The Open University was established by Section 2 of the University Grants Commission Act of 1956 in India (f). The UGC Act of 1956, Section 22(1), permits open institutions to confer degrees on their students.

The University Grants Commission states that degrees obtained from reputable universities through distance learning and online study would be treated as equivalent to degrees obtained through traditional learning (UGC).

“Undergraduate and postgraduate degrees that follow the 2014 UGC announcement on degree specifications, as well as post-graduate diplomas awarded by higher educational institutions through open and distance learning or online mode, shall be treated as equivalent to the corresponding degrees and post-graduate diploma offered through conventional mode”, according to UGC Secretary Rajnish Jain.

Any degree earned through an open or distance learning school shall be comparable to one earned from a traditional university or educational institution, according to a directive, UGC / DEB / 2013, issued 14/10/2013.

Similarly, to this, colleges and universities that offer online diplomas and degrees through distance learning are required to obtain the Distance Education Council's approval before awarding degrees, diplomas, or certificates to their distance-learning students. The UGC's Distance Education Bureau was established in 2012 with the merger of the Distance Education Council and UGC.
