The so-called Department of Government Efficiency (DOGE) is starting to put together a team to migrate the Social Security Administration’s (SSA) computer systems entirely off one of its oldest programming languages in a matter of months, potentially putting the integrity of the system—and the benefits on which tens of millions of Americans rely—at risk.
The project is being organized by Elon Musk lieutenant Steve Davis, multiple sources who were not given permission to talk to the media tell WIRED, and aims to migrate all SSA systems off COBOL, one of the first common business-oriented programming languages, and onto a more modern replacement like Java within a scheduled tight timeframe of a few months.
Under any circumstances, a migration of this size and scale would be a massive undertaking, experts tell WIRED, but the expedited deadline runs the risk of obstructing payments to the more than 65 million people in the US currently receiving Social Security benefits.
“Of course, one of the big risks is not underpayment or overpayment per se; [it’s also] not paying someone at all and not knowing about it. The invisible errors and omissions,” an SSA technologist tells WIRED.
The Social Security Administration did not immediately reply to WIRED’s request for comment.
SSA has been under increasing scrutiny from president Donald Trump’s administration. In February, Musk took aim at SSA, falsely claiming that the agency was rife with fraud. Specifically, Musk pointed to data he allegedly pulled from the system that showed 150-year-olds in the US were receiving benefits, something that isn’t actually happening. Over the last few weeks, following significant cuts to the agency by DOGE, SSA has suffered frequent website crashes and long wait times over the phone, The Washington Post reported this week.
This proposed migration isn’t the first time SSA has tried to move away from COBOL: In 2017, SSA announced a plan to receive hundreds of millions in funding to replace its core systems. The agency predicted that it would take around five years to modernize these systems. Because of the coronavirus pandemic in 2020, the agency pivoted away from this work to focus on more public-facing projects.
Like many legacy government IT systems, SSA systems contain code written in COBOL, a programming language created in part in the 1950s by computing pioneer Grace Hopper. The Defense Department essentially pressured private industry to use COBOL soon after its creation, spurring widespread adoption and making it one of the most widely used languages for mainframes, or computer systems that process and store large amounts of data quickly, by the 1970s. (At least one DOD-related website praising Hopper's accomplishments is no longer active, likely following the Trump administration’s DEI purge of military acknowledgements.)
As recently as 2016, SSA’s infrastructure contained more than 60 million lines of code written in COBOL, with millions more written in other legacy coding languages, the agency’s Office of the Inspector General found. In fact, SSA’s core programmatic systems and architecture haven’t been “substantially” updated since the 1980s when the agency developed its own database system called MADAM, or the Master Data Access Method, which was written in COBOL and Assembler, according to SSA’s 2017 modernization plan.
SSA’s core “logic” is also written largely in COBOL. This is the code that issues social security numbers, manages payments, and even calculates the total amount beneficiaries should receive for different services, a former senior SSA technologist who worked in the office of the chief information officer says. Even minor changes could result in cascading failures across programs.
“If you weren't worried about a whole bunch of people not getting benefits or getting the wrong benefits, or getting the wrong entitlements, or having to wait ages, then sure go ahead,” says Dan Hon, principal of Very Little Gravitas, a technology strategy consultancy that helps government modernize services, about completing such a migration in a short timeframe.
It’s unclear when exactly the code migration would start. A recent document circulated amongst SSA staff laying out the agency’s priorities through May does not mention it, instead naming other priorities like terminating “non-essential contracts” and adopting artificial intelligence to “augment” administrative and technical writing.
Earlier this month, WIRED reported that at least 10 DOGE operatives were currently working within SSA, including a number of young and inexperienced engineers like Luke Farritor and Ethan Shaotran. At the time, sources told WIRED that the DOGE operatives would focus on how people identify themselves to access their benefits online.
Sources within SSA expect the project to begin in earnest once DOGE identifies and marks remaining beneficiaries as deceased and connecting disparate agency databases. In a Thursday morning court filing, an affidavit from SSA acting administrator Leland Dudek said that at least two DOGE operatives are currently working on a project formally called the “Are You Alive Project,” targeting what these operatives believe to be improper payments and fraud within the agency’s system by calling individual beneficiaries. The agency is currently battling for sweeping access to SSA’s systems in court to finish this work. (Again, 150-year-olds are not collecting social security benefits. That specific age was likely a quirk of COBOL. It doesn’t include a date type, so dates are often coded to a specific reference point—May 20, 1875, the date of an international standards-setting conference held in Paris, known as the Convention du Mètre.)
In order to migrate all COBOL code into a more modern language within a few months, DOGE would likely need to employ some form of generative artificial intelligence to help translate the millions of lines of code, sources tell WIRED. “DOGE thinks if they can say they got rid of all the COBOL in months, then their way is the right way, and we all just suck for not breaking shit,” says the SSA technologist.
DOGE would also need to develop tests to ensure the new system’s outputs match the previous one. It would be difficult to resolve all of the possible edge cases over the course of several years, let alone months, adds the SSA technologist.
“This is an environment that is held together with bail wire and duct tape,” the former senior SSA technologist working in the office of the chief information officer tells WIRED. “The leaders need to understand that they’re dealing with a house of cards or Jenga. If they start pulling pieces out, which they’ve already stated they’re doing, things can break.”

anon, there would still be a great deal of infrastructure and projects in need of management post-capitalism. do you know how many people there are in, like, one single city?
there would also still be associations, and bureaus, and committees, and clubs, and schools, and many many more things that would still need people to help manage them. that's what "Society" is. and that management would still likely come in the form of paperwork and correspondence and database maintenance and public relations, which are all things i currently do at my job. ya know, as a Business Woman.
even if there was no more money, there would still be Women who take care of Business, and it is not inherently pro-capitalist for me to enjoy presenting myself as such.

a/n: i got sooooo carried away with this one, i also am a very anxious person so this really resonated with me. i know you asked for hcs but i hope you like the interaction i included in the second half of the work! i felt it did more justice to what i wanted to get across than headcanons would have achieved. regardless please enjoy and thank you SO much for requesting! feel free to shoot me another any time :D
☆ Connor, being the analyzer and astute observer that he is, picked up fairly quickly on your anxious tendencies. He saw the misplaced look on your face when you zoned out into moments of overthinking, the trembling breaths you would take while out with him as you navigated through massive crowds, and the way you would constantly apologize for everything (even if you had done nothing wrong). He came to a quiet understanding of what would trigger your nervousness and vowed to himself to never put you into situations that made you uncomfortable if he could help it.
☆ He would initially spend a good portion of his free time away from you studying up on everything there is to know about your specific needs. He would be up at night while you were sleeping and read countless research articles and journals from accredited sources to better understand how to help you. He wasn’t going to treat you, obviously, but he wanted to explore every inch of his database to help make your days just a more manageable, even just a little! No stone left unturned, as they say.
☆ One facet of this that he makes sure to pay extra special attention to is the issue of infantilizing people with disabilities. He’d pull up a few resources about how this pertains to anxiety disorders specifically and commit to memory exactly what he shouldn’t do or say. Not that he had any intention to in the first place, he just has never been in such close relation to someone this anxious before and doesn’t want to make any inaccurate assumptions! Who knows, this information could also come in handy when he’s out in the field with the DPD. It’s a win-win, really. 
☆ Of course, he’s never going to know what it’s truly like to experience something like this, so he is going to turn to you for information as well. The only problem is that he is never sure when the right moment should be. He doesn’t want to overwhelm you with the spotlight of airing out every single thing that bothers you and what he can do to help which could potentially make things worse. So, one night, he predicts his chances of success and asks you a question while you’re cradled in his arms. The bet has been placed and he supposes there’s no use going back now. “Do you think…” He swallows, taking a moment to ensure that his wording is right. “Do you think there is anything I can do to help you feel less… uneasy about things?”
☆ You turn your face to look at him and he has trouble recognizing the expression on your face. His thirium pump beats just a little bit faster, afraid that he has upset you. And in this moment, for a split second, he feels just a sliver of how it must feel for humans who experience this as their baseline anxiety levels. He makes a note of this for later. You blink at him, eyes searching for a potential hidden meaning behind his inquiry. A small voice pesters in the back of your mind: What if he has other motives? What if he plans to use this against you? You can’t know for sure. “What do you mean?” The question is honest and you are preparing for any and all possible outcomes, as utterly exhausting as it sounds. 
☆ Connor lays his head back on the pillow. “I have noticed that your adrenaline and cortisol levels are elevated in certain situations, much higher than necessary. Your body shakes, your breathing is shallow, and you are very easy to startle at times.” He reaches up and places a hand on top of your head, stroking with his thumb. “It saddens me to see you in ‘fight or flight’ as often as you are, and I was wondering if there was a way for me to help you work through those instances. Even a little bit.” Ever since Connor became deviant, he has grappled heavily with developing human-like emotions and deciphering their underlying meanings. Every time he feels like a disservice when you become anxious, a pang of guilt reverberates through his chest knowing that he is ill-equipped for the situation. And he’s discovered that the root of this feeling is love. He loves you. He loves you and he wants to see you smiling, to see you relaxed and feeling safe. 
☆ You wish you had all of the answers. You wish you could give him an itemized list of everything that helps you feel less anxious, down to the smallest detail. But you don’t. It is incredibly difficult to pinpoint what exactly it is that helps you come back to earth and the truth of the matter is that most of the time nothing seems to truly work. Your mind is a raging ocean and you are floundering in the middle of it, lost and unsure. You don’t know what to say to him. Would you be disappointing him by saying you didn’t know? What if he gets upset at not having the answers he seeks? And so, you take a chance. You turn to look up at him from your place in his arms, eyes already glossing with the fear of the unknown. “I don’t know.” You brace yourself for his reaction. 
☆ Connor looks down at you for a beat, silent. His LED flickers as he processes your confession. “That’s okay.” He presses a kiss to the top of your head as his eyes flutter shut. “I’ve learned countless new notions about the human experience, one of them being not knowing everything. It’s been hard for me to come to terms with, too.” Sure, he may be a living computer with the capabilities to answer any question thrown at him, but there are plenty of human-like experiences that are completely foreign to him. How can he comfort a freshly-widowed mother out in the field, grieving the loss of her wife? How does he know what jokes he should laugh at in social gatherings? What can he do to help the one human who makes all of these frightening new feelings bearable?
☆ “But I want you to know that you don’t have to face this alone. I will always be here for you, no matter what. We can work through this together. We can figure out new strategies to help you cope. I am prepared to do whatever it takes to ensure that you feel secure and grounded wherever you are. Even when I can’t be there.” Connor bristles at the thought of being separated from you but he knows it is necessary sometimes. Maybe he has his own anxieties he needs to work through. “Regardless of where your life journey takes you, I will stand by your side through it all. I promise you.” It isn’t easy for Connor to be vulnerable like this. He is used to keeping anything that didn’t contribute to accomplishing his mission to himself. But since his relationship with you began, he has been introduced to this new side of him that wants to share. He wants to bring down his walls around you. 
☆ Listening to Connor pour his heart out to you could have made you weep on the spot. But it didn’t. He related to you, he tried to put himself in your shoes and make you feel seen. And in this moment, you don’t feel your heart racing. You don’t find a struggle in taking a deep breath. You feel your ribcage expand and relax without trembling. It’s peaceful. It’s good. You realize that maybe, just maybe, Connor understands what you’re going through because he experiences it too. This arduous battle with your mind does not have to be carried by the strength of a single person. There can be room for two.

Earlier this week, a prominent venture capitalist named Geoff Lewis — managing partner of the multi-billion dollar investment firm Bedrock, which has backed high-profile tech companies including OpenAI and Vercel — posted a disturbing video on X-formerly-Twitter that's causing significant concern among his peers and colleagues. "This isn't a redemption arc," Lewis says in the video. "It's a transmission, for the record. Over the past eight years, I've walked through something I didn't create, but became the primary target of: a non-governmental system, not visible, but operational. Not official, but structurally real. It doesn't regulate, it doesn't attack, it doesn't ban. It just inverts signal until the person carrying it looks unstable." [...] Social media users were quick to note that ChatGPT’s answer to Lewis' queries takes a strikingly similar form to SCP Foundation articles, a Wikipedia-style database of fictional horror stories created by users online.
While I think it is more like an SCP foundation it is not entirely unlike a Qanon drop, perhaps speaks to the convergence there.
