The Imperium should never win.
This is a narrative stance, not a moral one. The whole point of Warhammer 40,000 is that it's already too late, humanity had its chance and blew it. We should be watching the Imperium slowly disintegrate, losing its galactic supremacy piece by piece like the Romans or Ottomans of old. The Imperium is so incomprehensibly vast that we could have them lose a planet every book and still be the largest power in the galaxy, allowing us to watch the Imperium's death by a thousand cuts without excessively changing the status quo. It would really sell the darkness of the whole setting if the writers really went out of their way to show us how the Imperium is failing, and would also serve to dramatically heighten the weight of any victories humanity does manage to pull off.
Also i bet it would be a lot harder for incels to attach their identity to the Imperium if they were constantly suffering gigantic humiliating losses.
I honestly think this would be best if most factions won only when they were the antagonists, to highlight that no one really stands a chance in the grim darkness of the far future (except the T'au, who always win because their narrative purpose is to expose the hypocrisy of everybody else's nihilism).
And nobody should ever beat the Tyranids or Necrons except in very very important narrative climax moments.

Some interesting thoughts on getting hold of books.
I shouldn't be typing this. I'm at work. Anyway.
I like books. I like the feel of a book in my hands. The tactile sensation of turning a page.
I have book marks. One in particular that I bought when I was maybe 12 or 15. It's from the Jorvik viking centre. It's old. The print has almost worn out completely. But I've used it with almost every book I've read since then.
I have no objection to obtaining books digitally. Let's just say the tablet I have didn't come with a guarantee, and leave it at that.
But, I like books.
I'm old. Sue me.

Just finished putting an inquisitor together from spare parts I had laying around. I don't have a name for him but I imagine he belongs to the ordo xenos. Hes a tactician more than anything else, and is often seen as an advisor to various lord generals or other high ranking crusade staff. When things need a finer touch he wont hesitate to suit up in power armor and personally lead a strike team.

Battle of Chapel 16.

Commanders: Sanguinary Priest, Librarian Dreadnought.

Situation:
A small chapel under the care of the order of the Sacred Rose has been under siege by heretic forces for three weeks. After reports of Heretic Astartes in the area the decision was made to evacuate the remaining Sororitas garrison. Before the evacuation could be carried out the chapel came under heavy assault and contact was lost. A contingent of the Lamenters 4th company was quickly dispatched to aid in the Sisters retreat, and crush any remaining traitors.
Led by a Sanguinary priest and ancient librarian dreadnought the marines approached the seemingly abandoned chapel ruins.
Battle Report.
Arriving at the operations area the librarian dreadnought sensed the presence of warp taint hidden in a ruined building, and quickly drew on his power to charge forward and engage the traitors, thwarting their attempted ambush. Manifesting wings the dreadnought easily leapt over the ruined building and engaged the helbrute on the other side. The foul helbrute was quickly crushed beneath the feet of the heroic dreadnought, and then finished off with a strike from his force halberd.
Realising their plot had been discovered, the heretics quickly appeared from the surrounding ruins and fired on the approaching Lamenters. The Marines suffered 1 casualty to a plasma gun shot, and the Librarian took minor damage from Autocannon rounds. As the Lamenters charged forward, the remaining Battlesisters took note of the distant bolterfire and decided to attempt a breakout charge. Leaving the chapel ruins they fired as they advanced on the heretic forces running to meet them. The dreadnought continued to rocket ahead on its manifested wings, and added its heavy flamer to the sisters volley of bolter fire, though the barrage had little effect on the power armored legionaries. At the same time the Suppressor squad shot forward to meet with the dreadnought, firing at the Alpha legion Havocs as they passed. The traitors took cover and the autocannon rounds bounced harmlessly off the ruins.
The dreadnought then charged the traitor lines, smashing into them and killing several with ease.
A traitor champion then emerged from the carnage and engaged the dreadnought with a power weapon, further wounding the venerable warmachine. Victory seemed assured for the Lamenters, until a squad of Alpha Legion terminators teleported in, and with one withering volley brought the ancient librarian to his knees, and ended his centuries of service. The traitor lord revealed his presence in the midst of the terminator squad when he fired off a bolt that narrowly missed the Lamenters sanguinary priest. Taking advantage of the sudden shift in the battle, a legionary squad rapidly repositioned and intercepted the Suppressors with an unrelenting storm of bolterfire, instantly cutting down two of the marines. Meanwhile the charging battle sisters were hit by the entrenched havoc squad, and suffered heavy casualties.
Following the success of their volley, the traitor legionaries charged the remaining suppressor. Outnumbered and not equipped for melee, he was quickly overwhelmed by the heretics' blows.
Anticipating an unexpected development such as this, the Lamenters had already prepared a Terminator squad of their own as reinforcements. With a quick vox code sent to the battle barge the armored veterans teleported in, their beacon carried by the fallen dreadnought. The Loyalist terminators immediately unloaded their weapons on the nearby Havoc squad, killing one of the heretics and sending the rest running for cover. The assault intercessors charged forward firing their bolters, hoping to avenge the fallen Suppressors. The sanguinary priest and his guard of intercessors ceased their advance and leveled their bolster, firing across the square at the enemy Terminators. But their rounds bounced harmlessly off the heavy troops. The sisters continued their firing advance, and finished off three more legionaries.
Aided by the sisters covering fire, the terminators charged the now exposed chaos champion. Seeing the charge, the sisters moved forward and the allies linked up. The heretics head was then unceremoniously crushed by a powerfist. At the same time the Intercessors made contact with the legionary squad, and cut down over half their number with chainswords. The legionaries attempted to respond but they were outmatched by the Lamenters bloodlust.
The heretic warlord turned his bodyguard and advanced towards the Lamenter Terminators, who now stood between them and the Battle Sisters. Their barrage of autocannon, bolt, and plasma fire did little to harm the Lamenters, though one brave marine suffered an overcharge shot of plasma.
The now nearly destroyed legionary squad fell back from the assault intercessors and attempted to flee into the ruins, as the Havocs turned and provided covering fire for them. One intercessor was brought down by autocannon fire.
The Chaos Terminators met the Lamenters line and a brutal melee followed. Unaccustomed to fighting other astartes armored as they were, the Lamenters entire Terminator squad was cut down with ease. Overwhelmed by the sight of their allies being slaughtered, the Sisters elected to stand their ground against the approaching heretics. Stubbornly firing their bolters as the hulking heavy infantry moved towards them.
The remaining Lamenters charge forward, desperate to prevent the death of those they were sent to protect. But their efforts are in vain. The distance was too great to cover, and their bolt rounds bounced harmlessly off the thick terminator armor. The sisters continued firing as they met their foes, and made a valiant effort as they fought to the last. But the unaugmented mortals were unmatched by the transhuman giants they faced. Crying out in despair, the now outnumbered Lamenters slowly retreated from the battlefield.

Outcome:
Total Imperial Defeat.
