The boring answer is she probably sends them to train and hone their skills with the Regulators until they can pass the test and earn their bracers. But the funnier answer is that they die during the test and she feeds their memories to Junior so nobody even remembers that they were ever there.

Stupid question but what was Lucretia’s plan if someone failed the test of initiation? Bc you have to be inoculated first. Was she going to kill them? Or like send them to the prison? Or if you failed would it be because the trolls killed you?
