How do you know how much to charge for your services?

This can be a tough question for freelancers. Another tricky question is - how much can you expect to pay a freelancer you are contracting to work for you? For example if you are an artist wanting a writer to write a catalogue essay for you, or get a designer to layout your catalogue.
