Agatha all along theory:

Agatha has never been down the road before and had no intention of actually opening it in episode 2. Instead she did what she has always done in the past to gain more power. Convince a coven to attempt to open it and when it doesn’t work, antagonize and bait them into blasting her with power and killing them. When it actually does work she is shocked. And it opened because of Billy and them being a true coven. Future episodes with flashbacks will show her tricking other witches and killing them.
