Complicated question. On principle, they do have some functionality. Nobody will disagree that keeping you logged into a website or saving local settings for the browser session is useful. However, nowadays they're really just tools to gather ad-data on you, and tailor algorhythms to sell you more junk.

They can also balloon in size up to gigabytes, so I would personally recommend clearing out your cache every now and again, at least. And also use some programs like Privacy Possum and Privacy Badger, which either block cookies to begin with or scramble your data so the data krakens only get trash. All the while letting you keep the advantages of login cookies, obviously.
