There are differences in 'a treasure once in a lifetime' and 'a once in a lifetime treasure'.
It's true that it's hard to defy what's different from both sentences, but the more you think about it, the more you'll notice. With both once in a life time meaning the same, they mean different with the way you structure a sentence. This also goes the same way for treausre.
For me, 'a treasure once in a lifetime' sounds like the start of something new and spoken in full enthusiasm, meanwhile, 'a once in a lifetime treasure' sounds like the ending of that something new mostly spoken with sadness; the complete opposite.
It can be either a relationship, a thing, a life, or death. Though for me, it really depends.
