR GIGER (1940-2014)
HR Giger worked on many album covers featuring dark, industrial, sci-fi like images made up of ink, oil, pastels & markers. His work featured cold metallic colours and biomechanics. He was immersed in his theme after 40 years experience in film making, architectural studies and video game creation. He even won an Oscar for his creation on the Xenomorph in Alien.
HR Giger pushed his surrealist art to the extreme. I really wanted to explore the dark theme and the materials he used (pastel/oil/paint) in my work.
BARNEY BUBBLES (1942-1983)
Barney Bubbles created album covers and sleeves that weren’t ordinary. These featured interactive pull outs, unique merch to go with and everything he created went against the grain of normal design standards. Covers often were filled with cryptic messaging, heavily photography based and often featured nods to art history.
However iconic his album covers were, I was drawn to the interesting story behind the man himself. Born as Colin Fulcher in 1942, his design history is hard to understand as he kept himself as anonymous as he could throughout his career and there aren’t many of his works traceable as he used many pen names.
He was nicknamed Barney Bubbles from the 70′s when he was running iconic events in underground arts venues with spectacular light shows projected onto walls. The light shows were created using bubbles of oil, paint and water on projection slides. I instantly knew I wanted to look into oil art.

EXPERIMENT & REFLECT - OIL/SPIN ART
I played around with spin art to try recreate the repetitive sound of a record going round and round however I couldn’t find a way to do this successfully and scratched the idea.

I also played with oil and paints in water to try recreate a light show to photograph however this was difficult and I didn’t have the right materials to successfully complete the experiment I was trying to achieve in my head.

I found I wasn’t getting anywhere with this so I honed in on the psychadelic feel I had previously thought of and decided to try a new material/technique.
EXPERIMENT - ACRYLIC POURING

I mixed acrylic paint with a pouring medium (PVA) and poured across canvas before moving it (and the paint) around.

I loved the mixing of the colours and the direction I was going in. I then added drops of silicone oil to create ‘cells’ when blown out.

Wanting to get back to the original darkness I had felt in the song, I changed the colours up a bit.

Certain colours were popping but I felt I wasn’t working on a big enough space to create the pop in the right places so, I stripped it back again and create dmy own pop by reducing the colours down but using a bright background before blowing the paint out.

I knew this was my image and I just had to tweak it in photoshop, repeated it a few times and I had my artwork.

COLOUR/COMPOSITION
I further played around with the image to generate different colours and styles before finalising which image to use:
I enjoyed the level of experimenting I put into this concept - I tried quite a few new techniques to get to my final artwork which I am very happy with:

If all goes according to plan tomorrow, I’m getting a version of this artwork from Ian Dury and the Blockheads’ “Hit Me With Your Rhythm Stick” single tattooed on my legs- at the source linked is a great article about the artist Colin Fulcher, known as Barney Bubbles.

Over 100 U.S. Representatives call for emergency U.S. funding for Artsakh explosive clearance and demining
New Post has been published on https://armenia.in-the.news/politics/over-100-u-s-representatives-call-for-emergency-u-s-funding-for-artsakh-explosive-clearance-and-demining-64511-04-11-2020/
Over 100 U.S. Representatives call for emergency U.S. funding for Artsakh explosive clearance and demining

Over 100 U.S. Representatives have called for emergency humanitarian assistance for Artsakh explosive clearance and demining in response to the ongoing Azerbaijani and Turkish attacks, reports the Armenian National Committee of America (ANCA).
Representatives Gus Bilirakis (R-FL), Judy Chu (D-CA), Jim Costa (D-CA), TJ Cox (D-CA), Bill Johnson (R-OH), John Katko (R-NY), Devin Nunes (R-CA), and Brad Sherman (D-CA) led the Congressional letter sent to US Agency for International Development (USAID) Acting Administrator John Barsa earlier today.
“The ANCA welcomes the strong, bipartisan support for the life-saving demining and humanitarian aid efforts conducted by the HALO Trust in Artsakh,” noted ANCA Government Affairs Director, Tereza Yerimyan.
“At a time when civilian lives are at such high risk due to Azerbaijani war crimes, and the ongoing pandemic, the U.S. must do all it can to provide for the safety and security of Artsakh’s population,” she added.
Yerimyan worked with ANCA regional and local leaders in a week-long grassroots advocacy effort to rally support for this pro-Artsakh initiative.
“As an international aid organization dedicated to removing the types of lethal explosive hazards now strewn throughout Nagorno Karabakh, we at HALO hope to see strong US funding to respond to this humanitarian crisis unfolding in the south Caucasus. We greatly appreciate the leadership of Representatives Jim Costa, Devin Nunes, T.J. Cox, Gus Bilirakis, Brad Sherman, Bill Johnson, Judy Chu, John Katko, and the many other Members of Congress that signed onto this letter to urge US support,” stated HALO USA Executive Director Chris Whatley.
The Congressional letter notes that the Azerbaijani and Turkish “bombings of cities with large populations including Stepanakert, Shushi, and Martakert have resulted in high levels of explosive contamination including rockets, missiles, artillery projectiles, and cluster munitions. Over 73,000 people either remain in or have been displaced from towns and villages which are now contaminated by explosive remnants of war. This is over half the population of the region prior to September.”
The letter concludes noting, “Given the potential to protect civilian lives and contribute to efforts to stabilize Nagorno Karabakh, we strongly urge USAID to invest in humanitarian demining and unexploded ordnance removal activities and to provide additional humanitarian aid to help those in the conflict zone. Please give this request all fair and full consideration within all the applicable laws, rules, and regulations.”
Congressional organizers welcomed the groundswell of support for the initiative from their U.S. House colleagues.
Rep. Brad Sherman explained, “Azerbaijan’s indiscriminate bombing of Nagorno Karabakh has left cities, including Stepanakert, with high levels of explosive contamination, such as rockets, missiles, and cluster munitions. We need a trained and capable team on the ground working to remove the explosive ordnance which pose a danger to the families who remain, and those looking to return. It is important that the U.S. Government moves to support the emergency removal of explosive ordnance in Nagorno Karabakh as soon as possible. Thank you to Representatives Jim Costa, Devin Nunes, T.J. Cox, Gus Bilirakis, Bill Johnson, Judy Chu, and John Katko for joining in this important effort to provide stability to Nagorno Karabakh.”
Rep. TJ Cox, who along with Rep. Sherman, co-authored an amendment earlier this year to continue U.S. aid to Artsakh, explained, “The ongoing conflict in Nagorno-Karabakh is a humanitarian crisis that needs immediate international attention. In the same breath, it is crucial the US maintain funding for humanitarian demining in the region. We should not have to fight tooth and nail for peace and basic human rights. I am proud to join my bipartisan colleagues in highlighting this need to USAID.”
Fellow Central Valley California Representative Devin Nunes was clear in his assessment of the importance of Artsakh demining efforts, stating, “HALO’s demining actions are crucial for protecting civilians from catastrophic injuries. This vital humanitarian assistance will directly save lives in Nagorno Karabakh.”
Rep. Chu, who visited Artsakh last year, noted, “I’ve seen the amazing work HALO has done to remove mines and UXO to make this land safe to live on again. This work is only more important now as Azerbaijan continues to attack civilian areas in Nagorno Karabakh. The US must continue our support for this life-saving work to clear the lethal debris of Azerbaijan’s hostility.”
Rep. Jim Costa noted, “It’s clear that more needs to be done to protect the people of Artsakh and bring lasting peace to the region. Demining efforts save lives and this conflict has put thousands at stake. The peace process must resume. I’m hopeful Administrator Barsa will act quickly to fund demining and unexploded ordnance removal in Nagorno Karabakh to prevent avoidable casualties during and after the conflict.”
Joining Reps. Gus Bilirakis, Judy Chu, Jim Costa, TJ Cox, Bill Johnson, John Katko, Devin Nunes, and Brad Sherman (D-CA) in cosigning the letter are Representatives: Alma Adams (D-NC), Colin Allred (D-TX), Jim Banks (R-IN), Nanette Barragan (D-CA), Karen Bass (D-CA), Don Beyer (D-VA), Sanford Bishop (D-GA), Salud Carbajal (D-CA), Tony Cardenas (D-CA), Andre Carson (D-IN), David Cicilline (D-RI), Gil Cisneros (D-CA), Katherine Clark (D-MA), Jim Cooper (D-TN), Lou Correa (D-CA), Jason Crow (D-CO), Danny Davis (D-IL), Peter DeFazio (D-OR), Diana DeGette (D-CO), Ted Deutch (D-FL), Debbie Dingell (D-MI), Lloyd Doggett (D-TX), Eliot Engel (D-NY), Veronica Escobar (D-TX), Anna Eshoo (D-CA), Brian Fitzpatrick (R-PA), Bill Foster (D-IL), Lois Frankel (D-FL), Russ Fulcher (R-ID), Tulsi Gabbard (D-HI), Ruben Gallego (D-AZ), John Garamendi (D-CA), Jimmy Gomez (D-CA), Josh Gottheimer (D-NJ), Raul Grijalva (D-AZ), Deb Haaland (D-NM), Josh Harder (D-CA), Chrissy Houlahan (D-PA), Hank Johnson (D-GA), William Keating (D-MA), Dan Kildee (D-MI), Steve King (R-IA), Raja Krishnamoorthi (D-IL), Doug LaMalfa (R-CA), James Langevin (D-RI), Brenda Lawrence (D-MI), Barbara Lee (D-CA), Susie Lee (D-NV), Andy Levin (D-MI), Ted Lieu (D-CA), Daniel Lipinski (D-IL), Zoe Lofgren (D-CA), Alan Lowenthal (D-CA), Stephen Lynch (D-MA), Tom Malinowski (D-NJ), Carolyn Maloney (D-NY), Betty McCollum (D-MN), James McGovern (D-MA), Gregory Meeks (D-NY), Grace Meng (D-NY), John Moolenaar (R-MI), Seth Moulton (D-MA), Grace Napolitano (D-CA), Donald Norcross (D-NJ), Ilhan Omar (D-MN), Frank Pallone (D-NJ), Jimmy Panetta (D-CA), Chellie Pingree (D-ME), Mark Pocan (D-WI), David Price (D-NC), Jamie Raskin (D-MD), Harley Rouda (D-CA), Linda Sanchez (D-CA), John Sarbanes (D-MD), Janice Schakowsky (D-IL), Adam Schiff (D-CA), Albio Sires (D-NJ), Elissa Slotkin (D-MI), Christopher Smith (R-NJ), Abigail Spanberger (D-VA), Jackie Speier (D-CA), Haley Stevens (D-MI), Tom Suozzi (D-NY), Dina Titus (D-NV), Rashida Tlaib (D-MI), Paul Tonko (D-NY), Lori Trahan (D-MA), David Trone (D-MD), Juan Vargas (D-CA), Nydia Velazquez (D-NY), Bonnie Watson Coleman (D-NJ), Peter Welch (D-VT), and John Yarmuth (D-KY).
