The way Ruby looks at Weiss when she says they're not friends is absolutely heartbreaking:

Just a second before, she was looking confidently at Jackass, but then, Weiss says they're not friends- and you know, you just KNOW, Ruby is reminded to their time at Beacon, where Weiss would deny they're friends every time Ruby referred to them as such, and she absolutely can't believe it.

She can't believe that after everything they've veen through together, Weiss would still deny their friendship. She's so surprised and shocked and hurt, but then, Weiss calls them Family. She openly tells her abusive father that these people are so important to her, they're more family to her than him. And just look at Ruby's face after:

She is So Happy and PROUD of Weiss, and so honored to be a part of her family. I just can't, this is such an important moment. Even if you don't ship Whiterose, it's undeniable that Ruby Loves Weiss, they're Best Friends, and none of them would ever dare deny that again.
