While they contribute little to society, welfare ranchers on public lands demand a lot in the form of subsidies whose scope is a testament to their outsize power and influence. It’s estimated the state and federal largesse to the industry amounts to between $500 million and $1 billion a year, all of it funded generously by the taxpayer. This includes below-market grazing fees for cows and sheep, fence construction, road building and maintenance, cattle guards, forage improvement and seeding programs, poisoning of unwanted vegetation, forest clearing, stream diversions, water projects such as dams, pipelines, aqueducts, stock ponds and troughs, the monitoring of livestock health, and control of predators and other mammalian and avian pests deemed a threat to the industry. The U.S. Department of Agriculture operates a specialized hunting and trapping unit—referred to by the Saboteur as “hired killers”—that slaughters tens of thousands of animals each year to aid public lands stockmen, including coyotes, beavers, and prairie dogs. Ranchers also receive generous federal and state tax write-offs for every cow they graze, along with reduced state property taxes for their private deeded lands. They are additionally “blow-jobbed,” as the Saboteur put it, by the very agencies that are supposed to be preventing their overstocking and overgrazing of public lands. The Forest Service and the Bureau of Land Management are the primary culprits in this charade of regulation, in which it appears the cowboys run the show and the bureaucrats are their puppets. The industry is thus provided all kinds of preferential treatment and survives on the dole because in the arid conditions of the West, where the climate conspires against cattle production, it cannot do otherwise. “Western cattlemen are nothing more than welfare parasites,” wrote author Edward Abbey, the literary father of the eco-sabotage movement in the United States, who also observed that cattlemen “survive by hiding behind the cheap mythology of the ‘Cowboy’: literally, a boy who looks after cows.” Abbey was hardly alone in coming to this conclusion. Conservative pundit George Will opined that an inner-city mother on public assistance was “the soul of self-reliance compared to a westerner who receives federally subsidized range privileges.” The industry, naturally, wants ever more privilege. The primary advocacy group of ranchers who exploit the public domain is the Public Lands Council, which is funded and staffed by the National Cattlemen’s Beef Association, a political and cultural giant in the annals of lobbying. Every few years, the Public Lands Council issues a policy document to outline priorities for Congress and the White House. Katie Fite, an ecologist with the nonprofit Wildlands Defense in Boise, calls it the “Welfare Rancher’s demand letter.” “The Big Hats basically want super-duper extra special status for every welfare ranching permit holder,” she told me in an email, “because if you have herds of cows or sheep you are a Lord.” Among the common demands: the general annihilation of prairie dogs, a keystone species already 98 percent gone throughout the West but which ranchers still consider a pest; the stripping of Endangered Species Act protections for the trifling number of remaining grizzly bears and for “all species of wolves” in the United States; and rollbacks of key provisions of the National Environmental Policy Act, which requires environmental impact assessments of all commercial activities on federal lands, including ranching operations. The Public Lands Council has also sought to amend the Wild Free-Roaming Horses and Burros Act so that wild horses can be killed because they compete for forage with cows. “They want wild horses in the West pretty much GONE,” Fite wrote me. “The Endangered Species Act rendered meaningless/GONE. They want a free hand to grossly pollute water. They attack just about everything good or positive with public lands and the environment.”

Here is a combined summary of all the updates from the Politico articles I checked:
The Republican-led "megabill" (also referred to as the "One Big Beautiful Bill") is facing numerous challenges and undergoing significant revisions due to rulings by Senate Parliamentarian Elizabeth MacDonough and internal disagreements within the GOP. Republicans are pushing to pass this comprehensive domestic policy bill—which includes tax, defense, energy, immigration, and health care provisions—before a self-imposed July 4 deadline, using the budget reconciliation process to bypass a Democratic filibuster.
Key Challenges and Parliamentarian Rulings:
Medicaid Provisions: The parliamentarian has dealt a major blow to the GOP's health care plans by ruling that several key Medicaid provisions cannot pass with a simple majority. This includes a plan to reduce Medicaid costs by cracking down on state provider taxes, which was expected to generate substantial savings, and proposals to exclude undocumented residents from Medicaid. We are already over 20 sign ups, thank you for the interest so far!
As of now the scope of the project based on interest check:
This will be a W.BG only zine.
There will be no strict theme! So long as you keep it “in universe” you can do whatever you like! Our plan is to include as many different characters and scenes as possible. Canon ships are all welcome!
We’ve had mostly artist sign-ups so far, more writing options would be great! Reminder that we’re accepting fiction as well as non-fiction for this project! (Meaning you can get meta and write an essay on the music in the show if you want!)
We want to be as clear as possible as to what this project will entail, but since we want to leave it open to anyone doing anything it’s hard to nail down! If you have any direct questions on what will be welcome we will be happy to answer!
As of now, every person who’s signed up will be making it into the project - we estimate every person who signs up will be accepted to at least 1 role.
We’re still looking for moderators! There’s been a lot of interest but not a lot of applications! The more mods we have the more people can join as well!

Is classic game porting/remastering becoming its own specialization? What I mean is, of course it's happening more these days, so/but is space growing to be someone who specializes in these projects? Or is it still niche enough that the small number of teams/staff who do it will continue to do it?
The answer here is "kind of". Here's the main issue - game development is expensive. AAA studios are expensive and cost a lot to run, assigning a AAA studio a remake/port project is not really worth it when compared to the estimated return on investment. Instead, what game publishers often do is contract out the remakes/port job to an independent third-party studio. This has two major benefits.

First, it costs notably less than the publisher putting their own internal AAA studios on it. When you're doing a remake/port, you often don't need super high fidelity assets or extremely large scope - the majority of the gameplay design and systems already exist. Contracting the project out to an external studio means the publisher can just pay a flat amount and doesn't have to worry about things hiring new people, handling benefits, setting up the studio, etc. The external studio gets to do that, and often has their own stuff in place already. This works very well for the independent studios too - they can take jobs like this in order to pay the bills and fund their own game development. Behaviour, independent developer of Dead by Daylight, also has a second team that does work like porting and remakes/ports for other studios. Their porting and remake team provides the income to keep the studio afloat during leaner times.

Second, it allows the publisher to give these external studios a chance to prove themselves - can they deliver a promised project in time, budget, and quality? If they can, this studio may be worth acquiring or working with again. The Legend of Zelda: Echoes of Wisdom was developed by Japanese independent studio Grezzo, but this is far from their first game for Nintendo. They ported Ocarina of Time 3D, Majora's Mask 3D, and Luigi's Mansion for the 3DS, and they did the port for Link's Awakening to the Switch. The team that built Sonic Mania first proved themselves to Sega by doing iOS ports of Sonic CD, Sonic 1, and Sonic 2 before being given the Sonic Mania project.

With these two reasons in mind, doing remakes/ports do two things. First, they can earn money to pay the bills in a situation where it isn't worth it for the publishers to build them internally, allowing these studios to build their own projects or just have a more stable sustainable situation. Second, it provides a "minor league" situation where these external studios can prove their ability to the publisher in a lower-stakes situation in order to be entrusted with a higher and more interesting project later. As long as remakes and ports of games continue to do well, this kind of work will be in demand.

Heart Heist: The Zine Update 1.1 Out Now!
While work on the Complete Edition continues, Heart Heist: The Zine has also received its first major update!
Now that I understand itch's platform a bit better - as well as the scope of this project - it no longer seems correct to update the zine itself directly into the Complete Edition. I think it makes more sense to split Heart Heist into two bespoke editions: the cheap, easy to distribute, lowest-possible-barrier-of-entry Zine Edition; and a Complete Edition that is free to grow into whatever it ends up becoming. I don't want anyone who supported this project already to feel cheated out of the Complete Edition, which is why anyone who purchased (or purchases) the Zine Edition on itch will get $5 (the full price of the zine) off of the Complete Edition when it releases.
This does not mean that the zine is an unfinished version of a full game. Now it is quite the opposite - it is its own, complete thing (and has had its release stats on itch updated accordingly). It has everything you need to play, and can stand on its own. Some might come to call it a "rules-lite" version, and while I don't want to fall into the rabbit hole of definitions, it is looking very likely that the Complete Edition will have at least three more mechanics than its zine counterpart. Some players might even come to prefer one version over the other - relative simplicity and ease of use vs. mechanical depth and additional useful tools. Only time and continued development will tell.
While the Zine Edition obviously won't have everything the Complete Edition will have in it, it will still benefit from some of the updates work on the Complete Edition produces - such as the changes that released today!

As he vowed to do on X, Rep. Kevin Kiley, R-Roseville, on Wednesday announced he is introducing legislation to eliminate federal funding for the California High-Speed Rail Authority, which seeks to build a high-speed rail line from Los Angeles to San Francisco.
The line would start with the much more modest route of Merced to Bakersfield.
The project has already spent around $6.8 billion in federal dollars and is seeking an additional $8 billion from the U.S. government. Kiley’s bill would make the California high-speed rail project ineligible for any further federal funding.
Kiley is working in tandem with billionaires Elon Musk and Vivek Ramaswamy, both of whom were tapped by President-elect Donald Trump to co-chair a Department of Government Efficiency.
The DOGE, as they are calling it, isn’t really a department, and any recommendations they make would have to be approved by both Trump and the GOP-controlled Congress, but it does have a goal to eliminate vast swaths of federal spending and bureaucracy.
In a statement Wednesday, Kiley called the California high-speed rail project a failure due to “political ineptitude,” and added that “there is no plausible scenario where the cost to federal or state taxpayers can be justified.”
“Our share of federal transportation funding should go towards real infrastructure needs, such as improving roads that rank among the worst in the country,” he said.
Kiley sits on the House Transportation and Infrastructure Committee, which is controlled by Republicans who long have been critical of the project. Should Kiley’s bill pass the House, it would also need to be approved by the Senate, where Republicans hold a 53-seat majority, and be signed by Trump.
That’s likely to be difficult, though, because it would probably take 60 votes to limit debate and both of California’s U.S. senators are Democrats.
The Bee has reached out to the California High-Speed Rail Authority for comment.
In a previous statement to The Bee, authority spokesperson Toni Tinoco said that the agency “continues to make significant progress.”
Tinoco pointed out that the project has been environmentally cleared for all but 31 miles between L.A. and San Francisco, making the project “shovel-ready for future phases of investment.”
Tinoco also pushed back against statements by Kiley and the DOGE about how the project has been beset by both delays (it was initially estimated to be complete by 2020) and massive cost overruns (ballooning from an initial cost estimate of $45 billion to as much as $127.9 billion).
“It did not account for inflation or any unknown scope, a lesson learned as our estimates now account for inflation and project scope, helping explain cost difference,” Tinoco wrote.

Where does that leave the U.S. Navy and the most critical U.S. foreign-policy imperative: deterring a war in the Pacific?
As evidenced by the Biden administration’s latest budget request, fiscal constraints are forcing the Navy to cut procurement requests, delay modernization programs, and retire ships early. The Navy’s budget for the 2025 fiscal year calls for decommissioning 19 ships—including three nuclear-powered attack submarines and four guided-missile cruisers—while procuring only six new vessels. The full scope of what military analysts have long warned would be the “Terrible ’20s” is now evident: The expensive upgrading of the U.S. nuclear triad, simultaneous modernization efforts across the services, and the constraint of rising government debt are compelling the Pentagon to make tough choices about what it can and cannot pay for.
Workforce shortages and supply chain issues are also limiting shipbuilding capacity. The defense industrial base is still struggling to recover from post-Cold War budget cuts that dramatically shrank U.S. defense manufacturing. The Navy needs more shipyard capacity, but finding enough qualified workers for the yards remains the biggest barrier to expanding production. The shipbuilding industry is struggling to attract talent, losing out to fast food restaurants that offer better pay and benefits for entry-level employees. At bottom, it is a lack of welders, not widgets, that must be overcome if the U.S. Navy is to grow its fleet.
Instead, the shipbuilding outlook is progressively worsening. An internal review ordered by Navy Secretary Carlos Del Toro in January found that major programs, including submarines and aircraft carriers, face lengthy delays. Even the Constellation-class frigates, touted as a quick adaptation of a proven European design, are delayed by three years.
As defense analyst David Alman outlined in a prize-winning essay for the U.S. Naval Institute’s Proceedings, the United States simply can’t win a warship race with China. The United States effectively gave up on commercial shipbuilding during the Reagan administration in the name of free trade. In the decades that followed, generous state subsidies helped China dominate commercial shipbuilding, and Beijing’s requirement that the sector be dual-use resulted in an industry that can shift to production and ship repair for the military during a conflict, much as U.S. shipyards did during World War II. The U.S. Office of Naval Intelligence estimates that China now has 232 times the shipbuilding capacity of the United States. China built almost half the world’s new ships in 2022, whereas U.S. shipyards produced just 0.13 percent.
Rebuilding the arsenal of democracy that anchored the U.S. victory at sea 80 years ago won’t happen overnight or cheaply—it is a generational project. The 20-year Shipyard Infrastructure Optimization Program aimed at upgrading dry docks, facilities, and equipment will end up costing well over the projected $21 billion. But the plan is only intended to maximize existing U.S. industrial capacity and won’t do much to close the enormous shipbuilding gap with China. That would require a reconstitution program on par with the series of maritime laws passed after World War I, which supported the expansion of an industrial base eventually capable of turning out thousands of carriers, destroyers, submarines, frigates, and cargo ships for the Atlantic and Pacific fleets.
Realizing that U.S. shipyards are stretched thin, policymakers have begun looking abroad. Del Toro encouraged South Korean companies to invest in U.S. naval shipping during a visit this year. Japan will likely begin performing repair and maintenance work on U.S. warships soon; India agreed to do so last year. These initiatives will alleviate the increasing maintenance backlog at U.S. facilities, but it would take a large share of the combined Japanese and South Korean shipyard capacity to fundamentally alter the growing disparity between the U.S. and Chinese fleet size in the Western Pacific.
Ships are not all comparable, of course. U.S. warships are heavier and more capable than China’s, although a dearth of logistics vessels and sealift capability are major concerns. Still, the current era of missile warfare has magnified the importance of fleet size.
Without enough ships to match the Chinese People’s Liberation Army Navy, what can the United States do to maintain conventional deterrence in the Pacific and prevent war? At least two big things: buy missiles and cut back on missions.
First, to manage risk in the short term, the Navy and the other services need to rapidly procure more munitions—focusing on weapons and capabilities, not the platforms that carry them.
The Russia-Ukraine war has military planners thinking less about short, quick conflicts and more about long wars and their vast need for materiel. What holds for depleted stocks of land-based artillery also holds for many of the weapons needed for a war at sea. A much-publicized 2023 wargame conducted by the Center for Strategic and International Studies found that the United States would run out of its entire inventory of the key Long Range Anti-Ship Missile within the first few days of a war over Taiwan. Ramping up the procurement and production of these munitions, as well as Joint Strike Missiles, Standoff Land Attack Missiles, and Harpoon missiles will enable U.S. airpower to help even the odds in the Pacific.
Anti-ship systems operated by the Army and Marines could also complement the other services’ firepower. However, the deployment of ground-based missiles will require allies’ consent. To date, no Asian allies of the United States have volunteered to permanently host U.S. missile batteries, due to political sensitivities and the fact that these countries already have such weapons of their own.
Innovation and creativity could further augment U.S. naval power. Retired U.S. Marine Col. T.X. Hammes, a fellow at the National Defense University, has urged the Navy to convert commercial container ships into warships capable of launching missiles, which would add a tremendous volume of firepower at a bargain price. These “missile merchants” would also require significantly less manpower than traditional warships do, a major consideration given the Navy’s struggle to fill existing billets.
Policymakers also need to make hard choices and limit naval deployments. Though the Navy is shrinking, its missions aren’t. A high operational tempo, manpower shortfalls, and an aging fleet are fueling a readiness crisis that is burning out sailors and ships.
Addressing the readiness crisis requires taking a hard look at which missions are essential for U.S. security and which aren’t. As former Deputy Defense Secretary Robert Work has written, since the fall of the Soviet Union, the Navy has spent 30 years prioritizing global presence over warfighting readiness. The deadly Pacific ship accidents in 2017 involving the USS Fitzgerald and USS John McCain were directly attributable to this unsustainable mania for global presence, according to a Navy review.
The preeminence of presence missions also has more subtle consequences. After 20 years of largely uncontested deployments to the Middle East, the U.S. Navy now has an opponent who shoots back: Yemen’s Houthis. But increased experience in missile and drone defense is outweighed by a deleterious drain on precision munitions. In the conflict with the Houthis, the Navy burned through more Tomahawk land attack missiles in one day than it purchased in all of 2023. Meanwhile, the Houthis can replace all equipment destroyed by U.S. attacks with just two shiploads from Iran, according to Gen. Michael Kurilla, the head of U.S. Central Command.
The costs of maintaining global presence are magnified by the state of Navy recruiting and retention. The service’s recruiting woes are undeniable. The Navy missed all of its recruiting goals in 2023, some by as much as 35 percent. The service projects a shortfall of 6,700 recruits this year, according to its chief personnel officer.
Like the rest of the all-volunteer force, unprecedented recruiting headwinds mean manpower shortages will remain a persistent challenge for the Navy. Absent any change in operational tempo, sailors will work harder, deploy more frequently, and leave the service in greater numbers—ensuring a downward spiral for both manning and readiness.
The United States can’t match the size of China’s fleet in the near or medium term. Deindustrialization, poor procurement choices, and a myopic fixation on the U.S. presence in the Middle East have seen to that. All that said, the U.S. Navy still retains several significant advantages in a potential conflict with China: submarine dominance, overall tonnage, blue-water experience, and support from capable allies. A major increase in joint munitions purchases and an end to the readiness drain of presence deployments to secondary theaters will enhance the Navy’s edge during the potential peak window for a Chinese move on Taiwan over the next decade. The alternative is grim. If conventional deterrence fails, it risks military defeat for the United States or something even more dangerous: nuclear confrontation between the world’s two superpowers.
