The Christianity of the 14th century was at the height of its power, and it was terrified. It was terrified of false converts. It was terrified of half-converted peoples who may be practicing pagan rites in secret. It was terrified of sorcerers who might be perverting the sacred rites. It was terrified of the Rabbis and Imams who converted under threat of violence, and might be secretly injecting crypto-jewish or crypto-islamic ideas into the Christian populace, or worse! The clergy! The late medieval Christian understanding of magic was a terribly anxious one. Among other things, this anxiety manifested as witch trials. 
Consider the perspective of an inquisitor. You see a Christendom infested with perverse magic. It seems every week that you and your brethren uncover some milkmaid or moneychanger who confesses to helping the devil. What if these are not isolated instances? What if they are, in fact, organized and cooperating? Christendom is not infested with lost strays on the path to Christ. No, it is being attacked from within by an ancient and secretive religion of blood, a witch-cult, who seeks the destruction of Christendom itself. You may have heard of the Malleus Malleficarum, the “Hammer of Witches”, the infamous witch-finding manual of the early-modern period. But have you heard of The Errors of the Gizarrii?
