People like to complain about Boltguns, and how, in the game, it's stupid that this super awesome heavy penis extension assault rifle, that fires exploding projectiles has no Armour Penetration.
The thing is, if we took today's most advanced body armour that soldiers wear, and put it in the 40k universe, it would be called Flak Armour and it would fail two thirds of the time VS AP0; a 5+ Save.
Boltguns have no AP cos modern body armour has bucklies chance of stopping a direct hit in this game.
By the time we start talking 4+ Saves we're getting into full body carapace armour, like a mediaeval knight wearing kevlar and titanium. This still has a 50% failure rate VS a Boltgun.
3+ Save and we're talking about that suit of armour that crazy Canadian guy made so he can pet Grizzly Bears, and that will still fail one out of three times VS a Boltgun with AP0.
2+ Save is the best you can get; Terminator Tactical Dreadnought Armour is like wearing a bank safe. But, even when you're wearing it, one out of six times, you're still going to lose an eye when someone pegs a rock at your face.
Armour Saves are scaled to represent today's modern armour piercing bullets as AP 0. A Bolt Shell is exactly that, an armour piercing bullet; it doesn't explode until it penetrates the target, and that explosion is represented by Strength 4.
Yes, this does mean a Lasgun will also defeat modern body armour 2/3's of the time. Strength 3 is plenty; especially when you consider that the strongest, toughest human alive today, would be Toughness 3 in 40k (stop labelling the 40k equivalent of an AK-47 a "flashlight" - you'd die if you were shot with a Lasgun IRL).
AP-1 is Krak Grenade territory; these things are shaped explosive charges, designed specifically to cut through armour with an explosion.
Something that is AP -2, like an Autocannon, is the equivalent of a 20mm armour piercing round; you're gonna have a bad day if you get hit by that, even if you're wearing the body armour John Wick wears.
When we get into AP -3 territory, we're talking about Plasma Guns... Let's not beat around the bush here; Plasma Guns fire suns. Literal spheres of burning hydrogen contained within an electromagnetic field. That's the most 40k thing in existence and if you're wearing anything other than a main battle tank and you get hit by this thing... You're cooked.
AP -4... Yeah nah, go stick your bare head in a blast furnace for all the difference modern body armour will make if you get hit by a Meltagun.
AP-5... What IS the dress code for standing in front of an industrial laser cutter?
TLDR: Boltguns don't need AP; the armour penetration is represented by how terrible even really good armour is at stopping bullets in the game.
I'm fairly certain what these guys did is in direct violation of the Geneva Convention.
