There's nothing but dead men with bullet holes in them left up there. The man sputters something about a dock warehouse, before he quickly slits his throat, dropping his body at his feet. He doesn't say anything, just wipes his blade on his vest before moving onto the next henchmen he's got. "Docks—how many there and who's with him?"

[Someone's near. They tripped one of the lasers around the perimeter.]

Micro chirps in his mic, Frank grits his teeth. There's only a few heroes that roam around Gotham, and he finds them all equally annoying.

He quickly guts the man in his grasp and drops him, too. "Come out." He quickly brings out his gun and points it in the dark.

"If you're one of the bat brats, I'm gonna have to tell you—you're too late."

To start having access to superpowers in dreams:

note: this kind of. requires your dreams to already be... semi-lucid? well. you need to be aware, at least. enough to remember it, i suppose. also. i rely heavily on having a vivid visual imagination.

(0) i was taught in a dream how to fly by a four-winged angel behind an apartment complex. this isn't really relevant, it's just how i got started. they said it would be easier with practice.

(1) daydream. i don't think your unconscious mind can really tell the difference between real memories and daydream content when it's trying to construct a Situation, so, start adding associations. imagine yourself using the superpower. i shored up flying with it, but i also added lobbing fireballs later. and telekinesis. so you can definitely add things you weren't taught with this. whatever you want, really. it doesn't matter that you know perfectly well it's not possible. dream-you will not be as well-informed! keep at it until it's picked up by a dream.

(2) it's ok if it turns out weak. listen, you don't have that much control over what your dream-you does. if you wake up and are disappointed that say, your flight fizzled as soon as you thought too hard about it, well, chin up! that it worked at all means you have a foot in the door, because you can now start you I Know For Sure It's Possible Now! evidence pile. it'll get easier.
