Triple Zero (000) rather than 911 naturally, and one of the purposes of fire wardens in Australian premises is to have a plan in place for differently abled people - in consultation with that person to ensure they know what will happen.
The unplanned version is to have them in the fire escape stairs and report as such to the chief warden, either via the Warden Intercom Phone or directly once the fire warden reaches the ground floor reporting their section is clear/refusals to evacuate/assistance required by fire services.
If there are no wardens, absolutely calling 000 and advising of address, and specific location you're stuck in will make ensuring your safety a top priority for responding brigades. It will also provide the crews with additional information, such as any evidence of smoke or heat you as a caller may have seen.
Most alarms are false alarms, but most major non-residential structure fires begin as alarms as well. There is little more concerning to a brigade receiving additional information about multiple calls, and persons unaccounted for.

I had this idea for a looping animation in which a single dot has a pretty long loop, but the animation as a whole is much shorter. Because of the repetition this animation is only 1 second long!
