At least one cat must be sleeping on the planet at any given time. This allows them to report back to the spirit world (or equivalent place where angels are from). This is necessary to keep the mortal plane running smoothly.

The "cat distribution system" is the method to ensure those that need a guardian most, will get one.

If all cats are awake, the world, and reality would end.

I am convinced that cats are actually guardian angels sent to make the world a better place
