There was an interview included in the JP booklet. Other than one question, the rest is just yap about Miraculous (not the PV specifically), so I’ll just briefly state the points that is related to the PV.
> As part of the effort (to create a new animated series called ‘Ladybug’), Toei produced a traditionally animated pilot film in 2012
> The pilot was likely used as a sample/ to pitch the entire series as a whole
> Based on the preferences of French broadcasters, the animation style was changed to CGI.
Well, the information isn’t exactly new.

You didn’t have to, but thank you! I am still fully confident the art is not official because I can separate fanart of my guy from the official stuff from a mile away, but that’s just my own ego speaking LOL.
As for the point you made, it IS true his bangs overlap in that specific poster, and a rare few others where he’s in motion. BUT it is very clear his bangs ‘end’ the moment the longer side of the bob touches it. On the other hand, the bangs for this is placed OVER instead of under, which is a very common choice/ ‘mistake’(?) artists do when drawing Shinji.

There’s also a small tuff of hair that I believe official artists would not draw on Shinji because it’s not his hairstyle, which is iconically a flawless looking bob.
Not only that, Shinji is the most plain, without any small quirks on his uniform that hint to his uniqueness, unlike some other characters. Which is very suspicious, as Shinji’s whole shtick is that he’s into fashion. So if this was official, I wonder how it even went past sketching phrase. Not even a ring on his finger? Really?
There are many small details (eyebrows, smile, eyes, etc) which just tell me it’s just a very very well done imitation of Bleach’s anime style. Whether it’s fanart on the web, or a commission by the company, I don’t know yet. But official? Definitely not. I would wonder how this company managed to get its grubby hands on the design and not others as it doesn’t show up anywhere else. It’ll also be careless of the Bleach team for a design like that to be leaked.
I just know that the artificial inclusion of Shinji makes a lot of sense if they want to fill out the set to 9, which is the most common number of cards in a set to make.
The art is gorgeous like you said, which was why I was pretty determined to prove its origins haha.
The High School Warfare cut Shinji Hirako so I'm sharing this here:

I was MYSTIFIED when I happened to stumble across this on eBay, because I totally loved the initial High School Warfare and read the visual novel when it came out initially (only in Japanese, sorry!) and SHINJI WAS NOT EVER A PART OF IT THAT I REMEMBER.
So, here. High quality 600dpi scans of possibly the rarest Shinji official art I've ever seen, because I can't even FIND this again with google lens. This fricking artwork is just not on the internet.
But wait, you say. How do we know this is official card art?
Well, there's others in this series that I can find:

The foil on Shinji's card doesn't show up well on the scan, but it's absolutely the same gold foil/print quality as these others.
I am mystified why he got cut from the original lineup of characters. Did I miss something? Am I going insane? He definitely wasn't in the OG webfic, right?
Also, if you look at the numbering, Shinji is BL01-PR09, and we know who 3 through 6 are here. So I'm wondering who 1, 2, 7, and 8 are... probably Uryuu, Gin, Yumichika, and Kensei, since they were originally in the webfic.
I can't believe they cut Shinji. Can you imagine him as the homeroom teacher to these delinquents? PEAK CINEMA. @pinguwuuuu @whitefoxfiction @darthwhorecrux

I FOUND THE SOURCE OF THE CARD
Didn’t take me long because I knew I recognised the style of card.
It is by 优卡 or KAYOU, a very large card making company based in China
They basically churn out cards in masses. Sometimes, they manage to acquire the license of the series. Most of the time, they don’t.
As you can see, our beloved delinquent Shinji is right there, belonging to the TYBW Bleach series of youka cards.

As for artist, I wouldn’t be surprised if the company hired an artist just to complete the set of 9. While I’ve seen the company steal official art, I’ve never seen them do it with fanart (unlike other China card companies).
Other examples below. Art seems unique.

Mystery Solved
I don’t play with that bowl cut blondie

i hate to be a wet blanket but I don’t think this is official.
(I didn’t include pics of examples because it’s too much of a hassle, but I will if someone requests of me to do so.
Why the card is not official
- There is no small text on the card. Most official trading cards will contain something at the side which mentions copyright and stuff. Based on the given scans, this has nothing on it.
- The text is in mandarin , not Japanese, even though Kanji borrows a lot of chinese characters. While the top “Gotei High School” Is in Japanese, the bottom text is: “学校证” instead of “学生証”.
- Small thing, but in official merch, Toshiro’s name is written as “Toushiro”, but in the above it’s “Toushirou”.
Clearly, this is one of the many knock-off cards from China.
Why the art is also not official:
- Shinji’s hair in official art (as far as I can tell) is ALWAYS drawn with the bowl cut overlapping his bangs, not his bangs overlapping the bowl cut. It’s the other way round for this Shinji.
- The scratches are too thick and deep red, at least it looks to me that way.
- Hair too long. It clearly is using the TYBW design, but it extends slightly beyond his chin, when it should be just at the border or higher.
- Wrongly drawn smile. Shinji has a longer mouth, and when he’s drawn with that iconic smile, when the top line meets the bottom, it should curve up smoothly instead of stopping there.
Of course, it can be just artist inconsistencies or changes. But the fact it doesn’t line up with many official art, is a bit strange.
As for the art itself, there’s a few reasons why it can’t be found:
- Google lens suck. It doesn’t work very often. So do many other image search engines.
- Uploaded on Pixiv, or another site that doesn’t run on English servers. Fan art from Pixiv and Weibo, in my experience, doesn’t show up on search engines often. This could also explain why it wasn’t uploaded on Pinterest, a platform that is mostly English/ Western users.
- User vanished from the internet and deleted all their works. Always happens. If not reuploaded somewhere else, it could vanish super easily.
So there’s my analysis. I really like the art so I do want to find the original if possible. But I’m very certain it is NOT official, the card or art.
