PROGRAM OVERVIEW
The New York City Department of Health and Mental Hygiene’s (DOHMH) Division of Mental Hygiene (DMH) is responsible for overseeing mental health, substance use, and developmental delay and disability programs and services. DMH works with approximately 1,000 community programs and collaborates with City and State partners to prevent and reduce the burden of these conditions and to promote recovery oriented and consumer driven care. The Bureau of Systems Strengthening and Access within DMH works to drive innovation and scalable solutions in behavioral health policy, practice and research in support of new and existing initiatives and to enhance the ability of DMH to respond to, and lead, substantial changes in the delivery, payment and policy environment surrounding behavioral health care services throughout the City of New York.
In response to recent changes in the behavioral healthcare system due to the transition of behavioral health services into Medicaid managed care and emerging models of care coordination and integration, New York State has identified the critical need for behavioral health providers to obtain the capacity to electronically bill for Medicaid eligible services. New York State and DOHMH have joined efforts in a 2-year project that assists Behavioral Health providers in the utilization of Electronic Health Record Systems (EHRs.) The core components of this role will be managing the relationships with eligible Home and Community Service (HCBS) Provider Organizations and performing Quality Improvement activities.
POSITION OVERVIEW
In collaboration with the Fund for Public Health in New York (FPHNY), the Bureau of Systems Strengthening and Access in the Division of Mental Hygiene (DMH), is seeking a Behavioral Health Quality Improvement Specialist. An ideal candidate will have a strong understanding of Quality Improvement models and processes, be familiar with New York City’s Behavioral Health service system and have experience working with providers of
services to high risk populations of mental health and/or substance use services. This position will assist and guide Home and Community Based Service (HCBS) Provider Organizations in activities related to; completion of BHIT program deliverables, increase utilization of an Electronic Health Record (EHR), enhance workflow processes through use of Health Information Technology (HIT) and provide guidance in quality improvement activities related to a variety of metrics. This position will work closely with the Data Analyst to determine the quality improvement needs of HCBS providers receiving BHIT assistance.
RESPONSIBILITIES
Convene programmatic, quality improvement and change management and technology experts to design and launch a pilot study to assess feasibility for EHR- based quality improvement across HCBS
Support BHIT project staff with problem solving of behavioral and mental health related issues with providers based on data analyses
Assess Quality improvement needs of HCBS agencies by working with providers to delineate needs and opportunities to prioritize areas of focus, assess available and needed resources, and assist in implementation of EHRs.
Provide guidance and support to HCBS provider organizations in the development, revision, and implementation of performance improvement initiatives/activities
Work with Data Analyst to compile and analyze site data and use this information to inform technical assistance and develop QI plan for HCBS agencies.
Coach the HCBS agencies towards successful implementation of organizational policies, procedures and workflow changes that will facilitate implementation of HCBS
Represent HCBS behavioral health provider needs in BHIT policy discussions
Serve as a liaison between BHIT project staff and behavioral health providers to
ensure coordination of efforts
Maintain up-to-date knowledge of applicable policies, procedures, standards and
practices that correspond to current HCBS regulations
Develop relationship with project partners and stakeholders to help set standards
and processes for project deliverables
REQUIRED QUALIFICATIONS
Master’s Degree in public administration, public health, or a related field
Two to three years of healthcare, non-profit, or public sector experience
Minimum of one year’s experience working in a mental health and/or
substance use provide setting or with such providers
Experienced in program planning and evaluation │
Demonstrated experience in quantitative analysis (e.g. descriptive statistics,
run charts,) and qualitative research methods (e.g. focus groups, surveys) │
Exceptional project management, meeting facilitation, priority setting, and problem solving skills
Proven ability to work and deliver on projects proactively and independently
Be willing to travel within the 5 boroughs of NYC to provide technical
assistance and guidance to provider organizations.
Detail oriented with strong organizational skills
Strong oral and written communication skills
Ability to effectively collaborate with and across teams, seek and provide
constructive feedback
Ability to skillfully use Microsoft Excel, Access, and PowerPoint to produce
outputs
Demonstrated interest in public health, behavioral health, social justice and
equity.
PREFERRED QUALIFICATIONS AND EXPERIENCE:
Knowledge of Medicaid managed care, mental health and/or substance use service system; and understanding of the nature of Medicaid Home and Community Based Services
Experience with electronic health record solutions
Familiarity with pilot design and implementation
Familiarity with systems modeling tools (e.g. network analysis, participatory
impact pathways analysis, causal loop diagrams)
Experience with SPSS and/or SAS
